HomeMy WebLinkAbout2021.10.19 PPFD Minutes PASCO PUBLIC FACILITIES DISTRICT BOARD OCTOBER 19,2021 MEETING MINUTES Call to Order: Pasco Public Facilities District (PPFD) President Morrissette called the meeting to order at 4:05 PM the in the Council Chambers at Pasco City Hall and via GoToMeeting. Roll Call: BOARD MEMBERS CAROLINE BOWDISH Board Member—Secretary/Treasurer Present LEONARD DIETRICH Board Member Present MARIE GILLESPIE Board Member—Vice President Present - Remote SPENCER JILEK Board Member Present MARK MORRISSETTE Board Member—President Present COUNCIL & STAFF CRAIG MALONEY Council Liaison Present - Remote DAVID MILNE Council Liaison Absent DAVE ZABELL City Manager Absent ERIC FERGUSON City Attorney Present ZACH RATKAI Administrative& Community Srvs. Director Present DEBBY BARHAM City Clerk Present Approval of Minutes: Mr. Dietrich moved,and Ms.Bowdish seconded a motion to approve the minutes of the September 21, 2021 regular meeting minutes. The motion carried unanimously. Claims Approval: Mr. Dietrich moved, and Dr. Jilek seconded a motion to approve the Third Quarter 2021 Claims. The motion carried unanimously. Financial Report: Mr. Morrissette reviewed the Third Quarter 2021 Balance Sheet and Statement of Revenues, Expenditures and Changes in the Fund Balance. Mr. Ratkai explained that there is a need for the PPFD Board to request a loan from the City of Pasco as the PPFD expenses currently exceed the incoming revenue. He provided a few scenarios on how the estimated $250,000 loan to the PPFD would be funded by the City of Pasco. October 19,2021 PPFD Minutes Page- 1 Old Business: Mr. Morrissette and Mr. Ratkai provided an updated draft PowerPoint presentation scheduled for the October 25, 2021, City of Pasco Council Workshop and then ran through the presentation with the PPFD Board making suggestions to improve the presentation. New Business: Mr. Ratkai, Mr. Ferguson and the PPFD Board briefly discussed the updated timeline to submit a proposition to the qualified voters of the PPFD, imposing a 2/10�' of one percent (1%) sales and use tax for the purpose of funding an Aquatic Facility scheduled for the February 8, 2022, Ballot. Other Bus�ness: The next meeting was the regularly scheduled meeting is November 16, 2021, at 4:00 PM. Adjournment: There being no other further business, the meeting adjourned at 5:24 PM.
