HomeMy WebLinkAbout4327 Resolution - FAILED - To Draft Resolution for Cannabis Advisory Vote Resolution – Cannabis Advisory Vote RESOLUTION NO. 4327 A RESOLUTION OF THE CITY OF PASCO, WASHINGTON, REQUESTING THE CITY STAFF TO DRAFT A RESOLUTION REQUESTING THE FRANKLIN COUNTY AUDITOR TO PLACE A PROPOSITION FOR AN ADVISORY VOTE ON THE NEXT PRIMARY ELECTION ASKING VOTERS WHETHER THE REGULATION OF RETAIL SALES OF CANNABIS SHOULD BE ALLOWED OR IF THE CURRENT BAN ON CANNABIS RETAIL ACTIVITIES SHOULD CONTINUE WITHIN THE CITY OF PASCO. WHEREAS, State Initiative 502 (“I-502”), approved by voters of Washington State in November of 2012, provides a framework for licensing and regulating the retail sale and use of cannabis purchased from State-licensed businesses; and WHEREAS, under I-502, the Washington State Liquor Cannabis Board is tasked with the responsibility to adopt regulations governing the licensing and operation of cannabis producers, processors, and retailers; and the Board has set these regulations; and WHEREAS, after an extensive public outreach process and discussion at multiple meetings, it has become clear to the City Council that there are still concerns by the community related to lifting the ban on retail sales of cannabis; and WHEREAS, Washington law authorizes the City to call for an advisory election to help the Council consider whether the City should adopt appropriate regulations for retail sales of cannabis, or whether the City should continue a ban on such activities; and WHEREAS, it appears that the most appropriate way to determine the will of the people on this question is to submit to the voters, as an advisory ballot measure, the question of whether or not the people are in support of allowing a regulation of retail sales of cannabis in the City of Pasco. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON: That the City Council hereby requests the City Staff to draft a Resolution requesting the Franklin County Auditor to place a proposition for an advisory vote on the next primary election asking voters whether the regulation of retail sales of cannabis should be allowed or if the current ban on cannabis retail activities should continue within the City of Pasco. Be It Further Resolved that this Resolution shall take effect immediately.
