A RESOLUTION OF THE CITY OF PASCO, WASHINGTON,
AWARDING BID NO. 21295-D FOR THE EAST URBAN GROWTH AREA
(UGA) EXPANSION SEWER LOCAL IMPROVEMENT DISTRICT (LID) (LID
152) PHASE 4 PROJECT TO APOLLO, INC. OF KENNEWICK,
WASHINGTON; AND FURTHER, AUTHORIZE THE CITY MANAGER TO
EXECUTE THE CONTRACT DOCUMENTS.
WHEREAS, the City of Pasco (City) identified the East Urban Growth Area (UGA)
Expansion Sewer Local Improvement District (LID) No. 152 Phase 4 Project in the approved
Capital Improvement Plan; and
WHEREAS, this project involves installation of gravity sewer lines through the East
UGA, from Convention Dr and Deseret Rd to the east and south, to the Phase 3 lift station at North
Glade Rd and Burns extended; and
WHEREAS, the City solicited sealed public bids for this project, identified as East UGA
Expansion Sewer LID No. 152 Phase 4 Project; and
WHEREAS, on April 5, 2023, at 2:00 p.m., seven (7) bids were received and opened by
the City; and
WHEREAS, the lowest responsive bidder was Apollo, Inc. with a bid of $5,693,720.19,
the Engineer's Estimate was $7,439,000.00; and
WHEREAS, the bid documentation was reviewed, and the bidder was determined to be
responsible and responsive.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PASCO, WASHINGTON:
That the City hereby awards the East UGA Expansion Sewer LID (LID 152) Phase 4
Project to Apollo, Inc. of Kennewick, Washington in the amount of $5,693,720.19, including
Washington State Sales Tax; and further authorizes the City Manager to execute the contract
documents.
Be It Further Resolved, that this Resolution shall take effect and be in full force
immediately upon passage by the City Council.
