AGREEMENT NO. 19048
WHEREAS, the City and Murraysmith, entered into a Professional Services Agreement
on 1/10/2020 to provide engineering services for the design and permitting of the WWTP
Improvements —Phase 1 project.
WHEREAS, the City and Murraysmith, entered into Amendment No. 1 for this project
on 3/5/2021 to revise their original scope of work for professional engineering services, at no
additional cost;
NOW, THEREFORE, this agreement is amended to allow Murraysmith, to provide
additional professional engineering services associated the rebid of the project as described on
Exhibit A and extend time of performance.
Scope of Work:
See Exhibit A.
2. Fee:
The compensation for the additional work is based on a Time and Materials Basis of
$150,000.00, increasing the overall total authorization amount to $2,471,567.00
Time of erformance:
The services shall now be complete for the project on or before 12/31/2023.

WWTP Improvements, Phase 1

Background
EXHIBIT A
Murraysmith (Consultant) entered into a contract to complete design of the Phase 1
Improvements to the City of Pasco, Washington (City) municipal wastewater treatment plant
(WWTP) in January 2020. The design was planned to be complete in December 2020 with
bidding through March 2021. Consultant has been asked to revise their scope of work to
accommodate the rebidding of the project in April 2021. This Amendment clarifies and expands
the services to be completed.
The following Scope of Services describes the changes that were made. All work is still for
the Phase 1 improvements only.
Scope of Services
The following subtask from the January 2020 original contract and Amendment #1 has been
modified. The previous scope of services description is deleted per this contract amendment
and is modified as described.
• Subtask 1.1— Invoice/Progress Reports
The following subtask has been added via this amendment to the scope of work.
• Subtask 9.5 — "Rebid" Assistance
The following new subtask scope of services descriptions are added per this contract amendment:
1.1 Invoices/Progress Reports
The project will be managed to maintain the scope, schedule, and budget. At a minimum, updates
on project schedule and budget will be provided as part of the monthly invoicing process. Monthly
invoices will include expenditures by task, hours worked by project personnel, and other direct
expenses with the associated backup documentation. Monthly progress reports will accompany
each invoice and include budget status (percent spent and budget remaining), progress (in terms
of percent complete), summary of work accomplished, estimated work to be completed in the
next invoice, issues encountered, and actions taken for their resolution or that still require project
team action, and discussion of identified potential impacts to scope, budget, or schedule.
Project duration is anticipated to increase 3 months; therefore, it is assumed that there will be up
to 18 progress payments/status reports.

9.5 "Rebid" Assistance
To accommodate rebidding the construction project, Consultant will update Volume 1 of the
previous bid documents and prepare a final stamped set of Contract Documents ready for
rebidding. Changes made to Volume 1 will be developed based on input received from the City
Public Works Staff, City attorney(s), and Mike Purdy (subconsultant). Volume 2 through Volume 5
will be based on documents produced for the original bid with changes from addenda during the
original bid. A pre-bid meeting for the rebidding of the project is not assumed necessary.
During the rebid period, Consultant will assist City with responses to Bidder inquiries and
questions. Questions and inquiries that require clarification to all Bidders will be issued via
Addenda prepared by Consultant for City review and use. This work may also include the
development of an addenda to cover minor comments received by the City, Ecology, or other
permitting agency that are received after the development of the Contract Documents are
complete.
Consultant will also assist the City in their evaluation of the bids received. Assistance may include
items such as preparation of a bid tabulation spreadsheet, a review of required bid materials (e.g.
— bid bond, listed subcontractors, acknowledgement of addenda, etc.), and/or a review of the
supplemental bidder responsibility criteria submitted. Consultant will discuss findings with the City
and aid in bidder communication as needed.
At the completion of the project rebid, Consultant will incorporate all changes made by addenda
during the rebid period into a conformed set of documents (all 5 volumes) for use during the
performance of the contract.

The work covered under this scope of work will be billed on a time and materials basis at the billing
rates for personnel working directly on the project, which will be made at the Consultant's Hourly
Rates, plus Direct Expenses incurred. The overall budget estimate breakdown for this work is
outlined in the table below. Consultant will manage the work identified to the aggregate
authorized budget amount which shall not be exceeded without written authorization from the
City.
