ROLL CALL Councilmembers present: Ruben Alvarado, Blanche Barajas, Craig Maloney, Saul Martinez, David Milne, Zahra Roach, and Pete Serrano. Staff present: Dave Zabell, City Manager; Adam Lincoln, Deputy City Manager; Colleen Chapin, Human Resources Director; Eric Ferguson, City Attorney; Bob Gear, Fire Chief; Zach Ratkai, Administrative & Community Services Director; Ken Roske, Police Chief; Richa Sigdel, Finance Director; Rick White, Community & Economic Development Director; John Millan, Acting Public Works Director; and Debby Barham, City Clerk. The meeting was opened with the Pledge of Allegiance. CONSENT AGENDA Approval of Meeting Minutes To approve the minutes of the Pasco City Council Meeting held on September 7, 2021 and Workshop held on September 13, 2021. Bills and Communications To approve claims in the total amount of $5,834,277.08 ($4,449,756.02 in Check Nos. 243738-244002; $491,251.93 in Electronic Transfer Nos. 833099, 833153-833155, 833165-833169; $15,018.30 in Check Nos. 53742-53755; $878,240.83 in Electronic Transfer Nos. 30165692- 30166251; $10.00 in Electronic Transfer Nos. 818). Page 1 of 5 To approve bad debt write-off for Utility Billing, Ambulance, Cemetery, General Accounts, Miscellaneous Accounts, and Municipal Court (non- criminal, criminal, and parking) accounts receivable in the total amount of $110,810.21 and, of that amount, authorize $0 to be turned over for collection. Pasco Public Facilities District Board Reappointments To reconfirm the Pasco Public Facilities District Board reappointments of Mark Morrissette to Position No. 2, with a term expiring on July 14, 2024, Spencer Jilek to Position No. 3, with a term expiring on July 14 2025, and Leonard Dietrich to Position No. 5, with a term expiring on July 14, 2022, based on the recommendations from local organizations. Resolutions - Wehe Water Main & Wrigley Drive Extension Project Acceptances To approve Resolution No. 4092, accepting work performed by Industrial Construction of Washington, LLC. under contract for Project No. 19073, Water Main Replacement - Alley east of Wehe Avenue. To approve Resolution No. 4093, accepting work performed by C&E Trenching, LLC. under contract for Project No. 15009, Wrigley Drive Extension. Resolution - 1-182/Broadmoor Interchange Improvements — DKS Associates, Inc. Professional Services Agreement (Design) To approve Resolution No. 4094, authorizing execution of the Professional Services Agreement by the City Manager with DKS Associates, Inc. for the design of the 1-182/Broadmoor Interchange Improvement project. Resolution - Tri -Cities Youth Soccer Association (T-CYSA) Agreement *THIS ITEM WAS PULLED FROM THE CONSENT AGENDA AND PLACED UNDER UNFINISHED BUSINESS, ITEM 10(B) Resolution - Amendment No. 1 to Agreement with Pasco Chamber of Commerce for Business Support Program Utilized with ARPA Funds To authorize up to $2,970,000 in ARPA Funds to be utilized in the Business Support Program administered by the Pasco Chamber of Commerce. Page 2 of 5 To approve Resolution No. 4096, approving Amendment No. 1 to the agreement with the Pasco Chamber of Commerce, a Washington Non - Profit Corporation for the Business Support Program with American Rescue Plan Act funds. MOTION: Mayor Pro Tem Barajas moved to approve the Consenl Agenda as amended by moving Consent Agenda Item 4(f), Resolution - Tri -Cities Youth Soccer Association (T-CYSA) Agreement, to Unfinished Business Item 10(b) for further discussion. Mr. Maloney seconded. Motion carried unanimously by Roll Call vote. PROCLAMATIONS AND ACKNOWLEDGEMENTS Proclaiming September 15 Through October 15, 2021 as "Hispanic Heritage Month" Pasco Arts & Culture Commission representative, Saul Martinez, introduced National Hispanic Heritage Month to Council and then read the proclamation in Spanish. Mayor Martinez read the proclamation, in English, and proclaimed September 15 through October 15 2021 as, "National Hispanic Heritage Month" in Pasco, Washington. Proclaiming October 3, 2021 as "Soroptimist International Day" Mayor Martinez invited Soroptimist International of Pasco -Kennewick President Laurie Dragonchuk forward where he read the proclamation and proclaimed October 4, 2021 as Soroptimist International Day in celebration of the organization's 100th anniversary. Ms. Dragonchuk thanked Council for the proclamation and provided a brief overview of the local Soroptimist organization, which is celebrating its 73rd anniversary. VISITORS - OTHER THAN AGENDA ITEMS Mrs. Vernalyn Hunt, Pasco resident, expressed concern about the traffic speed along Sylvester and the recent traffic accident (May 30, 2021) that ended on her property. She provided photos of the accident. Mr. Zabell stated that police patrol has increased along that section of the roadway and Public Works staff are in the midst of applying for a grant for street improvements on that section of the road and due to the grant process, the improvements would likely start in 2023. Mr. Aaron Hunt, Pasco resident, also expressed concern about the traffic accident. Page 3 of 5 Mr. Lewis Hunt, Pasco resident, also expressed concern about the traffic issues along Sylvester and asked for temporary mitigation prior to the 2023 roadway improvements. Mr. David Cortinez, downtown Pasco business owner, stated that he (the public) did not have an opportunity to remove an item from the Consent Agenda in order to discuss it before Council voted on. Mr. Cortinez also expressed concern on the distribution of the American Rescue Plan Act funds. Mr. Derek Alexander, Richland resident and Pasco property owner, expressed concern about approval process for development of a subdivision and asked that the process be streamlined and approved in a shorter timeframe. Ms. Maloney, Pasco Taco Crawl organizer, announced the 2021 Pasco Taco Crawl event starts October 1 and runs through October 16, 2021 noting that the proceeds of the event will benefit the Boys & Girls Club of Benton and Franklin Counties. REPORTS FROM COMMITTEES AND/OR OFFICERS Verbal Reports from Councilmembers Mr. Alvarado reported on the Benton Franklin Council of Governments meeting he attended recently. UNFINISHED BUSINESS Danilyuk Short Plat Sewer Service Requirement Appeal (APPL 2021- 001) Continued from July 19, 2021 Council Meeting Mr. White provided a brief report of the status of working with the property owners in determining a viable solution for both the owners and the City of Pasco related to the requirement for sewer service on their short plat. Mayor Martinez noted that the Appeal hearing was still open. Mr. Brenton Griffin, Land Surveyor, asked that Council approve a waiver until such time a sewer line is within 200 feet of property. MOTION: Mayor Pro Tem Barajas moved to continue the Appeal Hearing until the November 1, 2021, City Council Meeting. Ms. Roach seconded. Motion carried unanimously. Resolution - Tri -Cities Youth Soccer Association (T-CYSA) Agreement - MOVED FROM CONSENT CALENDAR Page 4 of 5 Mr. Ratkai responded to Council's questions originally asked during the September 13, 2021, Workshop meeting. MOTION: Mayor Pro Tem Barajas moved to approve Resolution No. 4095, approving the Amended Agreement with Tri -Cities Youth Soccer Association, and to make minor substantive changes thereto, and further, authorize the City Manager to execute the Agreement. Mr. Serrano seconded. Motion carried unanimously. ADJOURNMENT There being no further business, the meeting was adjourned at 8:14 PM.
