A RESOLUTION OF THE CITY OF PASCO, WASHINGTON,
AUTHORIZING THE CITY MANAGER TO EXECUTE AND SIGN
SUPPLEMENTAL AGREEMENT NO. 2 TO PROFESSIONAL SERVICES
AGREEMENT #21-036 WITH HDR ENGINEERING, INC. FOR
ENGINEERING CONTRUCTION SUPPORT SERVICES ON THE ARGENT
ROAD WIDENING PHASE 3 PROJECT.
WHEREAS, the City of Pasco (City) required professional services from an engineering
firm to provide professional engineering services for the design and construction support services
for the Argent Road Widening Phase 3 project; and
WHEREAS, the City, on June 4, 2021, signed and executed a Professional Services
Agreement (PSA) #21-036 with HDR Engineering, Inc. for $290,771.20; and
WHEREAS, the City, amended this Agreement on June 8, 2023, via Supplement No. 1,
to include construction management support services for the Argent Road Widening Phase 3
project and used the remaining PSA funds, $7,738.52 for this effort; and
WHEREAS, the City, negotiated Supplement No. 2 with HDR Engineering, Inc. on
October 2, 2023, in the amount of $30,000.00, to continue providing construction support services
for Argent Road Widening Phase 3 Project as required from the Engineer of Record until the end
of construction in 2024; and
WHEREAS, the City Council of the City of Pasco, Washington, has after due
consideration, determined that it is in the best interest of the City of Pasco to enter into
Supplemental Agreement No. 2 with HDR Engineering, Inc..
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PASCO, WASHINGTON:
That the City Council of the City of Pasco approves the terms and conditions of
Supplemental Agreement No. 2 between the City of Pasco and HDR Engineering, Inc. as attached
hereto and incorporated herein as Exhibit A.
Be It Further Resolved, that the City Manager of the City of Pasco, Washington, is hereby
authorized, empowered, and directed to execute said Supplemental Agreement No. 2 on behalf of
the City of Pasco; and to make minor substantive changes as necessary to execute the Agreement.
Be It Further Resolved, that this Resolution shall take effect and be in full force
immediately upon passage by the City Council.

Description of Work
This project provides street widening with a new roadway surface, signage and striping, Curb/gutter,
sidewalk and curb ramps. Utility work including stormwater facilities, irrigation, illumination, and related

desires to supplement the agreement entered in to with HDR Engineering; Inc.
and executed on June 4, 2021 and identified as Agreement No. 21-036
All provisions in the basic agreement remain in effect except as expressly modified by this supplement.
The changes to the agreement are described as follows:
Section 1, SCOPE OF WORK, is hereby changed to read:
(No Change. Continuation of on -call, as directed support during construction as outlined in Supplement
Agreement No. 1)

Section IV, TIME FOR BEGINNING AND COMPLETION, is amended to change the number of calendar days
for completion of the work to read: (No Change)

Section V, PAYMENT, shall be amended as follows:

made a part of this agreement.
