A RESOLUTION OF THE CITY OF PASCO, WASHINGTON,
AUTHORIZING THE CITY MANAGER TO EXECUTE ADDENDUM NO. 2
TO THE 2017 INTERLOCAL AGREEMENT BETWEEN THE
PARTICIPATING JURISDICTIONS AND THE CITY OF PASCO FOR
INVOLVEMENT IN THE TRI -CITIES METRO DRUG TASK FORCE.
WHEREAS, RCW 39.34, INTERLOCAL COOPERATION ACT, authorizes political
subdivisions to jointly exercise their powers, privileges, or authorities with other political
subdivisions of this state through the execution of an interlocal cooperative agreement; and,
WHEREAS, the City of Pasco has participated in the Metro Drug Task Force for nearly
35 years; and
WHEREAS, the City of Pasco entered into the most recent Metro Drug Task Force
Interlocal Agreement with the City of Kennewick, Washington, City of Richland, Washington,
City of West Richland, Washington, Benton and Franklin Counties in 2017; and
WHEREAS, Pasco City Council approved the first Addendum to the 2017 Metro Drug
Task Force Interlocal agreement in March 2018 to satisfy a budget shortfall; and
WHEREAS, the City Council of the City of Pasco, Washington, has after due
consideration, determined that it is in the best interest of the City of Pasco to continue its affiliation
with the Metro Drug Task Force by signing Addendum No. 2 to the 2017 Interlocal Agreement
with the participating jurisdictions to continue these services and cover a budget shortfall due to
the recent loss of grant funding for the program.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PASCO, WASHINGTON:
Section 1. That the City Council of the City of Pasco approves the terms and conditions of
Addendum No. 2 to the 2017 Interlocal Agreement between the City of Kennewick, Washington,
City of Richland, Washington, City of West Richland, Washington, Benton and Franklin Counties,
Washington and the City of Pasco; a copy of which is attached hereto and incorporated herein by
reference as Exhibit A; and
Section 2. The City Manager of the City of Pasco, Washington, is hereby authorized,
empowered, and directed to sign and execute Addendum No. 2 to the 2017 Metro Drug Task Force
Interlocal Agreement on behalf of the City of Pasco.
Be It Further Resolved, that this Resolution shall take effect immediately.

ADDENDUM NO.2
TO THE
METRO INTERLOCAL AGREEMENT
THIS ADDENDUM Is made and entered into effective January 1, 2021, by and between the following
parties:

SECTION 1—PURPOSE
The Tri Cities Metro Drug Task Force (Metro) has primarhy been funded by the Byrne JAG Grsnk the
High Intensity Drug Tratficc►ng Area (HIDTA) Program and the Drug. Enforcement Administration (DEA).
The Byrne JAG Grant is prim aj utaked for funding the legal aerxetary position and portions of the
Metro Commander end Metro Sergeant's position. The HIDTA funding has primarily been utlkod for
wMidential buy funds, personnel overtime, and trainer reimbursement. The DEA has provided office
space and electronic equipment.
Until 2018, the Byrne JAG Grant had adeqwdely funded a WVI secretary and portions of the
Commander and Strout, Ws positions. In 2018 the grant funds were received late which necessiWL
the first Addendum to the Metro Interlocal Agreement to cover the temporary shortfail throw h ,tune
30, 2019. In 2019. the Byrne JAG Grant fundsthat were recelved did not provide suffident funcftto
cover the oasts of those positions, which were reflected In the adopted budget for the 20194AM Metro
budW cycle. The parties do not expect to receive JAG Grant funds In 2020 or thereafter. Additionally,
the HiDTA funding has not been avallabie since 2018, which must be made up through additional
contributions by the Metro members.
Beginning July 1, 2020, the legal secretary position was changed to a n administrative assistant pm. kv*on.
It is the partlee intent to agree to the foliowi to address the funding shortfalls resulting; from the
decrease in evadable grant funds to Metro for the period January 1, 2021, through December 31, 2024.
THEREFORE, IN CONSIDERATION of the mutual covenwas contained herein, the parties agree to amend
the Metro interhocal Agr as follows:

read as follows:
e. In addition to the personnel contributed by the parties to Metro, financial assistance shall be
provided as follows:
(1) Until December 31, 2024, Benton County shall pay quarterly for 75% of the cost of the
administrative assistant pmvtddd by the! Gty of Kennewick plus $37,500 annually ($9,375
quarterly) for confidential buy funds. Seventy-five percent (75%) of any Byrne JAG Grant funds
or HiDTA funding received In 2021 or later shall be applied as a credit towards any Invoice to
Beaton County untN the balance of those funds has been exhausted.
(2) Until December 31, 2024, Franklin County shall pay quarterly for 25% of the cost of the
administrative assistant provided by the City of Kennewick plus $12,500 annually ($3,125
quarterly) for confidential buyfunds. Twenty-five percent (25%) of anir Byrne JAG Grant funds
or HiDTA funding received In 2021 or later shall be appal as a credit towards aid Invoice to
Franklin County until the bairn a of those funds has been exhausted.
(3) Until December 31, 2024, any funding shortfall for METRO for costs other then the costa of
the administrative assistant and the County contribution for confidentNt toy funds as agreed
to above shall be split as follows:
Benton County —18.18%
Fmnklln County —18.18%
City of Kennewick —18.18%
City of Pasco —18.18%
City of Richland —18.1891
City of West Richland — 9.10%
(4) Uni w mutually agreed upon through a future addendum to the Metro InterlocalAgmmeM,
effective January 1, 2025, and thereafter al! funding shortfalls for METRO shall be split in the
some manner outlined In subsection (3) above.
