A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PASCO,
WASHINGTON ADOPTING THE CONTINUITY OF OPERATIONS (COOP) /
CONTINUITY OF GOVERNMENT (COG) PLAN.
WHEREAS, the ability of a jurisdiction to maintain delivery of essential functions to
the community during and following an emergency or disaster is critical to the protection of
life, property and the environment; and
WHEREAS, City of Pasco ("City") emergency planning staffhas developed a Continuity
of Operations ("COOP") / Continuity of Government ("COG") Plan to help the City maintain
delivery of essential functions to Pasco during and following an emergency or disaster; and
WHEREAS, the Plan was developed in accordance with the Federal Emergency
Management Agency (" FEMA") Continuity Guidance Circular 1 ("CGC 1 ") Continuity Guidance
for Non -Federal Entities; and
WHEREAS, the Plan takes an integrated approach to service delivery, decision making,
and resource management to facilitate the City's ability to best serve the Pasco community during
and following an emergency or disaster, and is a "living document" that will be updated over time;
and
WHEREAS, the City Council now wishes to adopt the Plan on behalf of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PASCO, WASHINGTON:
Section 1. The City Council hereby adopts the Continuity of Operations (COOP)
Continuity of Government (COG) Plan, for the City of Pasco.
Section 2. The City Manager is hereby authorized and directed to update when needed
and take whatever steps are necessary to help ensure the successful implementation of the Plan
referenced in Section 1.
Section 3. Effective Date. This resolution shall take effect immediately upon its
passage and approval.
