APPROVING `NIINUTE,S:
Two corrections were recommended to the December 27, 1960 minutes :
On page three (3) under "Regional Planning Commission", the first
word, "Pates'l , should be "Moore" .
Same page under 'Road 24 Vacation", the fourth (4) and last line
following the word "Commission" should read: "Unwilling to give
this request serious consideration by reason of the fact that
Road 24 will be the first street east of proposed cloverleaf, pro-
viding reasonable access to Court Street%

for Council action with usual restrictions . Motion carried.
NUISANCES AND ABATE-4ENT:
Ordinance copy requests : information was received from Tacoma,
Bellvue , and the Association of Washington Cities . The Corporation
Counsel of Seattle stated in reply that the compilers of the City of
Seattle Code would forward information. We did not hear from Spokane

and Vancouver. A pamphlet was received from the Association of
Washington Cities .
CLARK-COLEMAN & ASSOCIATE'S:
Robert S . Clark was present. ' heir report of December 30, 1960
on Contract No. 110 was read. Tabulation of replies to the
business and industrial survey is nearly completed. Vvork on
analysis and projection of the region' s economy and population
continues . The 24 hour traffic count and evaluation of the major
thoroughfare plan has begun . lxlus , over 50% of the project is
completed .
PETITION: REZONE 9LOCKS 23, 35 and 36, RIVERVIEW ADDITION C-2 to M-1:
Petition and letter received from C . F. Grigg was read. City
Engineer reports 55.62% favoring the rezoning according to sig-
natures of property owners . Certificate of titles has not been
received . Motion made by Sawyers , seconded by Glasow, setting a
Public Hearing for Tuesday, b: UO P .M. , January 24, 1961, subject
to receipt of certification . Motion carried.
A v'NEXATION,-ZONE C-1:
Part of the Livermore property was submitted by petition. Property
has been posted and .Public Hearing advertised as per last meetings
request .

ANIS{EXATION--DUBLIC FARING:
Lots 11 to 16, inclusive , Block 9, Columbia Addition, accoraing
to plat thereof recorded in Volume "B", page 68, records of
Franklin County, and all of Replat of Uolumbia Ritior Addition,
according to plat thereof filed as exhibit "A " in Franklin
County Superior Court Cause No . 6709, EXCEPT that portion of
Tract C thereof lying South of State -lig?^way No . 3.
Notice of Public Hearing was read . Chairman declared the Hearing
open. Secretary reported no objections received by mail . . No
ob jecti.ons or questions were raised by the people present . The
Commission, in reviewing the petitions find that Mrs . Wiege ' s
petition on Lots 11 to 16 inclusive , Block 9, Columbia Addition,
requests zone classification the same as County zone C-1 . This
cmild not be verified by maps obtainable at this time . Mr . Love-
lace called tie County Planner who reported back that County
classification on this property is R-2 . A discunnion followed.
CoTmissioner Sawyers mentioned disliking spot-zoning; adjoining
property is zoned R-1 . further potentialities of propett.y in
Blocks 9 and 10, racing Bonneville was considered . In conclusion,
motion was made by Glasow, seconded by Oakley that action on this
zoning be tabled until next r^gular meeting and that Mrs . Wiege
be contacted by Mr. Lovelace and that he explain to her the
situation regarding R-2 -zoning. i,�otion carried . Chairman declared
the rearing closed.

Notice of Public Hearing was read. Crairmar_ declare the =leering
open. Secretary rc-ports no protests received by letter. No one
present protested or questioned the petition. The Commission
reviewed the petition and consulted the map . Motion wade by
Sawyers , seconded by Glasow approving the petition to rezone
as presented and revommending favorable action by the Council.
Motion carried . Hearing declared closed .

ing the City Code 5-8-12, `potion was made by Glasow, seconded by
Sawyers that the Planning Commission go on record as having found

QaEsif:ication carried by property in question and that Building

A letter was read from Victor Louis Wulf with sketch attached

painting. Vice-Crtairman Bates consulted tin Code , Ob .Q
to 1 .2L. Rezoning was considered. Following a snort
discussion, motion was made by Glasow, seconded by Oakley that
this be tabled for further consideration and report at next
regular meeting. Motion carried .

N71N LI7RARY SITE; VACATING GRACE STREET:
Commissioner Pates was to investigate and report on vacating
Grace Street in answer to V. L. Wulff' s letter to George R.
FA sb.er. 1 -As street extends north from the south line of
West Clark St . to the south line of Hopkins St.: He reports
that in the event this vacation was made , one -half of the street
would go to adjacent property owners on either side . Reference
was made to a letter from Puget Sound 'Title lnsurance Co . and
R .C .W. 7,'8 .11 .030 also R. C . IN, 33 . '79 .02}0 . This extra strip of
property is not needed in present library building plan, there-
fore, future development could be better ascertained at a
later cute . No action taken at this titre .
REGIONAL PLANKITG CO':TMISSION:
Commissior_er Hates reports that a Regional Planning Rody meeting
was held and some work was done on the by-laws , also advertising
fcr a Planner.

With reference to Mrs . Weige ' s property, Lots 11 to 16, inclusive ,
Plock 9, Columbia Addition, this is surrounded on three sides
by R-1 Zone ; across the street to the so,_,th is C-1 county
property desiring to annex and carry a C-1 zone within_ the city .
'3uilding Inspector stated the City Attorney' s opinion is that
tie most analcgous use would be R-2 which it now is in the county.
Her petitiin requests the C-1 zone . Findings from the Public
Hearing and City Code 5-18.12 and Commission' s recommendations
to bP submitted to the City ljo,incil . Motion made by Glasow,
seconded by Carl that the Planning Commission, after Public
Hearing and code discussion, recommend to the City Council that
' the property, as petitioned , be annexed under a C-1 done which is
found to be the most analogous use ; with the exception of Mrs .
Weige ' s propsty for which the most analogous zone use would be
R-2. Motion Carried.

Mr. Clark will be in Pasco for a City Council meeting on May 22,

Meeting called to order at 8 : 15 P .M . by Chairman L . S . Moore .
ROLL CALL:

F-NCE: N. W. i'IKE, 1731 LYNDALE:
A letter was read from Mr. Pike reque., ting permissio,, to con-
struct a 61 fence between 1731 and 173") Lyndale--a louvred
style fence--for privacy and appearance . Votion made by
Carl , seconded by Glasow that a variance be granted and permit
issued, according to plans submitted. ?,Motion carried.
JOuN F. WESTFALL, 2115 POPLAR (FEYCE) :
A letter was read from Mr. Westfall requesting permission to
construct a fence six feet above the retaining wall . Dale
Rates, owner of the adjacent property, signsa-letter agreeing
to this variance . Dale Bates disqualifies himself from voting
on the issue . Following a discussion on fence and patio, motion
was made by Oakley, seconded by Carl that variance be granted
on fence only as requested . T'?otion carried unanimous , Bates
not voting .
Mr. Westfall has a patio 12 ' X 52 ' and twelve inches from the
property lite . Tie would like to build a roof over the patio
of corrugated aluminum over the wooden frame to within, twEklve
inches of the property line ; here again Mr . Bates has no
objection. R. B . Lovelace states that this would not comply
with City Ordinances or Codes ; it creates a fire hazard and is
generally frowned upon from the insurance standpoint . A couple
solutions were mentioned as to changes . In conclusion, motion
was made by Glasow, seconded by Jakle,y that the Commission
adhere to the Codes and Ordinances and that the request for
roofing t1le natio be denied . Motion carried unanimous, Dates
not votingo

NOTICE OF PUBLIC NEARING COUNTY PLANNING C0`.VPrISS1JN:
A group of property owners , meal Estate men and interested
persons were present to obtain the Commission' s opinion on
Rezoning the NE of the SES of the NEIL Section 25, Two 9,
N. R 29, E.W.M. , except that portion dedicated to roads , from
R-2 to C-1 . This property lies between Road 20 and Road 22,
'-Tenr,y and Sylvester Sts . The lower portion of Mr. Fanning' s
property of approximately fire acres is now zoned C-1. Mr.
Schlomer seemed to be interested in the development of a
Super Deluxe Market area on the property. Several discussijnz
followed regarding egress and access to the Righway, annexation
and when development would take place . Mr . Schlo-ner stated the
architectural structure will be the apanish ranch type , with
red tale roof projecting over several feet . Motion was made
by Sawyers , seconded by nates to recommend to the County Plan-
ning Co-miss ion that only the south five acres be rezoned to
C-1 at this time . When further development is contemplated,
another application could be made . The Planning Go-nmission
is reluctant to lose control of undeveloped property. motion
carried, Glasow voting "no" .

7r . Raynor has a concrete slab at the side of his house , one
foot from the property line . He did not want to take the
cement out and set the garage back. Mr. iarold W. Beeler,
owner of : lie adjacent property submitted a letter stating he
had no objection to :fir . Raynor' s plan. The Building Inspector
could see no logical way to fit 1-is plan in with the Code and
Ordinances . Following the disuussion and a few suggestions,
motion was made by Bates , seconded by Glasow that the variance
be denied . Aoti on carried unanimous .

Mrs . DeVilleneuve , in person, made inquiry relative to estab-
lishing a small laundry in a garpge at the above address .
Business is so slow shle is compelled to close down at the
present location, 324 W. 1'fargaret , to curtail expenses . The
Building Inspect.)r or Commission could find no way to help her
as the garage is on a separate lot from the house and R-1 zone
does not permit businesses except home occupations . She was
advised to find another location suitable to this operation or
change operation to fit the location and then submit another
application for occupancy.

Councilman Kilbury spoke on the ►hopping Center and thought
more ou,stions are to be answered before Ordinance psrmitting
change is drawn . 7e also would like to have a provision,
Ordinance , Resolution or in-. sone other manner, whereby, in case

property is not used for purpose petitioned, that after one
,year following rezoning thnz; the area revert back to former
zone . Can the Planning Commission initiate a rezoning of a
given area? If not , how close are we to State action by
enabling act or any other provision. A discussion with Mr .
Clark followed. Setting up the comprehen=sive plan will assist
with future zone changes and annexations . Secretary to write
the City Attorney for an opinion onif and how cities can,
by their awn initiative , rezone or annex given areas--part-
icularly the procedure set out in Jrdinance lyo . 952, City
Code ;-a .36 . Is this conflicting as to State action or legal
opinions?

a representative of the Association will be here the first
part of April . 'hey hope to meet with school authority. Will
some one advise the sbhool officials and tell then that inform-
ation relative to school growth, needs, anticipated development
and school population will be needed . Bates will call and-

Location of this school is on road 40 between Sylvester and
Court Sts . Robert Clark wishes to do more study on this .

permit for a small office building approximately 2u ' X 35' to be
constructed on Ainsworth Avenue on the Weston gravel pit property;

This property is presently zoned R-2. He would like a period of
six months in which to submit application for rezoning to M-1.
He is in the process of purchasing this property--Blocks 9, 10,
13, 14, 15 & 16 Gray' s Addition to Pasco .
At this time '�oore and Erwen were called into the executive meeting
of the Jouncil for a short discussion on this same application.

A letter was read from Mr. Forte requesting permission to build

approYal from the neighbor, B, E. Mendenhall, Building Inspector
states a permit was not obtained to build this fence which is
not within regulations . Chairman Moore read Section of the City
Code but could find nothing allowing enclosures as desired by
Mr. Forte. In conclusion, Mr. Forte stated he would proceed

Mrs. Forte was present and changed their request relative to the
height of fence . Now they desire a 61 fence on the west for 171 ;
a 61 fence for 181 on the north; from there , east, and along the
east alley line to within 15' of Richardson Ave. on the South, 51 ;

seconded by Bates that this be allowed and permit issued as

Councilman Moore reports that the City Attorney' s opinion on
this remodeling is that the Planning Commission does have the

Mr . J. C . Oliver spoke to the Commission relative to occupancy
of a dry cleaning establishment in the 11OU block on W. Court,
a C-2 zone . This would not be a fire hazard, no strong odor,
the cage tumbler type units , 8 pound size , with vents , etc .
explained to the Commission . Will operate from 8: 00 A.M. to
11 : 00 P .M . Motion made by Sawyers , seconded by Oakley that
occupancy be granted . Motion and second withdrawn.
Motion made by Oakley, seconded by Bates : RESOLVED, by the
Planning Commission of the City of Pasco that coin operated
laundromats and coin operated self service dry cleaning estab-
lishments , using non-toxic , non-explosive , non-inflammable
cleaning solution, or enterprises commonly carried on in the
business sections of towns or cities of a similar size to Pasco
and such enterprises are not for any reason detrimental to the
best interest of the City of Pasco and its inhabitants , are
therefore allowed in C-2 and C-3 zones . This will be Resolution
No . 9. Motion carried.
CLARK COLEMAN & ASSOCIATES:
Robert Clark reported on the Comprehensive Plan and stated it
was approximately 85% complete .
RULES OF PROCEDURE:
Rules set up March 10, 1959 for the amendment of Resolution No . 1.
Secretary instructed to set up the amended list of rules in
Resolution form and mail each member a copy .
ANNEXATION:
Councilman Kilbury spoke to the Commission regarding annexation
and especially a location in the Southeast portion of the County,
west of the City limits and Road 36 . Future installation of
water and sewer was discussed . City Engineer G. R. Fisher will
draw up a utility service map along with Robert Clark for
guidance .
REVIEW BOARD FOR ANNEXATIONS:
This part of the Department of Commerce and Economic Development
report was discussed and thought to be a valuable piece of
Legislation to locations where annexations are an important part
of their expansion program.
TRAFFIC CONTROL SIGNAL:
A discussion was entered into relative to a request having been
made to the City Council for a signal at Chase and W. Lewis Sts .
In conclusion motion was made by Bates , seconded by Glasow that
the Planning Commission recommend to the City Council that the
Planning Commission would be opposed to a traffic control signal
at Chase and W. Lewis which would tend to impede access to the
down town business district . Motion carried.

COURT VISTA ADDITION, BETWEEN ROADS 36 AND 38 ON W. COURT:
A proposed Flat of this addition was studied by the Commission and
Robert Clark. Mr. Clark suggested a circular street "U" shape ,
Following more discussion, motion was made by Bates , seconded by
Glasow that a letter be written to the County Planning Commission
objecting to Court Vista Addition as presently proposed for the
following reasons :
( 1) General slope of the terrace , it would be much more sat-
isfactory for sewer mains and laterals to run from north
to south.
(2) No provisions made for utility easements .
( 3) Would like to see access from private driveways directly
on Court Street limited to an absolute minimum in order to
avoid impeding the flow of arterial traffic .
Motion carried.

MEETING CALLED TO ORDER BY CHAIRMAN L. S. MOORE:
Mr. Moore introduced Robert Clark to the audience . Mr. Clark
took over the meeting and spoke on the science of planning in
seven phases as follows :
No. 1: Interest of residents is of paramount importance in
developing a community. Cooperation of all officials and civic
leaders is needed to make any plan reach its goal . They must
determine the direction which they desire the city and surround-
ing area to take .
Should business be concentrated in downtown area or should
numerous outlying shopping centers be allowed and encouraged?
Population and economic prospects not based on estimates but on
rate of growth during last 60 years .
No . 2: Parent area is 28 counties in Idaho , Oregon, Washington;
economic area is 6 surrounding counties ; tri-city area is
self-explanatory .
Pasco has increased from 250 population in 190U to 14,U62 in 1960 .
Few communities in the U . S . have grown at this rate . By 1980
will have 80% of Franklin County population .
Tri City area in 1900 had 500 population and by 1960 it had
85,000. By 1980 it should have between 111 ,000 and 147,OU0.
Pasco planning area has 17,460 people with about 5.5 persons
per household . Incorporated area has 14,600 now, should be
3K,000 by 1980. Extension of city service and rate of annexa-
tion would influence this figure .
Pasco has increased population 42% in last decade while the
Tri-City area has increased only 31/.
No. 3: Birth rates are normal.
Proportion of foreign born whites is constantly decreasing.
Dion-white population has increased to 10% of total population
in 1950 .
In denser populated areas of the city, have 6 .6 dwellings
per area .
School Pornilattoz: 10)93 plin'_ls in 1%0 ; IL60() in 1060; w'_11
reach 9000 pupils in 1980 .
Economic: Tri Cities have 27, 319 households with income of
1 , 000,OU0.00 . They are in competition with Yakima, Walla Walla,
Spokane , Pendleton, Moses Lake . Franklin Uounty retail sales
increased from $34,000,000.00 in 1954 t.a $56,000,000.00 in 1958 .

No. : Retail sales have not expanded as fast as some other areas .
Manufacturing is low.
Industry should be strengthened and diversified in order to insure
permanent emplDyment .
This could be a wholesale and retail distribution center.
Land: 5979 acres of developed land. Use less land for residential
than other similar sized areas . 53% of developed land used for
public purposes , other use 7/. Streets and roads consume 25% of all
land . All land zoned now far in excess of needs for next twenty years .
No . 5: Housing and Condition of Structures : have a high rate of good
structures . 13 below average condition . Most structures needing
repair in proximity of Railroad right of way.
Too many cities have started "project" planning and ignored overall
comprehensive planning.
Existing Land Use : Some blighted areas need to be renewed. Urban
renewal is one answer to this problem. Zoning strictly enforced and
5-year development plans also effective in removing blight .
Fast gro•rth to the west tends to shift downtown center westward and
could leave more blight . Northeast part of City should be developed
to preserve City center.
No . 6: Thoroughfares: to be included in final report with specific
recommendations .
Generalized Land Use and Arterial Pattern: Discussion on retaining
core of downtown district .
Tri-Cities should develop together--problems of one City creates
problems for the others .
Streets to be efficient should have parking removed and off-street
parking substituted . This creates a new problem in land-use .
The underpass is a bottleneck to business district .
A third bridge to Richland is needed to enhance circulation .
No. 7: Tenth Street will have to be widened from Lewis St . to bridge .
Desired development must be predetermined in order to reserve land
for schools , parks and other public uses in the future .
After plan is adopted , zoning should be rigidly enforced .
Comprehensive plan should be re-evaluated about every five years to
conform with unexpected changes .
Rezoning should be held to a minimum.

and Ralph Oakley. Building Inspector R. B. Lovelace, City Super-
visor G. R. Fisher, Councilmen James and Kilbury were presents
APPROVING OF MINUTES:
Meeting held May 23, 1961. Chairman suggested approving of minutes
be held up until next regular meeting.
COMMUNICATIONS:
PUBLIC HEARING--ZONE CHANGE R-1 to R-2:
Notice of Public Hearing was read on retoning all of Lot 29,
portions of Lot 30, 31 and 32, Block 7, Sylvester Addition from
R-1 to R-2 for use of a dental office . Chairman L. S. Moore
declared the Hearing open. Mr. R. Denney , owner of adjacent
property, favors the zone change and occupancy. No one present
objected and none were received by mail. Chairman declared the
Hearing closed. No discussion was entered into by the Commission.
Motion made by Sawyers, seconded by Glasow that the Commission
recommend to the City Council that the zone change from R-1 to
R--2 be granted. Motion carried.
SIX FOOT FENCE AT 1036 W. MARGARET:
A letter was read from Mr. and Mrs . Musgrave with a letter of
consent from Mrs . Ivan Hastings and a sketch of lot and proposed
fence . The Commission discussed the situation with Building
Inspector and Mrs . Musgraves . Both back doors of the houses
open on the side and come opposite, or face each other. This
fence would not be forward of Hastings ? home . Chairman Moore
consulted the code which was considered. Motion made by Sawyers
seconded by Glasow to grant variance as requested for construction
of the 61 fence . Motion carried.
LLOYD? S CABINET SHOP, 1903 W. BONNEVILLE (R-1) :
A letter was read from Mr. Kestin requesting permission to move
a wall of the Wood Crafts building 4 feet to the west, that is
the side away from the street. This is a 24? wall, roof is
already there . This will straighten the building line from house
to garage . This shop work has been in operation at this location
for four or five years . Mr. Kestin states that he never applied
for occupancy permit and has never had a City License* He was

informed that his request could not be considered until an appli-
cation for occupancy was presented. He was allowed to fill out
the form at this time, also attach check in the amount of $25.00.
$15 .00 is for license; $10.00 belated fee. No objections other
than occupancy permit expressed by the Building Inspector. In
conclusion, motion was made by Sawyers, seconded by Glasow, grant-
ing occupancy with the usual restrictions . Motion carried*

Mr. Bunch wishes to sell light bulbs and do T.V. and Radio repair
from this address. He states the work will be brought in and
delivered by him, he will store only a few bulbs as they will be

allow occupancy with the usual restrictions*
AVERY A. CASTEEL, 711 W. YAKIMA:
Spoke to the CoMmission relative to locating a special catering
service at W. Sylvester and Lucas on the Northeast corner. This
will be a home occupation. He is thinking of building onto the
small house now on the location for special service rooms which
would probably accommodate 30 or 40 persons at one time. He
will provide off-street parking. He was advised to present a
letter stating his need and purpose, also sketch of property
with building size and location on the lot, thus , the amount
of off-street parking available. He is thinking of 4 lots,
100, X 1151 in this propertya
OMAN EMERSON, 912 W. COURT, C-1:
Mr. Emerson wishes to build an addition to his house for office
purposes and asked permission to build to the property line in
frontand side lot line. Upon being told this could not be done,
especially in the front extension, he then spoke of extending
the front room wall or bedroom wall to side property line .
Following a discussion, motion was made by Glasow, seconded by
Sawyers that this question be tabled until next regular meeting
June 27, 19619 giving the Commission members time to look over
the premises and study the situation.
WILBUR WRIGHT 728 S. BEECH:
Mr. Wright wants to construct two cabins for permanent rental
purposes on one lot . He was advised that this could not be done,
however, he could build a duplex. He was advised to wait a month
or two when the comprehensive plan would be presented and a
better idea could he had on proposed development of the East side
and all sections of the City.

was mentioned . Chairman Moore stated the procedure to follow
would be determined in the near future . A letter was read from
Mr. Clark and ordered filed .
CHRIS WEIGE, 1627 W. OLIVE:
Mr. Weige was making inquiry relative to the height of hedges and
their locations . There is one adjacent to his property that exceeds
42 inches . He was advised to consult the Building Inspector follow-
ing the reading of the Code 5-16 .16 .
E.u.KIDWELL ' S TENATIVE PLAT:
Mr. Kidwell presented a tenative plat located North of Pearl, West
of Road 24 and Southeast of Empire Way. Following a short study of
the plat, he was advised to consult the City Engineer, P .U.D . and
the County for suggestions or approval .

ROBERT CLARK & MR. KRAMER OF CLARK-COLEMAN & ASSOCIATES ---
URBAN RENEWAL , FEDERAL AID ASSISTANCE :
This was discussed by Mr. Kramer who states that urban renewal
Federal aid assistance is available . Pasco needs this to stop
progressive deterioration ; should be designed for a fifteen or
twenty year program. This area has approximately four districts
that would lend to urban renewal . The City needs a community
renewal program; piece-meal financing and relocation not favored .
FEDERAL AID NEEDS :
1 . Program for community improvement .
2. Create City agency.
3 . Establish need for urban renewal .
Mr. Kramer recommends that a representative from the Federal
office meet with local committee or board to assist with detailed
program.

Additional credit will be given for public improvements such as
sewers, schools , streets, etc . It should take 12 to 18 months
to develop program.

SIX FOOT FENCE, G. R. HUBBARD:
A letter was read from Mr. Hubbard requesting permission to build a 6' fence
on the rear lot line of his home, which is the side lot line of the neighbor.
A sketch is attached to the letter and also a letter of consent from Albert Lux,
the neighbor. Motion made by Sawyers, seconded by Glasow that variance be
granted as requested. Motion carried.

A letter was read from Mr. Askegaard requesting permission to construct a
9' X 12' patio with corrugated fiberglass roof which will extend over the 5'
limit line toward the neighbor' s property. A sketch attached shows location,
also a letter of consent from Mr. and Mrs. John Wright. Motion made by Glasow
seconded by Bates that variance be granted as requested. Motion carried.

.1962 BUDGET:
Chairman Moore reports the tenative budget for the year 1962 for the City
Planning Commission has been submitted to the City Clerk with an increase
of $300.00.
FRANKLIN COUNTY REGIONAL PLANNER, MR. GEORGE PLESCHER:
Mr. Plescher reports attending the Regional and County Planning meeting. He
was authorized to hire an assistant planner and a secretary; also to get
equipment and supplies. He has a tenative sub-division program planned.
CLARK COLEMAN:
Bob Clark of the Clark-Coleman Engineering firm was present and suggested a
liberal distribution of their report on Comprehensive Plan, Part One.
Secretary given a list to check and send copies to interested persons.
Councilman James had no comments.

Planner, George Plescher; City Supervisor, George Fisher; Councilmen Kilbury

APPROVING OF MINUTES:
Minutes of meeting held August 22, 1961 . No objections. Minutes stand approved
as written.
COMMUNICATIONS:
CONCESSION: GO CART TRACK, 108 S. ILLINOIS AVE:
A letter was read from Louis R. Diemond requesting permission to construct and
operate a concession Go-Cart Track on Tract "F" Replat of Columbia River Addition
to Pasco, zoned C-1 (Commercial District) . This to be cart rides on asphalt
track, approximately 200' end to end, oval shape and fenced. Insurance will
allow only up to 20 miles per hour speed. Carts operate with a 4 cycle motor.
Off-street parking approximately 180' X 75' . At this time the meeting recessed
five minutes to try a cart on the parking lot for noise. Members returned and
meeting continued. Ample light will be furnished. It will operate to midnight
on weekends; racing will be prohibited. The Chairman consulted the Code, then
stated this activity may be permitted in this zone if not detrimental to the
district. The operator stated he has adequate insurance. Motion made by Sawyers,
seconded by Oakley that Mr. Duane L. Corkrum be allowed to operate as afore
stated. Motion carried. City Council to be informed of action taken by the
Commission.
VARIANCE, W. C. KIRCHNER, 1623 W. OCTAVE ST:
A letter was read from Mr. Kirchner requesting a variance to construct a garage
approximately 4' closer to the property line than Ordinance states. The garage
is attached to the dwelling. A letter was read from Pete Peot, 1628 W. Marie,
the nearest neighbor, stating he had no objection to the variance being granted.
Following a short discussion and study of the blue print presented by Mr.
Kirchner, motion was made by Sawyers, seconded by Bates graAting the request
and authorizing Building Inspector to permit variance. Motion carried.
REZONE FROM R-1 TO R-2 LOTS 1 AND 2, BLOCK 22, PETTIT' S ADDITION TO PABCO:
A letter and petition presented by Henry Chezem was read requesting the above zone
change. Certificates found to be in order; petition signed by 82. 1% of property
area to allow construction of a five unit apartment on the northwest corner of
Ninth and Shoshone with off-street parking provided. Public Hearing set for
8:00 P.M. Tuesday, September 26, 1961 . Secretary to so advertise, post, etc.

FALL OUT SHELTERS,, PERMITS AND CONSTRUCTION:
A discussion was entered into with Mr. Cronin, contractor, and Bruce Lee,
Civil Defense Director and City officials regarding fall-out shelters and bomb
shelters. This group had met with the Franklin County Regional Planning
Director and members of the Bce rd to consider changes in both County and City
building codes, neither of which cover the construction of shelters. Regional
District Planning Director Plescher recommends location be required to stay
within set-back as required by Ordinance and special variances where and when
necessary. Construction specifications to be established by the Civil Defense.
Air raid shelters on lot line for two families was also discussed. Standard
plans, when established, will be used mostly. Fisher pointed out that bomb
protection would require reinforced concrete and a deeper earth cover than a
fall-out shelter. Approved air filters and 4" vents, also double door entrance
was considered. Bates thinks in terms of staying within yard lot line set backs,
exceptions made only when absolutely necessary and good cause is shown. Get
suggestions from Civil Defense Director; make cover as sightly as possible;
standard vents and air filters; walls could be constructed of 8" blocks. Motion
made by Bates, seconded by Carl that suggestions and recommended specifications
be turned to City Attorney for Ordinance. City Supervisor and Planner to draw
outline of needs and provisions governing construction for City Attorney's
information in drafting Ordinance. Motion carried. This Ordinance will probably
be presented at the next regular Planning Commission meeting.
RECOMMENDATION FOR PHASE NO. 2 - CENTRAL BUSINESS DISTRICT PLAN; COMMUNITY
FACILITIES PLAN AND COMPREHENSIVE PLAN:
Robert Clark of Clark-Coleman and Associates spoke to the Commission relative to
the next program:
1 . The Central Business District Plan will study assessed valuations, traffic
movements, sales volumes, anticipated activity and implementing core area plan.
2. Community Facilities Plan_ will indicate general location and extent of sites
for various facilities with maps, charts and text.
3. Comprehensive Development Plan_ will establish a system of major thoroughfares
to efficiently, safely and conveniently service potential Pasco.
Comprehensive Plan Components defined under Item 1 , Sub-section D, Section 701 ,
Housing Act of 1959. Capital improvement program. Coordination of all related
plans will be accomplished by the City Supervisor with assistance of Planning
Commission and Regional Planning Director. The Regional Planning Commission was
established in 1960; is no longer applicable. Franklin County Regional Planning
Director George Plescher also spoke on Phase 1 and Phase 2. In conclusion, motion
was made by Glasow, seconded by Bates that the Planning Commission recommend to the
Regional Planning District the approval of the proposed Phase 2 program. Motion
carried.

A voucher was submitted by Secretary Adah M. Perry in the amount of $102.50
coveting services for June, July, August and September, 1961 . Motion made by
Bates, seconded by Sawyers authorizing Chairman to sign. Motion carried.
COMMUNICATIONS:
WESLEY L. DELANEY, 939 W. SYLVESTER (VARIANCE) :
Mr. W. L. Delaney desires to build an addition to his house parallel with the west
property line. In as much as only a four foot distance would be maintained, it is
requested that a variance to the existing Ordinance be granted enabling the Building
Inspector to issue building permit. Following a short discussion and consulting
the City Code, motion was made by Sawyers, seconded by Bates to grant variance as
requested. Motion carried. This is adjacent to John Sawyers' property. He
states the addition will be in the back, will not be near any other building. He has
no objection.
B. F. PASCHKE, 2003 RIVERVIEW DRIVE (GARAGE) :
A letter was read from Mr. Paschke relative to building a garage on his corner
lot, Riverview Drive and Monroe. In order to build a garage and still retain a
back yard, he will need a variance. Sketch attached was studied. It will be
on the Monroe and easement side of lot. There are no houses facing Monroe in
this block. In conclusion, motion was made by Bates, seconded by Sawyers, that
variance on garage location as requested and shown on sketch be granted. Motion
carried.
_PUBLIC HEARING - REZONE FROM R-1 to R-2, LOTS 1 & 2, BLOCK 22, PETTIT' S ADDN TO PASCO:
Notice of Public Hearing was read. Chairman declared the Hearing open. No objections
received by mail or in person. No one appeared at the Hearing to register an objec-
tion. Commission discussed the location and surrounding area. Chairman declared
the Hearing closed. Motion made by Bates, seconded by Sawyers that the issue be
submitted to the City Council with a recommendation that the zoning change be
granted. Motion carried.

REGULAR MEETING OCTOBER 24, 1961
CALL TO ORDER:
Meeting called to order at 8: 10 P.M. by Chairman L. S. Moore.
ROLL CALL:
By Secretary. Members present were Chairman L. S. Moore, Art Glasow, John Sawyers,
and Ralph Oakley. Absent: Dale Bates, Sid Carl and Raymond Hicks. Building
Inspector R. B. Lovelace and Civil Defense Director Bruce Lee were present.
APPROVING MINUTES:
On regular meeting date October 10, 1961 there was no meeting, account of
No Quorum.
Minutes of regular meeting held September 26, 1961 were approved as written.
COMMUNICATIONS:
WASHINGTON STATE HIGHWAY COMMISSION:
A letter was read by L. S. Moore from Highway Director W. A. Bugge' s office.
Attached was a copy of Urban Planning Inventory Report developed for our area
on the basis of material submitted by our planning agency. If any of the material
has been inadvertently misinterpreted or has been out-dated, please advise and
necessary revisions will be made. Secretary will make copies of the inventory
report for all members of the Commission and interested parties.
BUSINESS LICENSE APPLICATIONS FOR OCCUPANCY :
Mr. Ben B. Brown 2013 Riverview Dr, Zone R-2
desires to establish office activities at the aforementioned address for coin-
operated shoe shine machines at locations to be designated as placed. Motion made
by Sawyers, seconded by Glasow allowing occupancy for office activities--phone
calls and mailing address--only; no storage facilities. Motion carried.
RESALE OF OXYGEN AND ACETYLENE, ]OZ W. COURT:
Mr. W. T. Brogoitti was present to receive report on what action was taken regarding
this resale request for occupancy at the above address. Chairman Moore talked to the
City Attorney who stated this could not be allowed in C-1 and only by special per-
mission of the Commission at locations in M-1 . Building Inspector R. B. Lovelace
stated he would be attending a Building Inspector' s school in a short time and
would find out how other cities of comparable size handled this situation. Motion
made by Sawyers, seconded by Glasow to table further action on this until next
regular meeting Tuesday, November 14, 1961 at which time more information will be
available. Mr. Brogoitti stated a business of this type is now operating on Court
a few doors west of his property.

CALL TO ORDER:
Meeting called to order at 8: 15 P.M. by Chairman L. S. Moore,
ROLL CALL:
By Secretary, Adah M. Perry. Members present were L. S. Moore, Dale Bates,
Art Glasow, John Sawyers, Ralph Oakley and Raymond Hicks. Absent: Sid Carl .
APPROVING OF MINUTES:
Minutes of meeting held October 24, 1961 stand approved as written.
COMMUNICATIONS:
DOUBLE CAR PORT, FRED D. SHOUN, 1,924 W. AGATE:
A letter was read from Mr. Shoun requesting permission to place carport posts
30'' from side lot line. Standard requirements are 5' , however, the 30'' variance
would allow a drive-through from Agate St. as indicated on sketch attached.
Adjacent property owner, John T. Blair, 1928 Agate St. submitted a letter stating
he had no objection as long as there is one foot or more from the property line
to the nearest part of the structure. This request was submitted at 5:00 P.M.
Tuesday, November 14, 1961 , so the Building Inspector did not have an opportunity
to check it out. Motion made by Sawyers, seconded by Bates to table action on this
request until next regular meeting thus giving the Inspector time to investigate
the situation and submit a report. Motion carried.
PUBLIC HEARING: WM. T. BROGOITTI , REZONE R-1 to C- 1 , UNPLATTED PROPERTY
AT COURT AND ARTHUR STS:
Legal notice of Public Hearing was read. Chairman declared the Hearing open.
Mr. Brogoitti was present. No one else appeared to express their favoring or
disfavoring the Rezoning. Dedication of property for street requirements was
discussed at length. Staff Review regarding this change was submitted by Mr.Plescher
and read by Chairman Moore. Available maps were consulted. Motion made by Sawyers
to recommend to the City Council that property adjacent to Arthur St. allow a
30' half street to the West; property adjacent. to Court allow property to provide
a 40' half street. Motion withdrawn. Chairman Moore suggested that Bates check out
the needs at this location in comparison with nearest plats, uses, traffic, etc.
Glasow moved that the suggestion be treated as a motion. It was seconded by Sawyers
and carried. Findings to be reported back at next regular meeting on Tuesday,
November 28, 1961 .
OCCUPANCY PERMITS:
Building Inspector, R. B. Lovelace, spoke on occupancy in proper zone and fire zone.
Some businesses upon relocating themselves, are in the right zone but building does
not pass code regarding fire resisting structure. To best correct this situation,
the City Clerk will see that the Inspector will get the opportunity to check all
applications in the future for new or renewal applications.

Home occupancy permits were mentioned as becoming a problem except where phone
calls and mailing address only constitute an office.
Building Inspector reports that valuable information was obtained at the Building
Inspector' s school in Pullman last week. How other cities handle similar problems
was brought out by discussions .

SIX YEAR STREET PROGRAM, 1962 to 1967:
City Supervisor, George R. Fisher furnished a copy of this report for each
Commissioner.
PROPOSED STREETS WITH SPEED LIMIT CHANGES:
Mr. Fisher also furnished each Commissioner a copy of this report.
GEORGE PLESCHER proposed a discussion on _Density Concept, Planning and Zoning.
The Commission thought the next meeting would be better for this discussion;
the Council members could also take part. Mr. Plescher to so notify.
ADJOURNMENT:
Motion made by Oakley, seconded by Sawyers to adjourn. Motion carried.

APPROVING OF MINUTES:
Minutes of meeting held November 28, 1961 and (110 QUORUM) meeting December 12,
1961 were approved as written.
COMMUNICATIONS:
TRI CITY T.V. SERVICE ASSOCIATION:
A copy of a letter from C. M. Wells to the Secretary, Board of Adjustment,
City of Kennewick, was read, objecting to issuance of permits for home occupancy
conducting a TV-Radio repair shop in residential areas not zoned for business.
Reasons as follows:
1 . Classed as hazardous by the Fire Insurance Companies and Industrial Insurance
Commission of Washington State.
2. Home businesses rarely carry standard liability or fire insurance on their
operations to protect the public and neighborhood .
3. Safety inspection rarely if ever made on home business.
4. Violates most city ordinances.
5. Privilege to discuss and inspect property while being repaired not always
granted.
6. Unfair overhead advantage leads to price cutting and poor quality service.
7. Does not carry full share of public service and donation requests that the
average business must.
8. Some are not visited by Tax Assessor.
A short discussion with George Plescher on this. No action taken. Holding this
type of occupancy to mailing address and phone calls only was favored by the
Commission.
TEMPORARY PERMIT FOR TRAILER, LOT 10, BLK 32, HILAND PARK ADDITION
ADELIA AND WEHE STS. :
A letter was read from Robert L. Young requesting permission to locate a modern
trailer on the above described property until he gets a house constructed on the
same property. Following a short discussion between the Commissioners, Building
Inspector and Franklin County Regional Planner, motion was made by Sawyers,
seconded by Carl that the request be denied. Motion carried.

PUBLIC HEARING= CORRECTED PLAT � A PORTION OF THE REPLATI_CITY VIEW ADDITION TO PASCO:
Notice of Public Hearing was read. Chairman Moore declared the Hearing open.
C. F. Grigg presented a print of the plat for study. No one was present to
object; no protests were received by mail . Mr. Grigg explained the changes
which were approved by the City Engineer. Chairman declared the Hearing closed.
Motion made by Carl , seconded by Sawyers that the Corrected Plat, a portion of
the Replat of City View Addition, as submitted, be approved for Chairman' s
signature. Motion carried unanimous.

Motion made by Sawyers, seconded by Oakley to adjourn to next regular meeting
