CALL TO ORDER
The meeting was called to order at 5:34 pm, by Jason Ruud, Chairperson
ROLL CALL
Boardmembers Present: Nolvia Salinas, Edgar Delgado, Bradyn Leyde,
Jason Ruud, and David Milne (City Council Rep.).
Boardmembers Absent: Julie Campos, Kate Bonderman
City Staff Present: Dan Dotta, Brent Kubalek, Zach Ratkai.
Guest: Jon Pheanis (MIG)
APPROVAL OF MINUTES
MOTION: Bradyn Leyde move to approve the minutes from the October
7, 2021 meeting. Edgar Delgado seconded. Motion approved
unanimously.
COUNCIL REP & BOARDMEMBER REPORTS
• Jason Ruud - Visited Chiawana, noticed some bollards were
missing
• Bradyn Leyde - Commented on the difficulty of gym use in the
Schools
• Edgar Delgado - No Comment
• Nolvia Salinas - Attended the Palomino Park Arbor Day Tree
Planting event. Commented that it was great to see the community
out helping. Visited Rd 48 Park
• David Milne - Visited Chiawana Park. Commented that there may
need to be some tree trimming to improve visibility at an
intersection

STAFF REPORTS
Recreation
• Halloweekend Cinema - GESA Sponsors handed out goodie bags
- Used inflatable Screen and had to shut it down 10 minutes after
it started because the wind was too strong
• Drive Thru Trunk or Treat - Went very well serving about 450 cars
and approx 750 kids.
• Helped with the Arbor Day event at Palomino Park
• Closed Community Garden at Kurtzman Park for the season
• Adult Flag Football - Regular Season done, playoffs beginning
• Toddler Programs
o Toddler Short Sports
o Kickin It Soccer
o Mini Hoops - 1st session filled, opened 2 additional sessions
and they both filled.
• Basketball Youth and Adult - Still do not have access to school
gyms. We are making contingency plans and may have to limit
participation numbers
• Lampson Cable Bridge Run - Permits in place, things moving
forward. Will not be able to go inside Lampson buildings
• Adult Volleyball - We were able to start drop-in volleyball at City
Hall as School gyms are still not available
• Winterfest Activities - Are planning for first week of December
• Turkey Bowl - Planned for Thanksgiving
• Patty Martin has taken new position as director of the Boys & Girls
Club's Pasco Site
Parks & Facilities
• Winterization takes 2 weeks to complete 147 locations with 6
compressors working 7 days a week
• Leaf Cleanup by mulching, blowing and vacuuming
• Removed tables & swings for annual maintenance
• Closed restrooms for season
• Paint Soccer, Football and Flag Football fields
• Remove graffiti in parks
• Planted 63 trees at the Arbor Day event at Palomino Park
• Clean downtown sidewalks 4x a year
• Cemetery had 12 funerals, planning for Veteran's Day, Day of the
Dead
• Showed some headstones
A&CS Director
• Peanuts Park scheduled to be completed in Mid-December
• Working on budget for 2022; specifically resource allocation.

NEW BUSINESS
Parks & Recreation Master Plan Update
Jon Pheanis, Senior Project Manager, MIG, gave a presentation that
included goals of the Master Plan process, national trends in the industry,
and some of the results of the Parks and Recreation Master Plan survey
up to this point. He invited Boardmembers to complete the survey if they
had not done so yet and to share with others. He then asked for
Boardmembers suggestions and feedback as it relates to major
challenges facing Pasco, opportunities/needs and what they would like to
see take place over the next 10-20 years.
MISCELLANEOUS DISCUSSION
Next Meeting: December 2, 2021 at 5:30 pm.
