AN tJRDINANCE AMENDING THE 2021-2022 BIENNIAL
BUDGET (ORDINANCE NO. 4503} OF THE CITY OF PASCt7,
WASI�INGTQN, BY PROVIDING SUPPLEMENT TIIERETO; T(}
PRUVIDE ADDITIONAL APPRQPRIATION IN THE CITY'S GENERAL
CONSTRUCTION FUND F4R THE CONSTRUCTI4N OF CHAPEL�IILL
PARK.
WI�EREAS,on December 7,2020,the Pasco City Cauncil approved�rdinance No.4503,
adopting the 2021-2022 Biennial Budget; and
WHEREAS, the 2021-2022 Biennial Budget included the Chapel Hill Park development
project; and
WHEREAS, the 2021-2022 Biennial Budget did not include full allocation required as
determined by the engineers' estimate; and
WHEREAS, additional requirements to meet City development standards, escalations in
supply costs, smaller than anticipated playground grant monies and necessary change orders have
elevated the final cast to complete the park; and
WHEREAS, the Administrative and Community Services Department staff have
determined that it is critical to continue and complete this project, and immediate action to
supplement the project budget is required; and
WHEREAS, pursuant to RCW 35A.34.150 any taxpayer may appear at the meeting at
which this emergency ardinance is vated an and be heard for or against its adoption.
NOW, THEREFORE, THE CITY COUNCIL {�F THE CITY OF PASCO,
WASHINGTON I}O ORDAIN AS FOLLOVVS:
Section 1. Pursuant to RCVV 35A.34.200(1)(e) and 35A.34.150, the 2021-2022 Biennial
Budget be and the same is hereby amended to provide for the following adjustments to revenues,
transfers in, expenditures, and transfers out by providing authority for any necessary transfer af
money within or between funds indicated, and their subsequent impact to end fund balance:

Section 2. That the additions in appropriations and expenditures are hereby declared to
exist in the above funds for the said uses and purposes as shawn above and the proper City officials
are hereby authorized and directed to issue warrants and transfer funds in accordance with the
provision of the Ordinance.

Section 3. Except as amended herein, Ordinance No. 45Q3 as previously adopted
heretofore shall remain unchanged.
Section 4. This Ordinance,being an exercise of a power specificaliy delegated to the City
legislative body,is not subject to referendum,and shall take full foree and effect five(5)days after
approvai,passage and publication as required by law.
