FOR THE DESIGN OF THE WEST PASCO WATER TREATMENT PLANT EXPANSION PHASE 2 PROJECT. WHEREAS, the City of Pasco, Washington requires professional services from an engineering firm for the purpose of design services for the West Pasco Water Treatment Plant (WPWTP) Expansion Phase 2 Project; and WHEREAS, the City of Pasco published an announcement of its Request for Qualifications (RFQ) related to its need for professional services of design services for the expansion of West Pasco Water Treatment Plant as required by RCW 39.80.030; and WHEREAS, the City is implementing the expansion of the West Pasco Water Treatment Plant in three (3) Phases; and WHEREAS, the City of Pasco reviewed and scored four responses that were received and determined RH2 Engineering, Inc to be the most highly qualified pursuant to RCW 39.80.040; and WHEREAS, the City of Pasco, pursuant to RCW 39.80.050(1), has negotiated a fair and reasonable PSA with RH2 Engineering, Inc. based on the estimated value of the services including their scope, complexity, and professional nature; and WHEREAS, the City of Pasco hereby finds that RH2 Engineering, Inc. is the most highly qualified firm to perform the necessary design services for the WPWTP Expansion Phase 2 Project, and the negotiated contract is both fair and reasonable, for an amount not to exceed $544,192.00. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON: That the City Manager for the City of Pasco is hereby authorized to execute the Professional Services Agreement with RH2 Engineering, Inc., a copy of which is attached hereto, and incorporated herein by reference as Exhibit A; and to make minor substantive changes as necessary to execute the Agreement; and Be It Further Resolved that this Resolution shall be in full force and effect upon adoption. The City has two water treatment plants on opposite ends of its distribution system. While these plants can accommodate current and short-term peak demands together, individual plant capacity must increase to meet the City's 20 -year planning projection. The West Pasco Water Treatment Plant (WPWTP) was designed to accommodate equipment expansion within the facility, and this is a cost-effective way for the City to handle growth. Phase I of the WPWTP Expansion consisted of the design of the treatment plant to increase capacity from 6 million gallons per day (MGD) to 12 MGD. The design included installation of additional strainers and membrane filtration units, filter -to -waste capabilities, a process residuals treatment and recycling system, and various plant operational improvements. Phase II is proposed to include adding pumping capacity and electrical power redundancy by adding one pump at the Intake Pump Station (IPS), adding a booster pump station (BPS) with additional Zone 3 pumps, adding a solids drying bed, converting the existing WPWTP backup generator to backup power for the IPS, and adding a new 2 -megawatt generator dedicated to the WPWTP. In the last phase of improvements, Phase III (installing one additional IPS pump and at least one Zone 3 pump), the City will have the infrastructure in place to proceed with the full buildout of the WPWTP to a capacity of 18 MGD. This Scope of Work pertains to the design and permitting for Phase II Improvements. Provide conceptual plans to the City at the 30 -percent milestone for review and feedback. Finalize documents for bidding. Approach: 1.1 Prepare 30 -Percent Conceptual Design: Prepare a 30 -percent conceptual design technical memorandum that includes sizing and selecting pumps and electrical equipment based on two (2) design alternatives. The design alternatives include providing Zone 3 pumping rates of 12 MGD and up to 24 MGD. Provide a hydraulic assessment of the proposed improvements with the 30 -percent package, including a surge and transient analysis on the Zone 3 BPS. Submit 30 -percent technical memorandum and conceptual designs to the City. Prepare meeting agenda and attend one (1) meeting with the City to discuss 30 -percent review comments. Prepare meeting minutes. 1.2 Prepare General Plans: Prepare the cover sheet, general information drawings, and phasing plan drawing(s). 1.3 Prepare Site/Civil Design: Prepare site/civil plan drawings showing existing site and facility layouts, temporary erosion control and construction measures and layouts, site grading improvements, proposed facility layouts, surface improvements, and utility improvements. Site design will include solids drying beds. Civil design will be based on geotechnical information developed during Phase I design. Coordinate with City staff and a subconsultant to perform potholing at 111 -12 -identified locations on the WPWTP site to assess location and depth of existing utilities. This subtask assumes up to ten (10) potholing locations; potholes will be approximately 10 feet deep. 1.4 Prepare Mechanical Design: Prepare process and mechanical drawings showing proposed pipe routing and equipment installation. Size piping and size and select equipment and pumps. Prepare design of surge protection devices recommended as part of the IPS transient analyses, including coordination with a surge tank vendor for selecting proposed improvements. Prepare minor mechanical design, including fluoridation feed and monitoring for Zone 3. Prepare heating, ventilation, and air conditioning design. 1.5 Develop Tracer Study Plan: Review contact time infrastructure, water quality, and chemical feed systems and develop a plan to test and prove surface water contaminant inactivation ratios for the range of normal operating scenarios. This will include detailed steps to conduct a tracer study to measure hydraulic residence time throughout the infrastructure when operating at 6 MGD, 12 MGD, and 18 MGD (projected). 1.6 Prepare Structural Design: Prepare structural design, calculations, and details for the proposed pump station and ancillary supports and structures. Identify periods when construction can occur, when unit processes of the WPWTP would need to be shut down, and how the treatment plant can maintain operation during construction. 1.9 Prepare Specifications: Develop non-technical (front-end) and technical specifications. Provide the advertisement for bids, instructions to bidders, general conditions, construction contract, insurance provisions, and other typical forms used for the bidding and engagement of public works contracts. Prepare Division 1 (general) through Division 18 (measurement and payment) of the technical specifications. It is assumed that the front-end documents will be based on City -provided bid forms and construction contract documents and modified by RH2. It is assumed that RH2 will use its modified Construction Specification Institute (CSI) specifications for the technical portion of the specifications. 1.10 Prepare Engineer's Opinion of Probable Construction Cost: Prepare Engineer's opinion of probable construction cost (OPCC) based on 60- and 90 -percent design documents. 1.11 Submit 60 -Percent Design Documents to City: Submit the 60 -percent design plans, specifications, and OPCC to the City. Prepare meeting agenda and attend one (1) meeting with the City to discuss 60 -percent review comments. Prepare meeting minutes. Incorporate City comments into the design. 1.12 Submit 90 -Percent Design Documents to City: Submit the 90 -percent design plans, specifications, and OPCC to the City. Prepare meeting agenda and attend one (1) meeting with the City to discuss 90 -percent review comments. Prepare meeting minutes. Review and respond to City's third -party review of the 90 -percent design documents. Incorporate City comments into the design. 1.13 Perform Internal Quality Assurance and Quality Control: Perform internal quality assurance and quality control (QA/QC) review of the 90 -percent design plans and specifications. 1.14 Prepare Bid -Ready Design Documents: Incorporate final comments and permitting conditions into the plans and specifications. Prepare bid -ready plans and specifications and a final OPCC. Assumptions: RH2 will rely upon the accuracy and completeness of information, data, and materials generated or produced by the City or others in relation to this Scope of Work. Intake Pump Station design assumes additional pumps will be added with minimal mechanical improvements and no structural or sit%ivil improvements needed. Surge mitigation tank(s) and associated mechanical improvements are assumed to be located inside the existing IPS. BPS driveway will connect to the existing (or proposed Phase 1 improvement) driveway within 200 feet of the BPS. BPS discharge pipeline length will be within 200 feet of the proposed BPS. Downstream transmission main design will be provided by others in a separate contract. • The proposed pump station will be located on the WPWTP site and will be a slab -on -grade CMU block structure covered by a wood truss roof with metal decking. • Following the completion of the two (2) 30 -percent conceptual designs (subtask 1.1), the City will identify the preferred design alternative to be utilized in the subsequent design phases. Only one (1) design concept will be progressed through the 60 -percent, 90 -percent, and bid -ready milestones. • All meetings will occur at the City's WPWTP facility or at City Hall. Phone or video conference meetings may occur if mutually acceptable to all parties. Provided by City: • City bid forms and construction contract documents in MS Word format. • Selection of the preferred design alternative for utilization beyond the 30 -percent design milestone. • Markings of existing utilities and site access for the potholing subconsultant. • Staff and equipment to excavate and backfill during potholing. • Attendance at the 30-, 60-, and 90 -percent design review meetings. • Written review comments on the 30-, 60-, and 90 -percent design documents. • Input regarding WPWTP shutdowns and construction phasing. The following permits/approvals are expected based on RH2's experience with Phase I permitting and current understanding: • DOH Project Report. • DOH Construction Documents Review. • DOH Drinking Water State Revolving Fund (DWSRF) Environmental Compliance Support. • City of Pasco Shoreline Substantial Development Permit (SSDP). • City of Pasco Site Development Permit (SDP). • City of Pasco Building Permit. Approach: 2.1 Prepare and Submit Proiect Report to DOH: Prepare DOH Project Report and accompanying application. Provide draft to the City for review and comment. Revise Project Report and application to address City comments. Submit the final Project Reportto DOH. Compose a letter responding to review comments from DOH, if necessary. 2.2 Prepare and Submit Construction Documents to DOH: Prepare application with construction documents for DOH. Provide draft application package to the City for review and comment. Revise to address City comments. Submit the finalized construction documents to DOH. Compose a letter responding to review comments from DOH, if necessary. 2.3 Support DWSRF Funding Environmental Compliance: Provide up to twenty (20) hours of support time to the City during environmental compliance documentation for DWSRF funding. The City is presently working with DOH on environmental and cultural compliance documentation for Phase I improvements. The project State Environmental Policy Act (SEPA) and Cultural Resources Survey (CRS), prepared by RH2 and Cultural Resource Consultants, LLC, (CRC), respectively, in spring 2021 are anticipated to cover improvements for Phases II and III as well. This subtask is scoped conservatively to support the City, as needed, in meeting anticipated Phase 11 funding requirements. 2.4 Attend Pre -Application Meeting: Prepare for and attend City's pre -application meeting to discuss Phase II improvements, confirm anticipated local project permits, and discuss submittal processes. It is assumed up to three (3) RH2 staff will attend the pre -application meeting along with City project staff. 2.5 Prepare and Submit SSDP Application: Prepare SSDP application, including site plans. Provide draft application to the City for review and comment. Revise the SSDP application based on City staff comments. Respond to one (1) resubmittal request, as needed. 2.7 Prepare and Submit City Building Permit: Prepare application for Building Permit submittal based on the 90 -percent design stage. Develop energy code calculations. Prepare and submit the structural calculations performed in the previous tasks for Building Permit submittal. Provide draft application to the City for review and comment. Revise with City comments and submit to City Building staff for review. Respond to one (1) resubmittal request, as needed. 2.8 Provide Other Permitting Coordination: Provide up to twenty (20) hours of support to the City during permitting reviews/approvals, as requested. Provide up to four (4) sets of design documents to the City for permitting applications. Assumptions: • The City will be the applicant for permit applications and RH2 will act as the City's agent. • The City will pay all permit fees. • Acceptance of permit submittals is beyond the control of RH2 and the City, and no date is warranted or implied for DOH response or acceptance. • There will be only one (1) round of review comments from DOH for each submittal. • There will only be one (1) round of review comments from the City for SDP or Building Permit materials. • No Washington State Department of Ecology National Pollutant Discharge Elimination System permits are necessary. • Right -of -Way permits, if determined to be needed for construction, will be applied for and obtained by the City directly. • The SEPA prepared and processed in spring through summer 2021 addresses Phase 11 improvements; a new SEPA Checklist will not be warranted and has not been scoped. • The CRS prepared and processed in spring through fall 2021 addresses Phase// improvements; a new or amended CRS will not be needed and has not been scoped. • Although the improvements at the IPS are minor in nature, they will be considered development and not repair or replacement for the purposes of Shoreline Master Program compliance. Consequently, RH2 has scoped a SSDP.
