CALL TO ORDER
The meeting was called to order at 6:02 pm, by Nisha McSwane-Franco,
Vice-Chairperson.
ROLL CALL
Commissioners: Eleanor Neff (absent), Ana Armijo, Nisha McSwane-
Franco, Rebecca Merkley-Omeje, Saul Martinez, Calumet Kubalek.
Others: Angela Pashon (Staff Liaison)
APPROVAL OF MINUTES
Commissioner Merkley-Omeje moved to approve the Minutes of the April
27, 2021 meeting. Commissioner Martinez seconded. Motion passed
unanimously.
STAFF REPORTS
Staff liaison recapped presentation by Commissioner Martinez to City Council
for National Hispanic Heritage Month.
NEW BUSINESS
Commission reviewed and discussed original projects list:
1. Peanuts Statue
2. City Gateways & Park Signage
3. Utility Box Wraps

2022 PASCO ARTS & CULTURE COMMISSION WORKPLAN PROPOSAL
The 2022 workplan will be accomplished through the following:
• Regular commission meetings to be held quarterly on the 4th Tuesday from 6PM-7PM
(January 25, April 26, July 26, and October 25). At these meetings committees will provide
updates and regular business requiring commission vote will be conducted.
• Special meetings may be needed for time sensitive business.
• Commission work to be conducted in between regular meetings through committees with
staff liaison and facilitator coordinating efforts
Workplan Projects/Efforts:
• Call for Art
o Memorial/Tribute to Noburu “Peanuts” Fukuda
o 1st STCU Utility Box Wrap – completion of process
o 2nd STCU Utility Box Wraps
• Advisory for Code/Policy/Project Efforts
o Public Art Policy
o Regional Wayfinding
• Arts & Culture Recognition
o Evaluation of single community event
o Review of proclamations for Black History Month, Asian American and Pacific
Islander Heritage Month, Hispanic Heritage Month
Roles:
• Chairperson: Serves as presiding officer for commission, conducts meetings in an orderly
fashion (calls meeting to order, promotes all members having ability to weighing on
items, adjourns meeting). As needed assist staff in presentations on commission work to
City Council.
• Vice Chairperson: Serves in Chairperson role in their absence.
• Commissioner: actively participate in regular commission meetings, actively serve on at
least one committee.

I think this is a great opportunity to showcase my work and also to bring joy to the
community with public artwork, I know many people could enjoy the artwork.
I have experience with digital artwork design, I know I could work modifying the artwork to
the needs of the printing and installation crew, with the basic idea we can expand the
elements of the design. The title for my design is "Unity"
ARTIST STATEMENT
We are an Art Studio that develop Art Designs for different kinds of Public Art
Projects thru the United States, for this reason we support and encourage all art public
initiatives that let us show to others the importance of the Art in our Society and
Culture. The Art is a powerful tool of Social Transformation. Because When we do art,
we do it for humanity and the Social Transformation.
We have experience making Art Designs for be printed on Vinyl Wraps and making
Templates required for Public Art Projects as we have made in the followings public art
projects:Traffic Signal Box(Sugar Land (Texas),Rancho Cordova (California),
Federal Way (Washington), Grand Prairie ( Texas), Chattanooga (Tennessee);Doors
Vinyl Wraps (Downtown Doors Public Art Project,Madison,Wisconsin, 2019)
and Regina Downtown Alley Doors,Regina, Canada, 2020;Electric Renovation
Box Public Art Project,Twin Falls, Idaho, 2019);Art Design selected for Wrap
Buildings (Palos Verdes Art Center, California, 2019)or Art Designs for Fabricate
Bus Shelters (Art Bus Shelter Type II,Athens-Clarke,Georgia, 2018-2019); Art
Design for Together Raleigh Bus Shelter ,Raleigh , North Carolina); Art Design for
ArtSpark,Chattanooga, Tennessee . Also we have done Commissioned Artwork as
"Calm Waters"made and printed in Metal Print 60 x 40 inches for the Mission
Hospital for Advanced Medicine, Asheville, North Carolina and ¨Grass and
Mountains¨as a Metal Panel Mural for Penn State Health Hampden Medical
