AMENDMENT No. 1 to PROFESSIONAL SERVICES AGREEMENT Butterfield Water Treatment Plant Facility Plan Project No. 20250 AGREEMENT NO. 20-020 WHEREAS, the City and Carollo Engineers, Inc., entered into a Professional Services Agreement on 7/24/2020 to provide engineering services with respect to the Butterfield Water Treatment Plant Facility Plan project. NOW, THEREFORE, this agreement is amended to allow Carollo Engineers, Inc., to provide additional professional engineering services as described on Exhibit A. Scope of Work: See Exhibit A. 2. Fee: The compensation for the additional work is based on Time and Materials and is in the amount of $29,134.00, increasing the overall total authorization amount to $289,086.00. Jim Meyerhofer — Principal n Charge Page 1 EXHIBIT A THE CITY OF PASCO, WA AMENDMENT 1- SCOPE OF WORK Butterfield Water Treatment Plant— Facility Plan BACKGROUND The City of Pasco has contracted with Carollo Engineers to complete a Facility Plan for the Butterfield Water Treatment Plant, which is currently in progress. While the Facility Plan continues to develop, the City has determined that the currently scoped approach limits the level -of -detail desired to make an informed decision on the alternatives that will undergo additional screening and evaluation. As such, the City has requested an amendment to the Facility Plan scope -of -work to increase the number of alternatives to be evaluated. The resulting alternatives evaluation procedure, to be conducted as part of Task 400, is summarized in the figure below. With this addition, alternatives will be identified and screened for a total of four treatment processes. The City will select the four treatment processes thereof based on recommendations from Carollo. The available alternatives for each of the four WTP processes will be discussed at a high level in a screening workshop. This screening will include pros/cons, a cost indicator (e.g. $, $$, $$$), and The CITY of Pasco - Butterfield WTP Facility Plan Project Amendment Page 1 of 3 risk/safety considerations for each of the identified alternatives. As established in Task 401 and amended in Task 401.1, the top two highest ranking alternatives for each of the four processes will undergo additional evaluation, which will include process flow diagrams, conceptual site plans, comparative capital and O&M cost estimates, and scoring based on the non -economic factors established in Task 200. Assumptions 1. The general assumptions included in the original scope of work apply to this amendment. 2. Initial treatment process alternatives (prior to screening) will be compared based on high level (order of magnitude) costs for typical installations and typical performance at similar facilities. Screening of alternatives will occur in a conference call workshop with the City, attended by the CONSULTANT's Project Manager and Project Engineer. 3. The City has selected the following treatment processes and alternatives to be screened for subsequent evaluation (Task 402): • Pretreatment (currently being provided by conventional flocculation and sedimentation) Alternatives to be considered for screening: o Clarification with Plates o Ballasted Flocculation o Dissolved Air Flotation o Direct Filtration (flocculation only) • Pre -Oxidation & Primary Disinfection (including Giardia and virus inactivation, currently being provided by free chlorine and a baffled contact/storage basin). Alternatives to be considered for screening: o UV o Ozone o Chlorine o Potassium Permanganate • Taste & Odor, Metals, and Algal Toxin Treatment (currently being provided by Potassium Permanganate). Alternatives to be considered for screening: o Potassium Permanganate o Ozone o Activated Carbon Adsorption o Chlorine • Source of Residual Disinfectant (currently being provided by chlorine gas). Alternatives to be considered for screening: The CITY of Pasco - Butterfield WTP Facility Plan Project Amendment Page 2 of 3 o Chlorine gas o Sodium Hypochlorite (bulk 12.5%) o Sodium Hypochlorite (generated on-site) Meetings/Workshops: 1. Alternatives Screening Workshop. Deliverables: Pre -workshop materials, including screening information as described in Task 401 and 401.1. Task 600 — sinal Report Development of the facility plan has been effective for documenting the City's needs and goals as well as collecting WTP information into a central repository. As part of this iterative process, draft chapters have prompted further investigation into available information, generated new data requests, and ultimately resulted in significant edits to draft chapters that, in some cases, substantially changed following the initial City -reviewed content. In order to confirm the new or updated information has been sufficiently incorporated into draft chapters, this amendment would provide the City with another optional review period for the draft final report. 13.1 — Draft Final Report Revie� This amendment will provide for an additional City review of the draft final report. The draft final report will be compiled from draft final chapters 1 to 6 and the executive summary. The draft final documents will incorporate previous City review comments and any additional information provided (as developed through previous tasks).
