A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PASCO,
WASHINGTON, AWARDING BID NO. 21304 AND 21308, COURT STREET
OVERLAY - ROAD 44 TO ROAD 68 AND COURT STREET OVERLAY —
PHASE 2 (N 20TH AVE TO US 395) PROJECTS TO CENTRAL
WASHINGTON ASPHALT, INC. OF MOSES LAKE, WASHINGTON; AND
AUTHORIZING THE INTERIM CITY MANAGER TO EXECUTE THE
CONTRACT DOCUMENTS.
WHEREAS, the City of Pasco has identified two capital improvement public works
projects described as the Court Street Overlay - Road 44 to Road 68 project and Court Street
Overlay—Phase 2 (N 20th Ave to US 395) project; and
WHEREAS, this contract provides for asphalt overlay; and pavement and curb repairs
along the corridor of Court Street from Road 44 to Road 68 (Schedule A) and Court Street from
Road 40 to Road 44 and N 20th Ave to US 395 (Schedule B); and
WHEREAS, Schedule A of the contract is in receipt of a federal grant and requires
independent tracking from Schedule B; and
WHEREAS, the City solicited sealed public bids for this capital improvement public
works project, identified as Bid No. 21304 and 21308, beginning January 6, 2023; and
WHEREAS, on February 16, 2023, at 2:00 p.m., three (3)bids were received and opened
by the City; and
WHEREAS, the low bid was from Central Washington Asphalt, Inc. in the amount of
$2,885,000, and the Engineer's Construction Cost Estimate was $2,994,620.00; and
WHEREAS, the bid documentation was reviewed and the lowest bidder was determined
to be responsible and responsive.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PASCO,WASHINGTON:
That the City awards the construction contract for Bid No. 21304 and 21308, Court Street
Overlay- Road 44 to Road 68 Project and Court Street Overlay - Road 40 to Road 44 and N 20th
Ave to US 395 Project to Central Washington Asphalt, Inc. of Moses Lake, Washington, in the
amount of$2,885,000, and further authorizes the Interim City Manager to execute the contract
documents.
Resolution Court Street Overlay Phase 2 Project- 1
Be It Further Resolved, that this Resolution shall take effect and be in full force
immediately upon passage by the City Council.
