Boardmembers suggestions on community park and recreational
needs.

CALL TO ORDER
The meeting was called to order at 5:36 pm, by Edgar Delgado, Vice
Chairperson
ROLL CALL
Board members Present: Julie Campos, Edgar Delgado, Bradyn Leyde,
Kate Bonderman and David Milne (City Council Rep.).
Board members Absent: Nolvia Salinas, Jason Ruud.
City Staff Present: Brent Kubalek
APPROVAL OF MINUTES
MOTION: Bradyn Leyde moved to approve the minutes from the August
5, 2021 and the September 2, 2021 meeting. Edgar Delgado seconded.
Motion approved unanimously.
COUNCIL REP & BOARDMEMBER REPORTS
David Milne (Rep)
• Chiawana Park looking better and wanted to thank staff for that.
Said thank you and good job at being more diligent in keeping the
dog bag stations filled.
Edgar
• Many friends excited about tree planting. Good job spreading the
word about the Arbor Day Tree Planting at Palomino Park. Request
that we consider putting doggy bags at Highland Park.
Bradyn
• Son started AAU basketball with Pasco Team. Went to Tierra Vida
for practice. It was his first time in the Tierra Vida gym facility. It
was nice to see the kids out and playing.

Julie
• Palomino Park is being enjoyed and used by many people. Agreed
with David Milne that Chiawana park is looking better.
Kate
• Excited about the tree planting at Palomino Park.
STAFF REPORTS
Recreation
• Music & Movies in the Park - Final Movie was on September 24,
held together with a vaccine clinic
• High School Swim Teams' use of pool has gone well and will finish
up on October 15
• Adult Flag Football has started - 24 teams vs 32 teams in past
years
• Toddler Programs have started or are about to start
• Toddler Short Sports
• Kickin It Soccer
• Mini Hoops
• Closing Community Garden on Oct 16
• Halloween Activities will be held later this month
• Halloweekend Cinema - Oct 22
• Trunk Or Treat - Oct 30
• Basketball Youth and Adult - Still do not have access to school
gyms, making contingency plans and may have to limit
participation numbers
• Lampson Cable Bridge Run
• Scheduled to take place Dec 18
• Will have both in-person and virtual options for participation
• Registration is open now
• Highland Park Football Fields
• Pasco Youth Football (PYF) was unable to hold a season this
year due to drop in participant numbers
• The Pasco branches of Columbia Basin Youth Football
(CBYF) are renting and using the fields as they saw a
significant increase in participation.
Parks & Facilities - No Report due to absence.
A&CS Director - No Report due to absence.
UNFINISHED BUSINESS
• Grant Agreement with RCO is in place for the construction of the
Restroom/Concession building at Highland Park. Will be working

on getting bid documents together on this project over the next few
months.
NEW BUSINESS
Palomino Park Update
• Adoption of Name - City Council Officially approved the name
"Palomino Park" at the last council meeting.
• Arbor Day Tree Planting
• Will take place at 9:00am on this Saturday, October 9.
• Is the city's official Arbor Day event. As such will begin with
an Arbor Day presentation by Dan Dotta and the Mayor.
• Refreshments and water will be provided.
• Attendees are asked to bring a shovel and gloves.
Sylvester Park Update
• The project is to install two lighted soccer mini-pitches on two of
the existing tennis courts in the park. The courts are very
underutilized.
• Grants
• Police were able to apply for and receive a $20,000 grant for
the project.
• Recreation Manager was able to apply for and receive an
additional $40,000 grant with just a one month turnaround
from grant announcement to application deadline.
• Grants require the project to be completed by end of April
2022.
MISCELLANEOUS DISCUSSION
Next Meeting: November 4, 2021 @ 5:30 pm. - This will be the postponed
"All Area Park Board Meeting"

There being no further business, the meeting was adjourned at 6:16 pm
by Vice Chairman Edgar Delgado.
