Project Description: This amendment supplements Task Order No. 2 for evaluating pumps at the Butterfield Water Treatment Plant, which provides supplies to Zone 2. Scope of Services: See attached Exhibit A. Time of Performance: RH2 Engineering, Inc., will start this work upon receipt of this signed amendment. A draft technical memorandum will be completed within one (1) week of starting work, and the final technical memorandum will be completed within one (1) week of receipt of City comments. Fee for Services: Services will be performed pursuant to Exhibit B— Fee Estimate. On -Call Municipal Engineering Services Page 1 of 1 EXHIBIT A Scope of Work Task Authorization No. 2, Amendment No. 1 City of Pasco On -Call Municipal Engineering Services Agreement No. 19016 Butterfield Water Treatment Plant High Service Pump Evaluation Zones 2 and 3 Capacity Evaluation February 2021 Background This amendment supplements Task Authorization No. 2 for evaluating pumps at the Butterfield Water Treatment Plant (WTP), which provides supplies to Zone 1. The City of Pasco's (City) Zone 3 consists of most of the City's water service area north of Interstate 182. A new potential user at the far northeast end of Zone 3 has asked the City if it can obtain a 1.1 million gallons per day (MGD) supply for industrial purposes. The City has requested RH2 Engineering, Inc., (RH2) to evaluate the remaining capacity in Zone 3 and the capital improvements that would be necessary to prepare for a service of that size in that portion of Zone 3. Task 2 — Zone 3 Capacity Evaluation Objective: Evaluate the impacts of a new 1.1 MGD user in the northeast end of Zone 3. Approach: 2.1 Review and chart the finished water flows from the Butterfield and West Pasco WTPs from 2015 to 2020 to estimate system -wide maximum day demands (MDD). 2.2 Extract, evaluate, and chart the supervisory control and data acquisition (SCADA) data for the ESBPS flows from July 2020 to September 2020 to estimate the existing Zone 2 MDD. 2.3 Chart the remaining Zones 2 and 3 capacity based upon a previous accounting of flows available from Zone 3 to Zone 2 through existing PRVs. A maximum of 6,000 gallons per minute (gpm) is assumed to be available for conveyance from Zone 3 to Zone 2 through existing PRVs. 2.4 Perform a hydraulic analysis of the demands with the City's WaterCAD model maintained and used by RH2 for other water system projects. Hydraulic analyses will be performed to the extent necessary to properly analyze the Zone 3 hydraulics and future needs based on the findings in subtasks 2.1 through 2.3. An initial allocation of four (4) hours of a hydraulic modeling specialist's time has been allocated for this subtask. 2.5 Identify Zone 3 distribution pipe requirements and when an additional 2,000 gpm pump needs to be installed in the ESBPS to resolve any capacity deficiencies and/or the schedule to design and construct a new Zone 2 or Zone 3 reservoir. 1 City of Pasco Task Authorization No. 2 On -Call Municipal Engineering Services Agreement No. 19016 Amendment No. 1 Butterfield Water Treatment Plant High Service Pump Evaluation Exhibit A Zone 3 Capacity Evaluation Scope of Work 2.6 Document the findings of subtasks 2.1 through 2.5 in a technical memorandum. Provide a draft technical memorandum to the City for review, and finalize the technical memorandum following receipt of City comments. Assumptions: RH2 will rely upon the accuracy and completeness of any information, data, and materials generated or produced by the City or others in relation to this Scope of Work. • RH2 possesses the City's current hydraulic model and will utilize this model for all analyses. Provided by the City: • Table of daily finished water flows from each WTP from July and August each summer since 2015 (2015 to 2020) (provided via email on February 11, 2021). Totalized daily flow meter data for both flow meters at the ESBPS (SCADA data provided via upload on February 12, 2021). RH2 Deliverables: • Draft and final technical memorandum in electronic PDF format. Schedule RH2 will start this work upon receipt of this signed amendment. A draft technical memorandum will be completed within one (1) week of starting work, and the final technical memorandum will be completed within one (1) week of receipt of City comments.
