Remote Meeting
CALL TO ORDER
The meeting was called to order at 5:40 pm, by Jason Ruud, Chairperson
ROLL CALL
Boardmembers Present: Shane Arnott, Julie Campos, Bradyn Leyde,
Jason Ruud, and David Milne (City Council Rep.).
Absent: Nolvia Salinas, Edgar Delgado, Kate Bonderman
City Staff Present: Dan Dotta, Brent Kubalek
Absent: Zach Ratkai.
Introduction of new Boardmember - Shane Arnott
Brent welcomed Shane Arnott as newest board member. Shane then
introduced himself and shared his experience related to Parks &
Recreation.
2022 Board Chairperson Nominations and Election
Jason nominated Julie for the position of Chairperson. Julie respectfully
declined due to schedule conflicts for some of the board meetings.
Jason nominated himself as Chairperson and Julie as Vice Chairperson.
Julie accepted the nomination.
MOTION: Bradyn moved to approve the nominations. Shane seconded.
Motion carried unanimously.
APPROVAL OF MINUTES
MOTION: Jason moved to approve the minutes from the November 4,
2021 meeting. Bradyn seconded. Motion carried unanimously.

COUNCIL REP & BOARDMEMBER REPORTS
Mr. Milne (Council Rep)
• Reported that new Mayor (Blanch Barajas) and Mayor Pro-Tem
(Craig Maloney) were elected at the first City Council Meeting of
the year.
• Attended and enjoyed one of the Winterfest Carpool Cinema
movies
Mr. Leyde
• Good to see kids in gyms again playing basketball etc.
Mr. Ruud
• Had fun helping with the Lampson Cable Bridge Run packet
pickup.
Ms. Campos
• Commented that the new Palomino Park is a very popular place to
sled with its hills and the snow on the ground. Good to see the
community using it.
STAFF REPORTS
Recreation
• State Cross Country Meet at Sun Willows
• Winterfest
o $10,000 Sponsorship from STCU
o Scavenger Hunt with great prizes
o Drive-Thru - 350 cars - 500+ people
o Tree Lighting & Santa - 100
o Drive-In Cinema - 3 Holiday Favorite Movies shown on LED
screen, Popcorn and goodie bag from STCU. Not as well
attended as we would have liked but those who attended
said they enjoyed it and thanked us and STCU
• Lampson Cable Bridge Run
o 1784 total participants
o Implemented new 5K route that separated the shuttle buses
from the runners increasing safety
o Still did not have access to the Lampson buildings so had
to adjust. Overall went well.
• Drop-In Pickleball back up and running
• Winterbreak Soccer clinics - 37 girls, 25 boys went well
o Now implementing additional weekend soccer clinics Jan-
Mar
• Adult Basketball Started
o Changed to self-officiated league

o Limited to only 16 teams due to not having access to school
gyms - 13 teams on waitlist
• Youth Basketball
o Limited to about 350 kids again do to limited access to
school gyms.
o Teams only practicing once a week. Games start on Jan 15.
• New Years Eve Kits
o $1500 sponsorship from Franklin PUD
o Distributed about 600 kits
• 2nd Annual Big Cross Frozen Tundra Run
• In-process of hiring for the vacant Recreation Specialist position
o Making official offer in the next couple of days.

• Hazardous Tree Removal at Chiawana Park
• Community Tree Pruning
• Staffing Challenges
• Multi Seasonal Equipment
o Snowplow-Water Truck
o Field Groomer-Snowplow
• Cemetery Update
o 6 funerals
o $28,572 in revenue
NEW BUSINESS
2022 Board Goals
Brent asked Boardmembers to ponder what they would like to accomplish
as a board this year and to come ready to share at the February meeting.
CIP Updates
Brent updated Boardmembers on the Sylvester Park, Palomino Park,
Highland Park, & A Street Sports Complex projects.
Dan updated Boardmembers on the Peanuts Park, Schlagel Park, and
Volunteer Park Electric Power projects.

RE: GRAND OLD 4th PARADE MARSHALS
Here is a previously gathered list of names for the possible Grand Marshal for the parade. Feel free to use
some of these names as suggestions. I would also recommend that City Council be asked if they have
suggestons.
The list includes:
o Rebecca Francik, Ex Pasco City Council - longtime Pasco residents.
o Bob Tippett - Long time Pasco businessman, Pasco supporter
o Ron VanNostrand – Former Senior Association President, former member of Senior Center
Advisory Board, volunteer for Golden Age Food Share, serves on various other Senior Center
Activities and Programs. (Ron is deceased as of February 2017)
o Kevin Williams - Pasco insurance agent, active Kiwanis Club member, former committee member of
the Grand Old 4th and supporter of Pasco events.
o Mike Garrett – Former Pasco High School Music Director, responsible for many fine music
programs and the success of the widely recognized Pasco music program.
o Bruce Whitemarsh - Long time Pasco resident, former County Commissioner, still active in serving
the County through the Board of Equalization and a board member with the Franklin County
Historical Society.
o Vic Vanderschoor - Long time Pasco resident. Superior Court Judge. Active in many civic events.
o Bill Lampson - Tri-City businessman, Pasco resident. Strong supporter of many events, activities and
projects throughout the region.
o Pete Felsted - Former District Court Judge. Former Pasco School Board member. Involved in civic
activities. (Deceased 2016)
o William Leggett - Former Pasco School District principal, School Board member, Chairman of the
School Board and involved in Pasco activities through the Kiwanis club.
o Steve Graff – Chiawana High School teacher and football coach. Is widely recognized for his
immeasurable accomplishments of bringing a sense of joy and pride and community unity to Pasco
through the success of his football program.

o Ken Reithmayr - Long time Pasco businessman, retired. Strong supporter of downtown businesses,
involved in PDDA.
o Chuck Coleman - Longtime Pasco resident, active in Downtown Development Association and all
around Pasco booster.
o Gerald “Jerry” Roach – attorney/judge, Pasco native, Kiwanian, has served on many local
committees.
o Walt Swearingen - The parade goes right by the American Legion, which is Walt's second
home. Walt does extraordinary things for veterans. He works behind the scenes and doesn't do it for
the limelight.
o Gary Crutchfield – retired city manager
o Mark Kuffel - Attorney, many years of dedication and service, serving City of Pasco Franklin
County Housing Authority (resigned 2014)
o Jim Rabideu – retired county prosecutor, retired county coroner, current Franklin County Historical
Society member, long time Pasco resident.
o Mike Guajardo – Long time Pasco resident and Pasco High School basketball coach. Came out of
retirement and to coach Pasco High school this year. Has helped guide many student athletes to
college during the past 30 years.
o Martin Valadez - Currently Chief Executive Officer for Columbia Basin College Foundation. On the
Pasco Library board, Class of 1990 at UCLA and is an Instructor and assistant at CBC.
