Services Director Present CRAIG MALONEY City Council Liaison Present ERIC FERGUSON � City Attorney Present KRYSTLE SHANKS Deputy City Clerk Present Recognition of Visitors/Public Comments: None Approval of Minutes: Mr. Dietrich moved and Ms. Bowdish seconded a motion to approve the minutes of the June 15, 2021,meeting. The motion carried unanimously. Claims Approval: Mr. Dietrich moved and Dr. Jilek seconded a motion to approve the Second (2"d) Quarter 2021 claims/expenditures in the amount of$170,839.b9. The motion carried unanimously. Financial Report: Mr. Morrissette briefly reviewed the Second (2"d) Quarter 2021 Financial Report. Old Business: � Ballot Measure for the November Election Resolution July 6,2021 PPFD Minutes Page- 1 The PPFD Board and City staff discussed the draft resolution providing for the submission of a proposition to the qualified voters of the Pasco Public Facilities District imposing a 2/10 of 1% sales and use tax for the purpose of funding an aquatic center and requesting that the Franklin County Auditor place the proposition on the November 2, 2021 ballot. The following was discussed: • The final Resolution for the proposition would need to be received by Franklin County, WA by August 3� for the November 2021 Ballot. • Grammar and spelling corrections were identified, and blanks were filled in in the draft Resolution. • Confirmation that only registered votes living within the City of Pasco city limits would be qualified to vote on the proposition. Additional revisions to the draft Resolution were identified and amended; however, the draft Resolution was not ready for approval by the PPFD Board as legal counsel still needed to review statutes associated with the resolution. Mr. Ratkai asked if the Board would like to present the draft resolution to City Council at their next Workshop meeting in order to receive Council's feedback,then bring the revised and final PPFD Board approved Resolution back to City Council for final approval at a Council business meeting. Mr. Morrisette stated that he did not want to present a draft resolution to City Council and believed that an approved resolution by the PPFD Board would have a better chance for approval. The PPFD Board concurred and agreed to schedule another special meeting for the final approval of the PPFD Resolution. ' Supplemental Funding Request Mr. Ratkai explained that the supplemental funding request was not ready and would be brought back to the Board at a future meeting. PPFD Board and Mr. Ratkai further discussed the various aspects and ramifications of the supplemental funding request to the City of Pasco. They also discussed the funding shortfall during the first few years of the operation costs of the Aquatic Facility and how that will be addressed, which led to further discussion of the draft PPFD Resolution. Other Business: ' Upcoming PPFD Board Meetings—Schedule The PPFD Board set a special meeting for Monday,July 12th at 2:30 PM to discuss and approve the PPFD Resolution providing for the submission of a proposition to the qualified voters of the Pasco Public Facilities District imposing a 2/10 of 1% sales and use tax for the purpose of funding of an aquatic center and requesting that the Franklin County Auditor place the proposition on the November 2, 2021 ballot.
