ROLL CALL Councilmembers present: Blanche Barajas, Craig Maloney, Joseph Campos, Pete Serrano, David Milne, Zahra Roach, and Nikki Torres Councilmembers absent: None Staff present: Dave Zabell, City Manager; Adam Lincoln, Deputy City Manager; Colleen Chapin, Human Resources Director; Craig Briggs, Assistant City Attorney; Bob Gear, Fire Chief; Zach Ratkai, Administrative & Community Services Director; Richa Sigdel, Finance Director; Rick White, Community & Economic Development Director; Steve Worley, Public Works Director; and Krystle Shanks, Deputy City Clerk. The meeting was opened with the Pledge of Allegiance. VERBAL REPORTS FROM COUNCILMEMBERS Mr. Serrano commented on the Hanford Area Economic Investment Fund Advisory Committee he attended earlier in the day. Mayor Pro Maloney discussed the Biennial Council Retreat that he and Council attended on Friday and Saturday to set City's 2022-2023 goals. Mayor Barajas also commented on the Biennial Council Retreat. She also commented on the League of United Latin American Citizens (LULAC) event she attended over the weekend celebrating Latina women in the community. Mayor Pro Tem Maloney mentioned that Mayor Barajas was recognized at the League of United Latin American Citizens (LULAC) event for her community involvement and achievements. Page 1 of 3 ITEMS FOR DISCUSSION Resolution - Franklin County Comprehensive Emergency Management Plan Chief Gear introduced Sean Davis, Franklin County Emergency Management Executive Director, who reported on Emergency Management activities, and he provided an outline of updates to the 2021 Comprehensive Emergency Management Plan. Council and staff discussion ensued. 2021-2022 Biennium Financial Update and Public Dashboard Ms. Sigdel provided a brief presentation on the 2021-2022 Biennium Financial Update and Public Dashboard. She stated that the Finance Department is working towards greater transparency by providing data and reports so that Council, staff and the public can read and understand the data. Council provided feedback regarding the public dashboard. Electric Scooter Rentals Mr. Ratkai provided a brief overview of electric scooter rentals, scooter share programs, the City's role in an electric scooter share program and the current reception of electric scooter rentals regionally. Staff sought feedback from Council. Council discussed electric scooter rentals, including their concerns, with staff. City View Cemetery Update Mr. Ratkai introduced Dan Dotta, Facilities Manager who presented the City View Cemetery update. Council shared their appreciation for the cemetery. Resolution - Incorporating the Regional Pavement Cut Policy to the City's Design and Construction Standards and Specifications Mr. Worley discussed the proposed resolution incorporating the Regional Pavement Cut Policy to the City's Design and Construction Standards and Specifications to provide consistency with regional jurisdictions. Council and staff discussion ensued. Page 2of3 Resolution - Interlocal Cooperative Agreement - Quad Cities/BFHD for Funding of Regional Algal Bloom Screening Lab Service Mr. Worley discussed the proposed Interlocal Cooperative Agreement for the Quad Cities/Benton Franklin Health District for Funding of regional algal bloom screening lab service. Council and staff briefly discussed the regional algal bloom testing services. MISCELLANEOUS COUNCIL DISCUSSION Mr. Serrano discussed the upcoming 110th Anniversary of the Pasco Chamber of Commerce scheduled in April 2022and suggested finding a way for City Council to recognize the Pasco Chamber. EXECUTIVE SESSION Council adjourned into Executive Session at 8:10 PM for 15 minutes to discuss the consideration of site selection or acquisition of real estate purchase or lease if likelihood that disclosure would increase price per RCW 42.30.110(b), with the City Manager, Deputy City Manager and Administrative & Community Services Director. Mayor Barajas called the meeting back to order at 8:25 PM. ADJOURNMENT There being no further business, the meeting was adjourned at 8:25 PM. PASSED and APPROVED this F day of Qpr ,I , 20Z-?.
