HomeMy WebLinkAbout4013 Resolution - Apollo Embankment RepairRESOLUTION NO. 4013 A RESOLUTION AUTHORIZING EXECUTION OF THE PASCO WATER REUSE FACILITY (PWRF) AGREEMENT WITH APOLLO CONSTRUCTION (CONTRACTOR) FOR THE REPAIR OF THE PWRF POLLUTION CONTROL FACILITY PURSUANT TO RCW 70A.210.110 WHEREAS, the City of Pasco (City) owns and maintains the PWRF a pollution control facility within the meaning of RCW 70A.210.020; and WHEREAS, the City of Pasco, consistent with 70A.210.110, has sole discretion without regard to competitive bidding requirements, to construct, reconstruct, and improve the PWRF; and WHEREAS, an embankment located between the 8MG pond and the 35 MG pond has failed and its repair is time sensitive to allow for adequate operation of the PWRF during winter months; and WHEREAS, the City has conducted an assessment on the failure and designed the reconstruction of the embankment at PWRF; and WHEREAS, the Contractor is familiar with the site and has proven successful at similar work and has assisted the city with exploratory work pertaining to the assessment of the berm failure; and WHEREAS, the Contractor has identified the projected cost of $631,449.81 to include repair of the embankment, installation of a new overflow pipe and HDPE liner, and liner testing; and WHEREAS, the City Council of the City of Pasco finds this cost to be reasonable considering the scope of work required to successfully complete this project, and the importance of this project for the successful operation of the PWRF. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON: That the City Manager for the City of Pasco is authorized to execute the PWRF Embankment Repair Contract with Apollo Construction Incorporated, a copy of which is attached hereto and incorporated herein by as Exhibit A; and take all necessary steps required to complete this transaction. Be It Further Resolved that this Resolution shall be in full force and effect upon adoption.
