ROLL CALL Councilmembers present: Blanche Barajas, Craig Maloney, Joseph Campos, Pete Serrano, David Milne, and Nikki Torres Councilmembers absent: Zahra Roach Staff present: Dave Zabell, City Manager; Adam Lincoln, Deputy City Manager; Colleen Chapin, Human Resources Director; Craig Briggs, Assistant City Attorney; Jeff Briggs, Assistant City Attorney; Bob Gear, Fire Chief; Zach Ratkai, Administrative & Community Services Director; Ken Roske, Police Chief; Richa Sigdel, Finance Director; Rick White, Community & Economic Development Director; Steve Worley, Public Works Director; and Debby Barham, City Clerk. The meeting was opened with the Pledge of Allegiance. HEARINGS AND COUNCIL ACTION ON ORDINANCES AND RESOLUTIONS RELATING THERETO Public Hearing and Ordinance - Olberding & Farm 2005 LLC (ANX 2021-003) Mr. White provided a brief report on the proposed annexation for Olberding and Farm 2005. Ms. Torres announced that she owns property adjacent to the property pending annexation and that she spoke with City Attorney Ferguson who advised that she may vote on this annexation; however, she will need to recuse herself when the vote on the zoning determination is before Council. Mr. Serrano and Mayor Pro Tem Maloney asked if the flight plan will have an effect on the zoning determination and the residential density designation surrounding the Page 1 of 3 airport. Mr. White confirmed that both would be considered in the determination of the zoning of the property. Mayor Pro Tem Maloney declared the Public Hearing open to consider the proposed annexation petitioned by Olberding and Farm 2005 LLC. James Carnegie, consultant for the owners of the property, encouraged Council to approve the annexation of the property owned by Olberding and Farm 2005 LLC. Following three calls for comments, and there being none, Mayor Pro Tem Maloney declared the Public Hearing closed. MOTION: Mayor Barajas moved, seconded by Councilmember Torres to adopt Ordinance No. 4574, relating to annexation, and annexing certain real property to the City of Pasco and, further, authorize publication by summary only. RESULT: Motion carried unanimously 6-0 AYES: Mayor Barajas, Councilmember Torres, Mayor Pro Tem Maloney, Councilmember Campos, Councilmember Serrano, and Councilmember Milne ABSENT: Councilmember Roach ORDINANCES AND RESOLUTIONS NOT RELATING TO HEARINGS Ordinance - PMC Amendments in Title 25 "Zoning" Increasing Residential Building Capacities - E2SHB 1923 Mr. White introduced Planning Manager Jacob Gonzalez who provided a brief review of the proposed amendments to Title 25, Zoning of the Pasco Municipal Code (PMC). Council and Mr. Gonzalez briefly discussed the proposed amendments to PMC Title 25. MOTION: Mayor Barajas moved, seconded by Councilmember Milne to adopt Ordinance No. 4575, amending Title 25 of the Pasco Municipal Code, "Zoning" to increase residential building capacities per Washington State Engrossed Second Substitute House Bill 1923, and, further, authorize publication by summary only. RESULT: Motion carried unanimously 6-0 AYES: Mayor Barajas, Mayor Pro Tem Maloney, Councilmember Campos, Councilmember Serrano, Councilmember Milne, and Councilmember Torres ABSENT: Councilmember Roach Resolution - Ecology Loan Agreement for Wastewater Treatment Plant (WWTP) Phase 1 Page 2of3 Mr. Worley provided a brief report on the proposed low interested loan agreement from the Washington State Department of Ecology. MOTION: Mayor Barajas moved, seconded by Councilmember Torres to approve Resolution No. 4144, authorizing execution of the $22.26M Loan Agreement with the Department of Ecology for the Wastewater Treatment Plant (WWTP) Phase 1 Construction. RESULT: Motion carried unanimously 6-0 AYES: Mayor Barajas, Mayor Pro Tem Maloney, Councilmember Campos, Councilmember Serrano, Councilmember Milne, and Councilmember Torres ABSENT: Councilmember Roach Resolution - Declaration of Local Storm Emergency Mr. Ratkai provided a brief report on the recent declaration of emergency of City assets due to a severe winter storm the crossed Washington State in early January 2022. Mr. Campos expressed appreciation to Mr. Ratkai for the swift response to this severe winter event. MOTION: Mayor Barajas moved, seconded by Councilmember Campos to approve Resolution No. 4145, ratifying Mayor Blanche Barajas's emergency Proclamation, and subsequent Emergency Order No. 2022-001, due to the January 7, 2022, windstorm in the City of Pasco, Washington. RESULT: Motion carried unanimously 6-0 AYES: Mayor Barajas, Mayor Pro Tem Maloney, Councilmember Campos, Councilmember Serrano, Councilmember Milne, and Councilmember Torres ABSENT: Councilmember Roach ADJOURNMENT There being no further business, the meeting was adjourned at 7:25 PM.
