City Council Workshop Meeting

CALL TO ORDER
The meeting was called to order at 7:00 PM by Blanche Barajas, Mayor.
ROLL CALL
Councilmembers present: Blanche Barajas, Joe Campos, Craig Maloney, David
Milne, Zahra Roach, Pete Serrano, and Nikki Torres.
Staff present: Dave Zabell, City Manager; Adam Lincoln, Deputy City Manager;
Eric Ferguson, City Attorney; Zach Ratkai, Administrative & Community Services
Director; Richa Sigdel, Finance Director; Rick White, Community & Economic
Development Director; Steve Worley, Public Works Director; and Debby
Barham, City Clerk.
The meeting was opened with the Pledge of Allegiance.
VERBAL REPORTS FROM COUNCILMEMBERS
Mr. Milne commented on an elected officials' gathering located at the REACH
Museum he attended and the monthly Parks & Recreation Advisory Commission
meeting he participated in recently.
Ms. Torres commented on the ribbon cutting event for the Girl Scouts of Eastern
Washington and Northern Idaho, which recently relocated their office in Pasco,
WA.
ITEMS FOR DISCUSSION
Presentation - Parks & Recreation Master Plan
Mr. Ratkai introduced Cindy Mendoza, a consultant from MIG, who provided an
update to the Parks & Recreation Master Plan.

Council, staff and Ms. Mendoza further discussed the Master Plan for Parks &
Recreation as it is being developed.
Inclusion, Diversity and Equity Commission Progress Report
Senior Management Analyst Pashon provided a brief introduction of the Inclusion,
Diversity & Equity Commission (IDEC) and its Chair Mr. Robinson. Mr. Robinson
provided a report on the progress of the IDEC activities and its recommendations
moving forward to Council.
Council and Mr. Robinson further discussed the accomplishments of IDEC, as well
as the tasks that still needed to be addressed.
Ordinance - PMC Amendments in Title 25 "Zoning" Increasing
Residential Building Capacities - E2SHB 1923
Mr. White introduced Planning Manager Gonzalez who provided a status on the
proposed amendments to the Pasco Municipal Code (PMC) Title 25 Zoning related
to affordable housing within the City.
Council and staff held a question and answer period during the presentation.
PWRF Pretreatment Improvements - Update
Mr. Worley provided a brief report on the Process Water Reuse Facility (PWRF)
including, who uses it, how much water is processed through it and the current
process for cleaning the water, challenges facing the processing facility, and
opportunities to improve the processing facility including a proposal from
Sustainable Energy Ventures (SEV) - using the PWRF to process renewable
natural gas from the methane gas generated by a new treatment process.
Council and staff continued discussion regarding the SEV proposal.
RECESS
Mayor Barajas called a five-minute recess at 9:17 PM. The workshop reconvened
a 9:22 PM.
Resolution - Bid Award Burns Road Pathway Phases 1, 2, 3 & N. Road
93/Powerline Pathway
Capital Improvement Program Manager Serra provided a brief overview of the bid
award for the Burns Road Pathway improvements project. She also stated that
staff is seeking a budget amendment for $50,000 towards the project.
Council and staff briefly discussed the proposed project.

City Council Representation on Community Boards and Committees for
2022-2023
Council briefly discussed their assignments on community boards and committees
for the next two years and 2022-2023 City Council Assignments List will be brought
back for Council confirmation at the next Council meeting.
MISCELLANEOUS COUNCIL DISCUSSION
Mr. Serrano expressed concern about the possibility of "Local Income Tax"
initiatives and stated that he is working on a resolution for Council consideration to
formally state that the Pasco City Council is against "Local Income Taxes." He will
present it after it is vetted through the City Attorney's Office to ban Local Income
Tax within Pasco.
Mr. Zabell announced the two (2) upcoming Community Forums scheduled for
February 10 and February 15, which are needed to be completed prior to the March
2022 Council Retreat.
Mr. Zabell stated that a City dock broke away from its moorings over the weekend,
during state-wide weather event of high winds and ice flows. Mr. Ratkai provided
a list of the next steps needed in order to the remove of the dock. Mr. Zabell stated
that staff will prepare an emergency order condemning the dock and the need to
remove it from the river as soon as possible; it will be presented at the next Council
Meeting for action.
At the request of Mr. Maloney, Mr. Zabell and Fire Chief Gear addressed the
concerns of newest Omicron variant of COVID-19 virus and the increased number
of individuals testing positive with COVID-19.
Mr. Milne expressed support for Mr. Serrano's resolution prohibiting a Local
Income Tax.
Mr. Maloney and Mr. Campos stated that they do not support a Local Income Tax;
however, the resolution would not provide any legal holds on such an initiative if it
were placed on a ballot.
Mayor Barajas agreed with Mr. Maloney's comments regarding the Local Income
Tax issue.
Mr. Serrano restated that he would prepare a resolution for Council consideration
and asked that it be placed on the next Council Workshop.
