The Board of Adjustment of the City of Pasco, Washington met in regular meeting
March 22, 1966, at 7:00 P.A ., in the offices of the regional Planning Commission
in the Pasco City Hall.

The initial meeting of the Board of Adjustment was held larch 22, 1966.
RULES OF PROCEDURE
The Mules of Procedure for operation of the Board were adopted. The regular meeting
date for the Board of Adjustment was set for the fourth Tuesday of each month,
commencing in April, 1966.
ELECTION OF OFFICERS
The next order of business was the election of officers. The officers of the
Board shall consist of a Chairman, Vice Chairman and Secretary. Following the
Rules of Procedure as adopted, Don Anderson was elected Chairman and Archie Hunt
was elected Vice Chairman. The office of Secretary shall be an appointive office
and Lyle Balderson, Regional Planning Director was appointed to serve as Secretary
of the Board.
SPECIAL MEETING
A Special Meeting was set for April 5, 1966 by the Board to hear an application
for a variance submitted by Ronald W. Passage, 908 West Brown, Pasco, Washington.

BOARD OF ADJUSTMENT
SPECIAL MEETING Pasco, Washington April 5, 1966
A Special Meeting was held by the Board of Adjustment on April 5, 1966 at
8:00 P.M., in the Regional Planning Commission offices to consider a request for
a variance from the Zoning Ordinance.
Members present were:

PUBLIC HEARING ROM_PASSAGE, 208 W. BRU&4 --VARIANTCE
An application for a variance from Section 2.17 of the Zoning Ordinance, which
requires that buildings shall not cover more than thirty percent (30%) of an
interior lot was presented to the Board of Adjustment. The Chairman declared
the Public Hearing open, and asked if there were anyone present to speak
favoring the proposed variance. Mr. Ron Passage, 908 W. Brown, Pasco, Washington,
applicant, spoke explaining his inability to sell his home, (he spent $150.00
in advertising in one ,year), and that several homes in the area exceed the 30%
coverage limit, that a hardship exists as to need for additional room due to the
size of his family, and he requests a variance to permit coverage of up to, but
not more than 35% of his lot. Mrs. Reinig, 904 W. Brown, Mr. D. L. Gonzales,
907 W. Brown, Mr. Wm. A. Frodel, 917 W. Brom and Mrs. Passage, 908 W. Brown all
spoke favoring the variance. The Chairman asked if there were anyone to
speak in opposition to the request. No one was present to speak in opposition.
The Public Hearing was declared closed by the Chairman. After discussion by the
Board, a motion was made by Yx. Hunt and seconded by Mr. Williams to grant the var—
iance. Motion carried.

SPECIAL MEETING Pasco, Washington July 19, 1966
A Special Meeting of the Board of Adjustment was held on July 19, 1966, at 7:00 P.M. ,
DST, in the offices of the Regional Planning Commission in the Pasco City Hall.

TEMPORARY ZONE CERTIFICATE EARL HARDESTY PASCO IMPLEMENT COMPANY
A request for temporary zone certificate for the parking of farm machinery in a R-2
zone, Lots 15 through 20, Block 11, Riverside Addition was presented to the Board
of Adjustment by Mr. Earl Hardesty, Pasco Implement Company, Pasco, Washington.
After discussion by the Board, a motion was made by Mr. Hunt, seconded by Mr.
Anderson to grant the request with the following restrictions :
1. That the permit be issued for a period not to exceed six months, commencing
August 1, 1966.
2. That the movement of said farm machinery be restricted to Ainsworth Street and
Tenth Avenue.
3. That no repair of machinery be performed on said property.
4. That reasonable business hours be maintained in connection with the showing and
sale of said farm machinery.
5. That if excessive dust conditions result from the movement cr storage of farm
machinery on these lots, that the lessee will take the necessary steps to
alleviate these conditions.
6. That if any complaints relative to adverse conditions caused by the storage of
said equipment are received from residents in the immediate area, or if any of
the above listed conditions are violated, the Board of Adjustment shall call a
hearing to decide whether or not the permit should be revoked prior to its date
of termination.
Motion carried.

SPECIAL MEETING October 4, 1966
A Special Meeting of the Board of Adjustment was held on October 4, 1966, at
8:00 P.M. , DST, in the offices of the Regional Planning Commission.

OFF SITE PARKING---SALVATION ARMY BUILDING
A request was submitted by the Salvation Army, 430 West Columbia Street, Pasco,
Washington to allow the requested parking for the remodeling of the building to
be situated within 500 feet of the site instead of on the site. Captain Peacock
of the Salvation Army was present to present his proposal for off-site parking
and presented letters to the Board from Mrs. Ruth Gray, Thunderbird Motel, and
from Mr. Osborne of Osborne Chevrolet stating that the Salvation Army would be
allowed to utilize parking on each one of these sites. The Board questioned
the validity of the letters for meeting the requirements of the ordinance as
no length of time was stated. It was asked if Mrs. Ruth Gray had controling
interest in the Thunderbird Motel.. It was also pointed out that Mr. Osborne
is presently leasing the area he designated to the Salvation Army, therefore, the
parking spaces are left in somewhat of a tenuous situation. After much discussion
by the Board, a motion was made by Mr. Williams, and seconded by Mr. Anderson to
approve the request of the Salvation Army to provide off-site parking within
500 feet of their building, subject to a letter or/and letters from either the
Seattle First National Bank, signed by the necessary official and/or officials
or by the Thunderbird Motel signed by the president of the corporation, or
other letters concerning other parking within the area so thatbetween grantors,
there will be a minimum of twelve permanent spaces authorizealvation Army.
Motion carried.

REGULAR MEETING December 27, 1966
The regular meeting of t1m Board of Adjustment was held in the Pasco City Hall
at 5:00 P.M., December 27, 1966. The following members were present:
Don Anderson, Chairman
Archie Hunt, Vice Chairman
Jack Williams
The minutes of the previous meeting were read and approved.
PliBLIC HEARING CHAMBERLIN VARIANCE
A request was submitted by Bob Chamberlin Inc. , 1600 N. Chase Avenue, Pasco,
4Iashington to allow construction of an office building at the northeast corner
of Ruby Street and proposed Road 21. He wishes a variance allowing him to build
to his north property line and to give the building a Chase Avenue address (front
on Chase); or, if he must. face Ruby Street he wished a front yard and rear yard
variance to allow him. to construct the building to his north and south property
lines.
The assistant Planner read the application and presented drawings of the proposed
building and its site. The Public Hearing was declared open and the Chairman asked
if anyone was present to speak for the variance. Mr. Chamberlin, was present and
explained that he did not wish to face Ruby Street because of the unsightliness of
the back of the Thriftway Market that was across Ruby Street from his property.
He wished the building also to have a Chase Avenue address as does his existing building.
He presented architectural drawings of the proposed building with landscaping and
exterior lighting.
The Chairman asked if anyone was present to speak against the proposed variance.
Mme.. Hugh Osborne, 1308 N. Norbart Street and Albers., Bond, 1515 N. Illinois Avenue,
who were representing the College View Baptist Church stated that their church had
dedicated 301 on the east of this property and that they wished to see Mx. Chamberlin
do the same so that in the future, Road 21 would be opened as a street. They also
stated they planned to build their main sancturay sometime in the future to face on
to Road 21. They also objected to the fact that Mr. Chamberlin's building, even
though landscaped, would be a 1001 long brick wall across from their property.
The Board of Adjustment asked what they planned to build directly across Road 21 from
Yr. Chamberlin's property and Yr. Osborne "epl.ied that this would be a parking lot
. as their plans now show.
The Chairr,�an of the Board declared a ten minute recess to inform Mr. Williams, a member
of the Board who was late arriving of the matter under consideration.

REGULAR MEETING December 27, 1966
The Chairman of the Board declared the Public Hearing open again. Mr. Williams
questioned the clarity of the variance application as it was difficult to understand
exactly which variance was being asked for and he also wished to know the status
of Road 21. The Public Hearing was declared closed.
A motion was made by Pear. Williams to table the matter until next week, (Tuesday,
January 3, 1967 at 5:00 P.M. ) and that a corrected variance be submitted at that
time. The motion was seconded by 14r. Hunt. Motion carried. The Staff was requested
to study the variance further and see if a workable solution could be obtained.
The Board requested that the Building Inspector and the City Engineer be present if
possible or that more information on the status of Road 21 and on the issuance of a
building permit be obtained.
PUBLIC HEARIATG HATCH VARIANCE
A request was submitted for a variance of the side and rear yard set back requirements
at Columbia Memorial Gardena, Inc. located at 2-32C Frontage Road. The request was
for a variance to allow set back of two feet instead of ten feet on the sides of the
property and twenty-five feet on the rear of the property.
The Assistant Planner presented a letter to the Board that was submitted by Mrs.
Hatch, who represents the owners of the property in question in which she explained
her reasons for wanting a variance. The Assistant Planner explained that existing
right-of-way on "A" Street is forty feet, and that additional right-of-way will be
necessary when this area develops for "A" Street to function as an arterial street.
Also, this area is unplat.ted and construction to within two feet of the property
line would make it impossible to obtain adequate easements and provide fire protection
in the future when the surroundin7 area develops. The Public Hearing was declared open.
There was no one present to spew, either for or against said variance. The Public
Hearing was declared closed. It was moved by Mr. Williams and seconded by Mr. Hunt
to deny the variance request. Notion carried.

The meeting was adjourned at 10:40 P.M.
