Stevens Middle School Traffic
SCOPE OF SERVICES:
The City of Pasco (CITY) requests HDR to provide transportation services recommendations at 22nd Ave &
Henry St. for Stevens Middle School.
HDR services shall include:
1. HDR will create a memorandum that documents the all -way stop warrant analysis prepared for the
intersection of 22nd Avenue & Henry Street as requested by the CITY. See Exhibit A for full
breakdown.
2. HDR will provide comments, recommendations, and exhibits as needed.
TIME OF PERFORMANCE:
Services shall be completed by no later than 12/31/2021.
FEE FOR SERVICES:
All work shall be performed on a time -spent basis at the normal hourly billing rates included in the general
agreement for a maximum fee of $8,759.28. This maximum amount may be revised only by written
agreement of both parties. A work hour breakdown shall be provided for each invoice submitted for
payment. See Exhibit B for full breakdown.

City of Pasco Traffic Engineering On -Call: Task Order #1 — 22nd Avenue and Henry Street All -Way
Stop Warrant Analysis
Dear Mr. Worley,
HDR Engineering, Inc. (HDR) appreciates the opportunity to submit this proposal to the City of Pasco
Public Works Department (City) to provide engineering services for the All -Way Stop Warrant Analysis at
22nd Avenue and Henry Street. The warrant analysis will determine if the current traffic demand warrants
an all -way stop. The results of the analysis will be used to assist the City on infrastructure improvements.
SCOPE OF SERVICES:
The following scope of services summarized below define the tasks to be completed.
GENERAL SERVICES
1.1 PROJECT COORDINATION AND MEETINGS
Project coordination/meetings will be conducted with the City and applicable stakeholders. Meetings
include the time required for meeting, preparation of exhibits and materials, agenda and meeting
summary notes. The following meetings are included in the scope:
Two (2) 1 -hour City meetings
o Meetings will be attended by the HDR PM.
o One meeting will be virtual, one meeting will be in-person and will include travel time.
Internal review, project management, coordination, and invoicing.
Eight hours of vehicular approach volumes and turning movement counts have been recorded on all
three legs located at the 22nd Avenue and Henry Street intersection. The turning movement counts will
be included as an appendix to the technical memorandum. The City has provided these counts to HDR
on September 29, 2021.
1.2 ALL -WAY STOP WARRANT ANALYSIS
An all -way stop warrant analysis will be conducted using the Manual on Uniform Traffic Control Devices
(MUTCD) guidelines and criteria to determine if an all -way stop is warranted using the existing traffic
counts provided to HDR by the City at the 22nd Avenue and Henry Street intersection.
A technical memorandum documenting the analysis procedures, calculations, results, and
recommendations will be prepared for this project. A draft memorandum will be submitted to the City for
review and comment. HDR will receive one set of compiled comments from the City and will address
these comments with a comment -response matrix. Upon agreement, the final technical memorandum
will be submitted to the City.

ASSUMPTIONS
• The all -way stop warrant analysis will be completed per the 2009 MUTCD.
• HDR PM will attend the two (2) 1 -hour coordination meetings with the City. One meeting will be
held virtually and one will be in-person and will include travel time.
• The existing lane configurations will be used for this analysis. No separate alternatives will be
analyzed.
• Speed data, crash data, and pedestrian movement data was not collected and will not be utilized
for the warrant analysis.
• Future traffic projections and scenarios will not be analyzed.
• Attendance at City Council meetings are not included. Attendance at neighborhood public
meetings or school district meetings are not included.
DELIVERABLES
All deliverables will be submitted via an electronic PDF format. The deliverables to be submitted are
summarized as follows:
• Preliminary/Draft All -Way Stop Warrant Memorandum
• Final All way Stop Warrant Memorandum
SCHEDULE
Approximated schedule for deliverables is 15 days from the notice to proceed (NTP). The schedule for
project deliverables will be provided in coordination with City staff after award of the contract.
EXCLUSIONS AND EXEMPTIONS FROM SCOPE:
The following items are not included in the current scope of work. Should they be needed, HDR will
negotiate additional services with the City.
• Maintenance of Traffic design.
• Traffic engineering design to prepare plans for locations of the stop signs, stop ahead signs, and
stop bars, if warranted.
• Scenario analyses, including but not limited to alternate lane configurations, future traffic
projections, or inclusion of pedestrian or speed data.
• Project bidding and award services
• Project design services
• Construction related design services
Time and Materials, Not to Exceed Fee
