MEETING MINUTES
Call to Order:
Pasco Public Facilities District (PPFD) President Morrissette called the meeting to order at 4:12
PM the in the Council Chambers at Pasco City Hall and via GoToMeeting.

Approval of Minutes:
Mr. Dietrich moved, and Dr. Jilek seconded a motion to approve the minutes of the November 16,
2021, regular meeting minutes. The motion carried unanimously.
Financial Report:
• Grant from the City of Pasco (Zach Ratkai)
Mr. Ratkai stated that the City of Pasco made the PPFD finances whole for 2021 with a$60,000
grant instead of the original estimate of$250,000 and depending on the outcome of expenses
in early 2022, another grant from the City may be awarded to the PPFD.
Ms. Bowdish arrived at 4:16 PM.

Old Business:
• Response to Mr. Morrissette List of Questions and Request for Additional Statistics
(Zach Ratkai)
Mr. Morrissette stated that the purpose of the additional statistics was meant to wrap up the
PPFD Board's work for preparing for a proposition on the Franklin County ballot in mid-2022.
He then referred to his first handout provided during the meeting. Next Mr. Morrissette
discussed his second handout and how he envisioned the information in the handout would be
used when providing information to the public after the proposition is placed on a ballot.
The PPFD Board discussed the handouts and how they might be used.
Mr. Ferguson noted that once the proposition is on a ballot, all the information provided from
the PPFD Board will need to be reviewed and approved before it is made public to ensure the
PPFD is following the Washington State Public Disclosure Commission(PDC)requirements.
New Business:
o Next Steps for the PPFD Related to the Proposition (Eric Ferguson, PPFD Attorney)
Mr. Ferguson stated that updated resolution placing a Proposition on the April 26, 2022
Franklin County election ballot will be coming back at the January 2022 for the PPFD Board
review and possible approval. He also stated that the"For and Against Committees"will need
to be determined, possibly at a special meeting scheduled on January 25, 2022 or at the
February 15, 2022 regularly scheduled meeting. This is an action where the PPFD formally
makes the appointments to the For and Against Committees.
o Upcoming Mandatory PPFD Board Members' Trainings:
1. Roles/Responsibilities/Stance Regarding Educating Public when a Proposition is on the
Franklin County Ballot—Scheduled for January 18,2022 (Eric Ferguson, PPFD Attorney)
2. Open Government Trainings Act Training — Scheduled for February 15, 2022 (Eric
Ferguson, PPFD Attorney)
Other Business:
The next meeting was the regularly scheduled meeting is January 18, 2022, at 4:00 PM.
