AGREEMENT NO. 19038
WHEREAS, the City and RH2 Engineering, Inc. entered into a Professional Services
Agreement on 9/4/2019 to provide engineering services with respect to the Addendum to the
Comprehensive Sewer Project.
WHEREAS, the City and R112 Engineering, Inc. entered into the first Amendment to the
Professional Services Agreement No. 19038 on 7/30/2020;
WHEREAS, the City and R112 Engineering, Inc. entered into the second Amendment to
the Professional Services Agreement No. 19038 on 10/29/2020;
WHEREAS, all parties to this agreement agree that this addendum will not modify or
change any other terms of the professional services agreement (Agreement No. 19038).
NOW, THEREFORE, this agreement is amended to allow RH2 Engineering, Inc. to add
a new task (No. 12), thus adding professional engineering services described within Exhibit A.
There will be no additional dollar amount added to this agreement based upon the current
contract balances remaining.
Scope of Work:
See Exhibit A.
2. Fee:
No Change.
Time of performance:
The services shall be complete for the project on or before 12/31/2021.

West Broadmoor Lift Station Flow and Sizing Analysis
November 2020
Background
The City of Pasco (City) desires to complete a more detailed analysis of the Pahlisch (Rocky Hills
Management, LP) and Adams (Broadmoor Properties, LLC) properties, together with the area
immediately west of those properties that topographically create a West Broadmoor sub -basin (West
Broadmoor), and to size a lift station for serving the entire sub -basin. Pahlisch is required to design a
lift station to serve their property and meet City standards. The City desires to determine the over -size
needs and relative percentages of the lift station to serve the future sub -basin.
The City has retained RH2 Engineering, Inc., (RH2) to complete an addendum to the Comprehensive
Sewer Plan (CSP). The City requested RH2 prepare a technical memorandum to supplement the CSP
that provides a detailed analysis of the specific lift station requirements for the West Broadmoor
sub -basin. To the extent possible, the information developed more generally in the addendum to the
CSP will be used as the basis for the technical memorandum.
The work will rely upon data provided by the City and Pahlisch prior to commencement of the activities
contained in this Scope of Work. All RH2 deliverables will be provided in electronic format unless
denoted otherwise.
Task 12 — West Broadmoor Lift Station Flow and Sizing Analyses
Objective: Develop the 10- and 20 -year and build -out planning data for flow and loads for use in
analyses of the lift station and force main for the West Broadmoor sub -basin.
Approach:
12.1 Compile the wastewater flow rate and peaking factors based on information developed in the
addendum to the CSP.
12.2 Identify areas in the sub -basin system west and east of the Pahlisch property for further study
of flow and/or load. Compare and contrast the depth of gravity lines necessary to serve
increased areas. Provide recommendations to the City for limiting the size of the basin based
upon depth of gravity sewers. It is assumed the only properties north of Burns Road that will
connect to this sewer will be served by the future Riverbend Lift Station on the north side of
Kohler Road. The City's draft CSP identifies a 20 -year peak hour flow of 405 gallons per minute
(gpm) in the Riverbend Lift Station basin, resulting in a recommended firm capacity of 490 gpm.

12.3 Based on information provided by the City on proposed developments, population growth,
and wastewater flow rate developed in the addendum to the CSP, estimate wastewater flow
for the 10- and 20 -year and build -out projections.
12.4 Based on information provided by Pahlisch on its proposed development and the number of
residential lots, and wastewater flow rate and load data developed in the addendum to the
CSP, estimate wastewater flow for the Pahlisch build -out projection.
12.5 Lay out up to two (2) possible gravity collection system alignments and determine the depth
of the lowest invert into the lift station necessary to serve the sub -basin. Adjust flows based
upon collection system constraints.
12.6 Estimate the relative size and cost of the lift station and force main for Pahlisch alone and for
the 10- and 20 -year and build -out projections of the West Broadmoor sub -basin.
12.7 Prepare a draft of the West Broadmoor Flow and Sizing Analyses technical memorandum.
12.8 Meet with the City and Pahlisch regarding calculated flow rates and lift station and force main
sizing and cost projections. it is assumed that RH2 will attend this meeting virtually.
12.9 Make changes in the analysis, sizing, and cost based upon City input and finalize the West
Broadmoor Flow and Sizing Analyses technical memorandum. The finalized memorandum will
be included as an appendix in the addendum to the CSP.
Assumptions:
• Amendment No. 3 will be a no -cost change order based upon the current contract balances
remaining and the expected level of effort of this Scope of Work.
• The build -out scenario will be based on developable land use analysis and lot counts provided
by the City.
• The City -provided LiDAR information will be used to identify elevations within the properties
and the upstream basin.
• RH2 will rely upon the accuracy and completeness of any information, data, and materials
generated or produced by the City or Pahlisch in relation to this Scope of Work.
Provided by City/Pahlisch:
• Proposed Pahlisch property grading plan with 1- or 2 -foot contours in CAD or GIS format.
• Pahlisch will provide proposed lot layout and identify any non-residential uses within its
property.
• The City will provide the anticipated land use and density of both the area west of Pahlisch
and the Adams property.
RH2 Deliverables:
• Attendance at meeting with the City and Pahlisch and meeting agenda and minutes.

• Draft and final West Broadmoor Flow and Sizing Analyses technical memorandum for City
review and comment.
Schedule
RH2 will provide the draft memorandum to the City for first review within five (5) weeks of execution
of this amendment. The nature and extent of comments received from the City and Pahlisch are
difficult to estimate, but it is assumed that the comments will be minimal in nature. The
memorandum will be finalized within two (2) weeks of receiving final comments.
