HomeMy WebLinkAboutRH2 Engineering, Inc. - Addendum to Sewer Comp Plan (#19038) - Amendment No. 4 - ExecutedAMENDMENT NUMBER 4 to PROFESSIONAL SERVICES AGREEMENT 19250 — Addendum to Comprehensive Sewer Plan PROJECT: CP7.SE.2A.19.00 AGREEMENT NO. 19038 WHEREAS, the City and RH2 Engineering, Inc. entered into a Professional Services Agreement on 9/4/2019 to provide engineering services with respect to the Addendum to the Comprehensive Sewer Project. WHEREAS, the City and RI -12 Engineering, Inc. entered into the first Amendment to the Professional Services Agreement No. 19038 on 7/30/2020 for additional time for performance with no additional cost to the City; WHEREAS, the City and RI -12 Engineering, Inc. entered into the second Amendment to the Professional Services Agreement No. 19038 on 10/29/2020 for additional time for performance with no additional cost to the City; WHEREAS, the City and RI -12 Engineering, Inc. entered into the third Amendment to the Professional Services Agreement No. 19038 on 12/2/2020 to add a new task (No. 12: West Broadmoor Lift Station Flow and Sizing Analysis) without any additional cost to the City; WHEREAS, all parties to this agreement agree that this addendum will not modify or change any other terms of the professional services agreement (Agreement No. 19038). NOW, THEREFORE, this agreement is amended to allow RI -12 Engineering, Inc. to add a new task (No. 13: Expanded UGA LID Breakout Analyses), thus adding professional engineering services described within Exhibit A. There will be no additional dollar amount added to this agreement based upon the current contract balances remaining. 1. Scone of Work: See Exhibit A. 2. Fee: No Change. Steve Worley, Public Works DVis Paul Cross, PE — Project Manager Amendment No. 4 to Professional Seeement Page 1 RI -12 Engineering, Inc. 19250 — Addendum to the Comprehensive Sewer Plan EXHIBIT A Scope of Work Amendment No. 4 City of Pasco Addendum to the Comprehensive Sewer Plan Expanded UGA LID Breakout Analyses June 2021 Background The City of Pasco (City) desires to complete a more detailed analysis of the expanded Urban Growth Area (UGA) boundary and how it might logically be broken out into future local improvement district (LID) areas based upon concurrency of urban services with desired growth. The City has retained RH2 Engineering, Inc., (111-112) to complete an addendum to the Comprehensive Sewer Plan (CSP). The City requested RH2 prepare a technical memorandum to supplement the CSP that provides a detailed analysis of the specific sub -basins within the UGA that might logically be developed into future LIDs with the goal of minimizing the contributions the City needs to make for oversizing lines. This analysis will include the ability of some subareas to temporarily connect to existing gravity line routes that need to be part of a regional pump station in the future. To the extent possible, the information developed more generally in the addendum to the CSP will be used as the basis for the technical memorandum. The work will rely upon data provided by the City prior to commencement of the activities contained in this Scope of Work. All RH2 deliverables will be provided in electronic format unless denoted otherwise. Task 13 — Expanded UGA LID Breakout Analyses Objective: Develop the 10- and 20 -year and build -out planning data for flow and loads for use in analyses of each sub -basin in the expanded UGA. Approach: 13.1 Compile the wastewater flow rate and peaking factors based on information developed in the addendum to the CSP. 13.2 Identify LID areas within each sub -basin system for further study of flow and/or load. Compare and contrast the depth of gravity lines necessary to serve increased areas. Provide recommendations to the City for limiting the size of the LIDS based upon depth of gravity sewers. 13.3 Estimate wastewater flow for the 10- and 20 -year and build -out projections based on information provided by the City on proposed commercial developments, population growth, and wastewater flow rate developed in the addendum to the CSP. It is assumed that property will generally develop sequentially from areas closest to sewer to areas most distant from existing utilities. 1 City of Pasco Addendum to the Comprehensive Sewer Plan Expanded UGA LID Breakout Analyses Amendment No. 4 Exhibit A Scope of Work 13.4 Lay out up to two (2) possible gravity collection system alignments and determine the depth of the lowest invert into the point of connection necessary to serve the LIDS. Adjust flows based upon collection system constraints and prepare cost estimates. 13.5 Estimate the relative size and cost of the lift station and force main for LID alone and for the 10- and 20 -year and build -out projections of those sub -basins planned to be served by a future lift station. 13.6 Identify LIDs that might be allowed temporary connections to gravity lines within the existing system that might have capacity to provide limited service until the sub -basin is built out enough to require the lift station to be constructed. 13.7 Prepare a draft of the Expanded UGA LID Breakout Analyses technical memorandum. 13.8 Meet with the City regarding LID breakouts, oversizing and lift station and force main sizing, and timing and cost projections. It is assumed that RH2 will attend this meeting virtually. 13.9 Make changes in the analysis, sizing, and cost based upon City input and finalize the Expanded UGA LID Breakout Analyses technical memorandum. The finalized memorandum will be submitted to the Washington State Department of Ecology for inclusion as an appendix in the addendum to the CSP. Assumptions: • Amendment No. 4 will be a no -cost change order based upon the current contract balance remaining and the expected level of effort of this Scope of Work. • The build -out scenario will be based on developable land use analysis and lot counts provided by the City. • The City -provided LiDAR information will be used to identify elevations within the properties and the upstream basin. • RH2 will rely upon the accuracy and completeness of any information, data, and materials generated or produced by the City in relation to this Scope of Work. Provided by City: • The City will provide the anticipated land use and density of the expanded UGA areas or provide concurrence that the estimates shown in the addendum to the CSP are to be used for these analyses. • Developable land use analysis and lot counts at buildout within the expanded UGA. RH2 Deliverables: • Attendance at virtual meeting with the City and meeting agenda and minutes. • Draft and final Expanded UGA LID Breakout Analyses technical memorandum for City review and comment. 2 City of Pasco Addendum to the Comprehensive Sewer Plan Expanded UGA LID Breakout Analyses Schedule Amendment No. 4 Exhibit A Scope of Work RH2 will provide the draft memorandum to the City for first review within five (5) weeks of execution of this amendment. The nature and extent of comments received from the City are difficult to estimate, but it is assumed that the comments will be minimal in nature. The memorandum will be finalized within two (2) weeks of receiving final comments.
