Worley, P.E. —Public W,dyks Director ATTEST: -1/-w, &-' Debra C. Barham, City Clerk APPROVED e er . on Law City Attorney (5L ;. 01ZXS91 Paul Cross, P.E. - Principal Professional Services Agreement — RI -12 Engineering, Inc. Agreement No. 21-012 Northwest Irrigation System Study Page 9 of 9 Scope of Work City of Pasco Northwest Irrigation System Study February 2021 Background EXHIBIT A The City of Pasco (City) is planning for water, sewer, and irrigation system expansion to meet concurrency requirements of the Growth Management Act for the expanded urban growth area (UGA) boundaries proposed by the City's 2018-2038 Comprehensive Plan for land use. The City's Community and Economic Development Department (CED) anticipates that a significant amount of the 20 -year growth will occur in the northwest planning areas that are not currently served by City utilities. The City has asked RH2 Engineering, Inc., (111-12) to prepare the Northwest Irrigation System Study to build upon other recent studies prepared by RH2 for the City for both sewer in the Addendum to the Comprehensive Sewer Plan (in progress) and irrigation in the Irrigation System Capacity Analysis (2018) and Future Irrigation System Supply (2019). The goal of this study is to develop a preliminary layout of a trunkline irrigation system with proposed pressure zones and to consider the source of supply coming directly or indirectly from the Columbia River, groundwater supplies, the South Columbia Basin Irrigation District (SCBID), or some combination thereof based upon the advantages and disadvantages of each alternative. If irrigation supplies from licenses with the United States Bureau of Reclamation (Reclamation) for use of surface water supplies from SCBID or groundwater supplies from 508-14 area irrigation rights are viable to pursue, Task 3 will be used to prepare strategic supply and operational strategies for navigating the contract options with Reclamation and to develop a potential mutual operating agreement with SCBID for supporting some or all of the municipal and industrial (M&I) contract administration with the future urban users of Reclamation project water. Task 1— Irrigation Demands Objective: Review historical irrigation water use and forecast future irrigation water demands of the system. Approach: 1.1 Develop annual irrigation water demand projections for the first 10 years and projections for year 20 based on projected system population data and historical demands for residential and commercial uses. City staff will assist RH2 in identifying homeowner groups within the development areas who have non -City sources of irrigation and potable water and likely points of contact. The level of effort for this research is highly variable and any effort beyond ten (10) hours is outside of the Scope of Work for this study. City of Pasco Exhibit A Northwest Irrigation System Study Scope of Work 1.2 Prepare a preliminary layout of trunk irrigation lines and pressure zones within the UGA boundaries based upon 10- and 20 -year developments in the Northwest area, West Broadmoor area, and West, Central, and East UGA expansion areas. 1.3 Identify development areas that have existing irrigation supplies and their current source of supply, and estimate total consumption by source. 1.4 Tabulate the total consumption of customers within each pressure zone and assign to nodes in the irrigation system hydraulic model currently being maintained by RH2. 1.5 Examine each of the pressure zones and identify areas of low and high pressures. Include a table showing each zone, its maximum and minimum service elevation, and its service pressures (at static conditions). Assumptions: • It is assumed that the existing City irrigation wells and up to 3,000 gallons per minute of capacity from the Columbia River Intake is needed to accommodate infill and growth within the current distribution system boundaries and will not have adequate capacity for any additional expansion areas. • RH2 will rely upon the accuracy and completeness of any information, data, and materials generated or produced by the City or others in relation to this Scope of Work. Provided by City: • Development names, homeowner groups, and contact persons within the UGA boundary. RH2 Deliverables: • Preliminary map of service area, trunklines, and pressure zones with tabulation of supply requirements and service pressures in electronic PDF format. Task 2 — Irrigation Water Supply Operational Strategy Objective: Perform hydraulic analyses to improve the irrigation system operational strategy based on water quality, energy efficiency, hydraulic capacity, and capital and operations and maintenance (0&M) costs. Approach: 2.1 Evaluate the 10 -year and 20 -year average irrigation water supply requirements of each pressure zone. 2.2 Coordinate with SCBID to obtain information about the Municipal and Industrial (M&I) supplies available within the Pasco Pump Lateral system within the development periods based upon canal capacity and the potential for existing service areas converting from agriculture to urban services. 2.3 Evaluate and quantify the potential of assuming and incorporating existing non -City irrigation supplies from development areas as a condition of annexing into the City. Consider if potential groundwater sources provisioned as 508-14 area irrigation water rights would be subject to City of Pasco Northwest Irrigation System Study Exhibit A Scope of Work future licenses with the United States Bureau of Reclamation (Reclamation) for use of that water. 2.4 Estimate costs for producing water from each of the City -owned potable sources for developing the current backup potable water intake as a source of expanding irrigation supplies from the Columbia River Intake or for developing a new groundwater source in hydraulic continuity with Columbia River surface sources through one (1) or more collector well(s). Compare costs of producing water to purchasing water from Reclamation through an M&I contract. 2.5 Evaluate new booster pump stations (BPS) for each source of supply and briefly describe deficiencies of existing facilities. 2.6 Perform a steady-state analyses in the hydraulic model to recommend a conceptual improvement strategy for the irrigation water system to improve capacity on an incremental basis. Identify improvements as necessary to implement the recommended concepts. The alternative analyses will consider the following elements: • Developing supplies from SCBID, groundwater sources, or new collector well sources. • Increasing supply produced from sources owned by the City. • Estimating energy efficiency and power demand costs. • Estimating capital and 0&M costs. • Reviewing water right and permit limitations for each individual source and annual permit fees where applicable. 2.7 Prepare a draft technical memorandum and virtually meet with City staff to discuss the results of the analyses and review the feasibility of the proposed operational strategy. RH2 will provide an agenda and minutes for the meeting. 2.8 Revise the recommended improvement strategy per City review comments. Since this item is highly variable in nature, an initial allocation of sixteen (16) hours of a water modeling specialist's time has been included for this subtask. If an acceptable strategy cannot be determined within this initial allocation, RH2 will coordinate with the City to determine the next steps, which may include a scope amendment. 2.9 Finalize the technical memorandum documenting the results of the water supply optimization analyses. Assumptions: • No effort will be made to identify willing sellers for real property acquisition, easements, or water supply sources. • Research of water rights for existing systems will be limited to matching existing ownerships and legal descriptions to water rights records available. No effort will be made to verify chain of ownership or current extent and validity. City of Pasco Exhibit A Northwest Irrigation System Study Scope of Work Provided by City: • Review and comments on draft technical memorandum and attendance at meeting to discuss. RH2 Deliverables: • Virtual meeting with City staff, including agenda and minutes in electronic PDF format. • Draft and final technical memorandum in electronic PDF format. Task 3 — Agency Coordination Assistance Objective: Assist the City in developing strategic supply and operating strategies for obtaining Reclamation project water for irrigation purposes within the City's UGA. Approach: 3.1 Attend a kickoff meeting with the City, SCBID, and Reclamation to develop a framework understanding of physical and contractual constraints for obtaining project irrigation water for M&I use within the expanded City UGA. 3.2 Prepare a preliminary booster pump station (BPS) layout and turnout location on the PPL 1.6 canal or on the Columbia River where supplies would be available at incremental instantaneous and annual quantities as agricultural land is converted to urban and industrial developments. 3.3 Discuss delivery flexibility, rules, and regulations of the SCBID and supply allocation in high demand years. 3.4 Identify development areas that have existing M&I contracts, their current points of diversion, and estimate total consumption by source. 3.5 Attend up to five (5) meetings with the City, SCBID, and Reclamation to negotiate terms and conditions for the supply of project irrigation water for M&I purposes and the technical basis for a technical memorandum of understanding between the three agencies. Minutes and agendas will be prepared by RH2 and informally presented in PDF format through email correspondence. Assumptions: • The level of effort for agency coordination and meetings is highly variable and any effort beyond 72 hours for Task No. 3 is outside of this Scope of Work for this assistance without developing supplementary tasks and budgets required by the City. • RH2 has no control over the response and acceptance of any proposals made to SCBID or Reclamation for obtaining irrigation water through M&I contracts. Provided by City: • Attendance at meetings with RH2, Reclamation, and SCBID. City of Pasco Northwest Irrigation System Study RH2 Deliverables: Exhibit A Scope of Work Development of supply and operating strategies, meeting agendas, preliminary points of delivery, and booster pump station designs in electronic PDF format. Schedule RI -12 will complete Task 1 within six (6) weeks of receiving this signed task authorization based upon receipt of contact information from the City within the first two (2) weeks of the notice to proceed. Task 2 will begin after review and concurrence from the City of the preliminary service area, zones, and trunkline layout. Work will proceed and a draft technical memorandum will be prepared and provided to the City within eight (8) weeks following concurrence from the City of the preliminary service area, zones, and trunkline layout. The draft technical memorandum will be finalized within two (2) weeks of obtaining City review comments. Task 3 will begin within (two) 2 weeks after finalization of the technical memorandum, but the term of the work is anticipated to last through 2021.
