A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PASCO,
WASHINGTON, AWARDING BID NO. 22377-A FOR THE BROADMOOR
AREA TAX INCREMENT FINANCING IMPROVEMENTS — PHASE lA
PROJECT TO GOODMAN & MEHLENBACHER ENTERPRISES, INC. OF
KENNEWICK, WASHINGTON; AND FURTHER, AUTHORIZE THE
INTERIM CITY MANAGER TO EXECUTE THE CONTRACT DOCUMENTS.
WHEREAS, the City of Pasco Council has approved the formation of a Tax Increment
Financing (TIF) District in the Broadmoor Area as a funding mechanism for key infrastructure to
encourage orderly economic development; and
WHEREAS, the City of Pasco's approved Six-Year Capital Improvement Plan (CIP)
identified multiple projects in the Broadmoor Area; and
WHEREAS,the Broadmoor Area TIF Improvements—Rough Grading Phase lA Project
is encompassed by several projects listed in the Six-Year CIP; and
WHEREAS,this project will be funded through tax increment financing; and
WHEREAS, this project involves mass grading of Sandifur Parkway from Broadmoor
Boulevard west approximately 4,150 LF and mass grading of spur extension of Harris Road for
future Road 108 for approximately 3,300 LF north of Harris Road; and
WHEREAS, the City solicited sealed public bids for this project, identified as the
Broadmoor Area TIF Improvements—Phase 1 A Project; and
WHEREAS, on January 13, 2023, at 2:00 p.m., twelve (12) bids were received and
opened by the City; and
WHEREAS, the lowest responsive bidder was Goodman & Mehlenbacher Enterprises,
Inc. with a bid Schedule A of$600,000.00, the Engineer's Estimate was $2,374,500.00; and
WHEREAS, the bid documentation was reviewed, and the bidder was determined to be
responsible and responsive.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PASCO, WASHINGTON:
That the City hereby awards the Broadmoor Area Tax Increment Financing
Improvements — Rough Grading Phase lA Project to Goodman & Mehlenbacher Enterprises,
Inc.,Washington in the amount of$600,000.00,including Washington State Sales Tax.

Be It Further Resolved, that this Resolution shall take effect and be in full force
immediately upon passage by the City Council.
PASSED by the City Council of the City of Pasco,Washington,on this 23'�day of January,
