NOW, THEREFORE, this agreement is amended to allow R112 Engineering, Inc. to provide additional time of performance for the engineering services as described within Exhibit A. Paul Cross, PE — Project Manager Amendment No. 2 to Professional Services Agreement Page 1 RH2 Engineering, Inc. 19053 — Road 52 & Pearl Street Lift Station Project EXHIBIT A Scope of Work City of Pasco Road 52 and Pearl Street Lift Station Project December 2018 Background The City of Pasco (City) has selected RH2 Engineering, Inc., (RH2) to design its Road 52 and Pearl Street Lift Station Project. The project is intended to expand sewer service to the East Subbasin of the Riverview Area, which is located generally west of Road 40, east of Road 68, north of Court Street, and south of 1-182 in Pasco, Washington. Portions of the Riverview Area are within an enclave of unincorporated Franklin County (i.e., the "donut hole"), but are expected to be annexed into the City over the long term. The proposed improvements are expected to generally follow the service concept for the Riverview Area included in the City's May 2014 Comprehensive Sewer Plan. The City further evaluated the area characteristics and refined the approximate limits of a potential subbasin to be served in the near future. The City also identified the preliminary location of a proposed regional lift station. The proposed improvements, which will be confirmed and/or refined by RH2 during the design phase, include the following. • A lift station located in the vicinity of Pearl Street and Road 52, on a City -owned parcel. The lift station will be sized to serve approximately 663 acres, with approximately 255 acres identified by the City as "developable". For the purpose of preparing this Scope of Work, RH2 assumes the peak lift station capacity will be approximately 1,000 to 2,000 gallons per minute (gpm). • Approximately 3,400 linear feet of force main piping from the lift station to discharge into the existing gravity sewer system on Road 52 between West Sylvester Street and Court Street. • Approximately 8,200 linear feet of gravity sewer transmission main piping to collect and convey flow to the lift station. The City's service concept includes locating portions of the proposed gravity main within existing United States Army Corps of Engineers (USACE) right-of-way/easements. The gravity main is expected to extend to approximately Road 68 and West Wernett Road to the west of the lift station and to Road 48 to the east of the lift station. RH2 understands that this project is tied to the construction of a new fire station to be located near the proposed lift station, and as such it is critical to construct a service line to the fire station and have the lift station and force main operational upon the projected completion of the fire station in March 2020. RH2 has developed a strategy to break the project into two phases in order to expedite the design and construction of the lift station, force main, and fire station service to serve the fire station and facilitate restoration of Road 52 during the fall 2019 or spring 2020 paving window. The remaining gravity sewer transmission main improvements will be captured in a second phase. The scope of work for this project includes the following major tasks, which are described in additional detail below: • Task 1— Hydraulic Analysis and Engineering Report • Task 2 —Agency Coordination, Permitting, and Easement Acquisition 1/17/2019 8:01:20 AM Z:\NewBusiness\Proposal\PSC\20l8l205_P5C_M180145_Road 52 and Pearl Street Lift Station\Contract\PSA_SOW_Road 52 and Pearl Street LS.docx City of Pasco Road 52 and Pearl Street Lift Station • Task 3 — Phase 1 Design (Lift Station, Force Main, and Fire Station Service) • Task 4 — Phase 2 Design (Gravity Sewer) • Task 5 — Services During Construction (Limited) • Task 6 — Project Management General Project Assumptions: Exhibit A Scope of Work • The designs will utilize City standard details, specifications, and materials, as well as City -provided general contractual conditions and forms to the extent applicable. In general, sewer infrastructure will be designed in accordance with Washington State Department of Ecology (Ecology) recommendations per Ecology's "Criteria for Sewage Works Design." • All design work performed -to -date for the fire station project will be provided to RH2 with the Notice to Proceed. The City will keep RH2 informed of the project's progress regularly. • RH2 will prepare permit submittals included in this Scope of Work and deliver them to the City. The City will provide information that is pertinent to permit submittals to the extent it is available, pay all permit fees, and perform final permit submittal directly to the applicable agencies. • RH2 will prepare final bid packages and deliver them to the City. The City will submit to the appropriate publications and pay for the advertisement as required. • RH2 will utilize and rely upon materials, information, and data provided or produced by the City, or others, as described within this Scope of Work. • Comments on RH2 deliverables will be provided by the City and other agencies in a reasonable time frame (e.g., within two [2] weeks in most cases). • This Scope of Work separates the work into two distinct phases, but RH2 will endeavor to eliminate any duplication of efforts. For example, this Scope splits the topographic survey and geotechnical investigation work out for each phase in an attempt to expedite the schedule for Phase 1. If there is an opportunity to perform the surveying and geotechnical work concurrently for both phases, RH2 will do SO. Time and Performance: RH2 will begin work upon receipt of Notice to Proceed from the City and will make reasonable efforts to complete the services within the following schedule: • Hydraulic Analysis and Engineering Report — Two (2) months from Notice to Proceed. • Phase 1 Design, Permitting, and Easement Acquisition (Lift Station, Force Main, and Fire Station Service) — Five (5) months from Notice to Proceed. Phase 2 Design, Permitting, and Easement Acquisition (Gravity Sewer) — Nine (9) months from Notice to Proceed. The analysis will also confirm and refine the spatial extent of the contributing basin, evaluate pipeline route alternatives, and make recommendations on potential capital investment recuperation mechanisms to be presented in an engineering report. The report will include conceptual figures and cost opinions for Phase 1 and Phase 2 that will serve as the 30 - percent design for permitting purposes, as well as for City review and concurrence with horizontal alignments, sizing, and facility siting. Approach: 1.1 Prepare data request list and coordinate with the City to obtain pertinent sewer planning information, record drawings, etc. 1.2 Review available project background information. 1.3 Confirm the extents of contributing basin and sub -basins based on available topographic data. 1.4 Evaluate the historical wastewater flow rate and load data and peaking factors based on information provided by the City. 1.5 Estimate wastewater flow and load changes for the 10- and 20 -year projected population growth, and buildout projections within the applicable basins and sub -basins based on information provided by the City regarding proposed developments, projected population growth, and historical wastewater flow. rate and load data. 1.6 Meet with the City to discuss design flows. 1.7 Prepare a suite of up to three (3) system curves for the lift station to evaluate various operating conditions. 1.8 Coordinate with pump manufacturers to identify the preferred wastewater pumps. 1.9 Prepare duty point/operating point calculations. 1.10 Prepare wet well sizing and pump cycling calculations. 1.11 Prepare emergency storage calculations. 1.12 Prepare force main sizing calculations. 1.13 Prepare gravity transmission main sizing calculations. 1.14 Document the recommended set points and operating criteria. 1.15 Evaluate and recommend capital investment recuperation mechanisms. Assumptions: • Basin delineation can be performed using aerial photography and readily available topographic data from geographic information system (GIS) sources (i.e., prior to survey data being collected). • Design flows can be suitably estimated based on the per capita flows and wet weather contributions described in the City's Comprehensive Sewer Plan, or with other more accurate information provided by the City. • The analysis will include only a cursory review of the gravity sewer system downstream of the force main discharge point. RH2 assumes that the gravity system downstream of the facility (and the wastewater treatment plant) has sufficient capacity to accept peak lift station flows. RH2 will notify the City immediately if the results of the cursory review indicate that is not the case. • The Engineering Report is not intended to fulfill Ecology submittal requirements, since the project is already described in the City's approved Comprehensive Sewer Plan. Provided by the City: • The most up-to-date version of the City's sewer model, population estimates, growth models, planned developments, and other background information material to sewer planning. RH2 will prepare and submit a data request to the City to help identify necessary information. RH2 Deliverables: • One (1) draft and one (1) final Engineering Report in electronic PDF, including figures and cost opinion. Task 2 — Agency Coordination, Permitting, and Easement Acquisition Objective: Prepare permit submittals and coordinate with agencies to obtain required environmental permits and property easements/franchises. Conduct an environmental site investigation and prepare environmental documentation and compensatory mitigation as needed. RH2 assumes the project will trigger the State Environmental Policy Act (SEPA) process and require a Cultural Resources Assessment. RH2 also assumes that the project will require coordination with Franklin County, Franklin County irrigation District (FCID), Franklin County Public Utility District (Franklin PUD), and the USACE to obtain easements/franchises for pipelines outside of City rights-of-way (ROWs). This task will also include community outreach, attendance at community meetings, and preparation of figures and exhibits for community outreach. Due to the difficulty in predicting RH2's level of effort coordinating with agencies in this task, the estimated level of effort and associated hours currently attributed to this task may be imprecise. Additional authorization may be needed if RH2's involvement exceeds the hours currently allocated in Exhibit B, Fee Estimate. Approach: 2.1 Complete an Archaeological Resources Protection Act (ARPA) permit application and submit to USACE prior to cultural resource site evaluation. 2.2 Perform background research, tribal contact, field observation, and final reporting documentation to identify archaeological and historical resources in accordance with Washington State Department of Archaeology and Historic Preservation (DAHP) guidelines. This work will be completed by Cultural Resource Consultants, LLC (CRC) as a subconsultant to RH2. CRC will prepare an inadvertent discovery plan (iDP) and a Cultural Resources Assessment to assess potential project impacts. Subtasks 2.1 and 4 1/17/2019 8:01:20 AM Z:\NewBusiness\Proposal\PSC\20181205_PSC_M180145_Road 52 and Pearl Street Lift Station\Contract\PSA_SOW_Road 52 and Pearl Street LS.docx City of Pasco Exhibit A Road 52 and Pearl Street Lift Station Scope of Work 2.2 assume that a cultural resource evaluation will be required based on the project site's location in an area classified as 'very high risk' of cultural resource discovery by the Washington State Department of Archaeology and Historic Preservation (DAHP) predictive model. Submit the completed Cultural Resources Assessment to USACE. it is assumed that USACE will complete cultural reviews, including coordination with affected Tribes and interested parties, and that no mitigation for impacts to cultural resources will be required. 2.3 Review the existing environmental data and perform an environmental site investigation to determine the presence/absence of wetlands in or adjacent to the project area. If wetlands are present, delineate wetlands, flag test pits and wetland edges for subsequent surveying, characterize wetland habitat, and complete wetland ratings. Determine wetland buffer requirements consistent with wetland ratings and City code requirements. Complete a field map of test pit locations and wetland boundaries and provide to R1 ­12's surveyor for subsequent surveying. if no wetlands are present, the level of effort for this subtask will be reduced. It is assumed that no streams are present. 2.4 Prepare a Wetland Detailed Study in accordance with Pasco Municipal Code (PMC) Chapter 28.16 presenting results of field investigations and proposed compensatory mitigation plan, including performance standards, monitoring, maintenance, and other required elements. This subtask assumes that up to 700 linear feet of trenching for gravity sewer main installation will occur within wetlands. Any wetland impacts are assumed to be temporary only and will be mitigated on-site at a 1:1 ratio. Prepare compensatory mitigation plan and notes/details sheets for inclusion in the construction plans. Prepare 8.5 -inch by 11 -inch plan sheets to facilitate USACE permit submittals. 2.5 Coordinate with the City and USACE on mitigation approach. Revise the Wetland Detailed Study based on City and USACE comments. 2.6 Prepare a Joint Aquatic Resources Permit Application (DARPA) for submittal to USACE to comply with Section 404/401 of the Clean Water Act (CWA). The project is anticipated to qualify for a Nationwide Permit for CWA Section 404 compliance. It is anticipated that the JARPA and wetland materials will be reviewed by USACE concurrently with easement application materials. 2.7 Prepare a draft SEPA Checklist for City staff review. 2.8 Finalize the SEPA Checklist based on City staff comments, and provide to the City Planning Staff for completion of a SEPA Determination. 2.9 Provide up to sixteen (16) hours of coordination and correspondence with Franklin County to discuss the planned improvements and obtain required easements/franchises and/or permits for the City to construct, operate, and maintain the proposed sewer infrastructure planned for the Franklin County ROW. 2.10 Prepare a Freedom of Information Act (FOIA) request to obtain USACE record drawings for their infrastructure within the project limits. 2.11 Provide up to thirty-two (32) hours of coordination and correspondence with the USACE to discuss planned improvements and obtain required easements/franchises and/or permits for the City to construct, operate, and maintain the proposed sewer infrastructure planned for the USACE ROW. Assumptions: Exhibit A Scope of Work • RH2 assumes that the USACE will either convey their easements to the City or grant a Consent to Easement to allow the City to own, operate, and maintain infrastructure in the USACE ROW. RH2 assumes that the process will be similar with Franklin County. • The City will be the lead agency for the SEPA Checklist, which will cover both phases of the project. • RH2 assumes that the process of obtaining easements from USACE will be categorically excluded under the National Environmental Policy Act (NEPA) and that USACE will not require NEPA documentation (such as an Environmental Assessment or Environmental Impact Statement) from RH2. • No Endangered Species Act or floodplain documentation from RH2 is anticipated to be required by the USACE. • Identification and delineation of wetland habitat will be completed for the proposed project alignment and areas within 100 feet. • Wetland delineations will be completed using the Corps of Engineers Wetlands Delineation Manual (U. S. Army Corps of Engineers, 1987) and the Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Arid West Region (U.S. Army Corps of Engineers, 2008). • Categorization of wetlands will be completed using the Washington State Wetland Rating System for Eastern Washington (Ecology, 2015). • No Ecology submittals are required because the proposed improvements are included in the City's Comprehensive Sewer Plan. • RH2 assumes that no City or Franklin County development review/permits will be required, and that the square footage of the proposed lift station facility will not trigger stormwater control requirements. • The project is anticipated to qualify for an Erosivity Waiver, and therefore a Construction Stormwater General Permit will not be required. • RH2 cannot warrant or guarantee any agency's approval or response time. • RH2 assumes that no easements will be required through private property (i.e. all improvements will be within City -owned property, Franklin County ROW, or USACE ROW). If easements are required, RH2 generally estimates $10,000 per ownership. If required, a contract amendment will be prepared for private property easement acquisition via subconsultant to RH2. Task 3 — Phase 1 Design (Lift Station, Force Main, and Fire Station Service) Objective: Develop design plans, specifications, and cost opinions for the lift station, force main, and fire station service, based on decisions made during the Hydraulic Analysis and Engineering Report task. This task assumes that the City will pre -purchase pumps and major electrical equipment in order to expedite the schedule. Approach: 3.1 Obtain topographic survey prepared by a licensed surveyor for the limits of work in this phase. This work will be completed by Rogers Surveying, Inc., P.S. (Rogers) as a subconsultant to RH2. 3.2 Perform one (1) site visit to photograph and document site conditions. 3.3 Prepare an electronic base drawing based on topographic survey, City record drawings, and site visit. 3.4 Excavate test pits, evaluate in-situ soil conditions, and obtain laboratory analysis of soil samples. RH2 assumes the City will provide a backhoe and operator to excavate test pits at the lift station location and along the force main alignment outside the limits of pavement. 3.5 Prepare a summary of geotechnical conditions to be included in the bid package. Summary will support the design, construction, and specifications for shoring systems, dewatering methods during sewer main trench and lift station excavations, and other pertinent information for the design and construction of the improvements. 3.6 Prepare a dewatering plan based on the findings of the geotechnical investigation. This work will be completed by Shannon & Wilson, Inc. (S& W) as a subconsultant to RH2. 3.7 Prepare 60 -percent plans and details. See Assumptions for assumed sheet count. 3.8 Prepare 60 -percent technical specifications based on site-specific amendments to the most current edition of the Washington State Department of Transportation (WSDOT) standard specifications with City amendments or RH2's modified Construction Specifications Institute (CSI) specifications. 3.9 Prepare 60 -percent opinion of probable construction cost. 1/17/2019 8:01:20 AM Z:\NewBusiness\Proposal\PSC\20181205_PSC_M180145_Road 52 and Pearl Street Lift Station\Contract\PSA_SOW_Road 52 and Pearl Street LS.docx City of Pasco Road 52 and Pearl Street Lift Station Exhibit A Scope of Work 3.10 Provide in-house quality assurance/quality control (QA/QC) review of 60 -percent plans, specifications, and cost opinion. 3.11 Conduct one (1) meeting with City staff to review 60 -percent plans, specifications, and cost opinion. 3.12 Incorporate City comments and advance plans, specifications, and cost opinion to 90 -percent level. 3.13 Prepare specifications for pre -purchasing pumps and major electrical equipment. 3.14 Prepare "front-end" bid documents (e.g., information for bidders, advertisement for bids, proposal forms, contract forms, etc.) using City standard templates. 3.15 Provide in-house QA/QC review of 90 -percent bid package. 3.16 Conduct one (1) meeting with City staff to review 90 -percent plans, specifications, and cost opinion. 3.17 Incorporate City comments and prepare final bid package. 3.18 Provide up to forty (40) hours of assistance to the City during the bid phase. RH2 assumes this will include responding to contractor or supplier questions during the bidding process, attending bid opening, preparing bid tabulation, and reviewing the lowest bidder information to provide a construction contract award recommendation letter to the City. Assumptions: RH2 assumes that the Phase 1 plans will require approximately 45 sheets total at 1 -inch equals 20 feet scale: Cover, General Notes and Legends, Project Overview, Horizontal Control and Demolition Plans (11 sheets), Gravity Sewer Plan and Profile Sheets (3 sheets), Sewer Force Main Plan and Profile (8 sheets), Sewer and Restoration Details (4 sheets), Lift Station Facility Civil Plans (3 sheets), Lift Station Facility Structural Plans (2 sheets), Lift Station Facility Mechanical Plans (4 sheets), Lift Station Facility Electrical/Control Plans (5 sheets), and Traffic Control Plans (2 sheets). RH2 assumes that the City will take the lead coordinating the pre -purchase of equipment and materials after RH2 provides specifications and vendor contacts. The proposed schedule is contingent on the pre -purchasing and the availability of City -provided pumps and major electrical equipment for the prime contractor. The fire station location and sewer needs will not change materially during the course of the design phase. While not on site, RH2 will work with the City and its designated utility and special inspector to respond to technical questions and issues. It is anticipated the City will take the lead in inspection and construction administration and will handle day-to-day responsibilities. Following RH2's preparation of an Engineering Report that summarizes the improvements necessary within the future Road 52 and Pearl Street Lift Station Basin (Lift Station Basin), the City requested that RH2 perform additional tasks to further evaluate the future improvement alternatives within the future Lift Station Basin, and to not proceed with the services included in Tasks 2 through 5 of the original contract until written direction is provided. Task 7 — Geological and Environmental Investigation Objective: Perform a geological and environmental investigation within the future Lift Station Basin to confirm the groundwater depth, and geological and environmental characteristics of the soils and groundwater within the basin. Approach: 7.1 Perform a geological and environmental desktop evaluation of soils and groundwater within the Lift Station Basin to identify on-site investigation needs and locations. 7.2 Attend one (1) day of on-site investigation within the basin to review geological and environmental characteristics during test pit excavation. 7.3 Coordinate with applicable laboratory testing agencies for any geological and environmental tests recommended to take place following Subtask 7.2. 7.4 Prepare a technical memorandum that summarizes the on-site and applicable testing results from Subtasks 7.2 and 7.3. Assumptions: • Test pit(s) will be excavated on a City -owned site within the basin. • Marking and calling for utility locates in advance of the excavations will be performed by the City, • Dig permits and tickets will be obtained by the City in compliance with dig laws. • RH2 will coordinate with testing agency to collect and deliver any geological or environmental -related samples recommended for testing to applicable laboratories. • RH2 will pay any applicable laboratory testing fees. Task 8 — Lift Station Basin Improvements Alternatives Evaluation Objective: Evaluate three (3) improvement alternatives for the Lift Station Basin to determine the costs of each alternative. Per an April 5, 2019, meeting between the City and RH2, the three (3) improvement alternatives to be evaluated are as follows. 1) Construct the gravity trunk line within the basin, construct the lift station, and construct the force main and gravity main in Road 52 downstream of the future lift station based on the capacity of the projected build -out flow conditions of the basin. 2) Construct the lift station and construct the force main and gravity main in Road 52 downstream of the future lift station based on the capacity of the projected build -out flow conditions of the basin. Construct a limited gravity main within the basin to facilitate only the near-term development connections. 3) Construct the lift station and Road 52 force main and gravity main based on providing capacity only for imminent development adjacent to this alignment, anticipated to be a fire station, park restrooms, and one private development. Approach: 8.1 Calculate the lift station pumping capacity and proposed pipe sizes for each of the three (3) alternatives. 8.2 Prepare figures identifying the proposed improvements and sizes for each of the three (3) alternatives. 8.3 Prepare cost estimates to construct the improvements associated with each of the three (3) alternatives. 8.4 Prepare a technical memorandum summarizing the proposed improvements and estimated costs associated with each of the three (3) alternatives. 8.5 Meet with the City to present and discuss the results of the alternatives evaluation. Task 9 — City Council Meeting Presentation Objective: Present the conclusions of the Alternatives Evaluation performed in Task 8 at a City Council meeting. 2 City of Pasco Amendment No. 1— Road 52 and Pearl Street Lift Station Scope of Work Approach: 9.1 Prepare a PowerPoint presentation summarizing conclusions of the Alternatives Evaluation. 9.2 Attend one (1) City council meeting to present the conclusions of the Alternatives Evaluation. RH2 Deliverables: • One (1) PowerPoint presentation provided via email correspondence in electronic format from RH2 to the City. • Attendance at one (1) City Council meeting. Time and Performance: RH2 will begin work upon receipt of an executed amendment from the City and will make reasonable efforts to complete the services within the following schedule. • Task 7 — Four (4) weeks following receipt of the executed amendment. • Task 8 — Six (6) weeks following receipt of the executed amendment. • Task 9 — Eight (8) weeks following receipt of the executed amendment.
