NOW, THEREFORE, this agreement is amended to allow Murraysmith, to modify their original scope of work for professional and design engineering services as described within Exhibit A. Scope of Work: See Exhibit A. 2. Fee: No Change. The compensation for this project is based on a Time & Materials Basis and remains limited to $2.321,567.00. However, based on modifications to the original scope of work the allocation of budget between tasks 2-9 has been modified, as described within Exhibit A. 3. Time of performance: No Change. Page 1 SCOPE OF WORK — AMENDMENT #1 WWTP Improvements, Phase 1 CITY OF PASCO, WA Background EXHIBIT A Murraysmith (Consultant) entered into a contract to complete design of the Phase 1 Improvements to the City of Pasco, Washington (City) municipal wastewater treatment plant (WWTP) in January 2020. The design was planned to be complete in December 2020 with bidding through March 2021. Consultant has been asked to revise their original scope of work to the City and this Amendment clarifies and expands the services to be completed. The following Scope of Services describes the changes that were made. All work is still for the design of the Phase 1 improvements only. Scope of Services The following subtasks from the January 2020 original contract have been modified. The previous scope of services description for each is deleted per this contract amendment. All other tasks and subtasks remain unchanged: • Subtask 5.3 — Constructability Review • Subtask 5.5 — Final Contract Document Overview Workshop • Subtask 6.5 — 100% Contract Document Construction Cost Opinion • Subtask 8.1— Interim WAS Thickening Plan • Subtask 8.2 — Interim Blower Redundancy Plan • Subtask 8.3 — Detailed Equipment Selection Reviews • Subtask 8.4 — WWTP Site Visits • Subtask 8,6 — Permitting and Public Outreach • Subtask 9.3 — Bid Evaluation Support The following new subtask scope of services descriptions are added per this contract amendment: 5.3A City Staff and Third Party 90% Constructability Review Review documents will be provided a week in advance of review meetings. Budget includes up to two review meetings of four-hour duration with the design team leads to discuss project constructability and recommended alternative approaches. Consultant will respond to comments provided by City and Third -Party Staff on the 90% Contract Development Package in a detailed comment tracking spreadsheet. Tracking spreadsheet will City of Pasco MURRAYSMITH WWTP Improvements, Phase 1 January 2021 Page 1 include compilation of comments, response from Consultant, changes needed, and changes completed. 5.38 Washington Department of Ecology 90% Review Consultant will prepare a comments tracking spreadsheet from detailed comments provided by Washington Department of Ecology staff on the 90% Contract Development Package. Tracking spreadsheet will include compilation of comments, response from Consultant, changes needed, and changes completed. Consultant will prepare and distribute a summary of the review comments received for discussion. 5.5 Washington Department of Ecology 100% Review Consultant will prepare comments tracking spreadsheet from detailed comments provided by Washington Department of Ecology staff on the 100% Contract Development Package. Tracking spreadsheet will include compilation of comments, response from Consultant, changes needed, and changes completed. Consultant will prepare and distribute a summary of the review comments received for discussion. 9.2A Constructability Review Comments Incorporation Following receipt of the Task 5 Contract Documents review comments, consultant will incorporate constructability review comments, as appropriate, and prepare an addendum of changes to the Contract Documents. 9.28 Process Control Descriptions Consultant will develop process control descriptions (PCDs) for use by the City's selected programming consultant. PCDs will describe the intended operation of unit processes/systems and the general control and integration of the project equipment. The City's selected programmer will be responsible for not only controlling the new equipment as required, but also to remove or alter the logic for equipment that is being replaced or removed and integrate the new equipment into the overall plant process. Additional coordination between the design engineer and the City's selected programming consultant to finalize programming and system integration details during construction are anticipated and will be covered in a subsequent scope of work. 9.3 Bid Evaluation Support Consultant will assist City in their evaluation of the bids received. Assistance may include items such as preparation of a bid tabulation spreadsheet, a review of required bid materials (e.g. — bid bond, listed subcontractors, acknowledgement of addenda, etc.), and/or a review of the supplemental bidder responsibility criteria submitted. Consultant will discuss findings with the City and aid in bidder communication as needed. City of Pasco MURRAYSMITH WWTP Improvements, Phase 1 January 2021 Page 2 9.4 Conformed Set Consultant will incorporate all changes made by addenda during the bid period into a conformed set of documents (all 5 volumes) for use during the performance of the contract. Budget The work covered under this scope of work will be billed on a time and materials basis at the billing rates for personnel working directly on the project, which will be made at the Consultant's Hourly Rates, plus Direct Expenses incurred. The overall budget estimate breakdown for this work is outlined in the table below. Consultant will manage the work identified to the aggregate authorized budget amount which shall not be exceeded without prior written authorization from the City. Consultant will make every effort to complete the work in a timely manner; however, it is agreed that consultant can not be responsible for delays occasioned by factors beyond its control, nor by factors that could not reasonably have been foreseen at the time this scope was executed.
