Regarding: Proposal to Provide Professional Land Surveying
Powerline Road Topographic Mapping
City of Pasco, Washington
Dear Mr. Padvorac:
PBS Engineering and Environmental Inc. (PBS) is pleased to submit this proposal to provide Professional Land
Surveying at Powerline Road in Pasco, Washington.
This proposal outlines our project approach, scope of work, schedule, and budget for PBS services based on our
understanding of the project, information provided to us to date, and experience with similar projects.
PROJECT UNDERSTANDING AND APPROACH
The City of Pasco has contacted PBS to prepare a Topographic base map to be used for the design of a walking
path between the Southerly curb line and the Southerly right of way along Powerline Road between Broadmoor
Blvd. (Rd. 100) and Rd. 68.
SCOPE OF WORK
PBS proposes the following scope of work.
• Import design curb and design surface grading from Engineering base files from HDJ project 3303_01,
approved for construction on January 13, 2015, including know locations of underground utilities based
on prior records. This data will need to be adjusted to current City of Pasco Horizontal and Vertical Datum.
• Primary controlling corners will be verified to ensure continuity with existing records.
• Establish Ariel control targets for a Drone flight of the proposed work area.
• Perform Drone flight and produce an Ortho Rectified Photo of the proposed work area.
• Field collect topographic data on any objects that cannot be verified from existing records or interpolated
from the Ortho Photo.
• Compile all data into a seamless base map adjusted to current City of Pasco Horizontal and Vertical
Datums. A basic printed map will be produced in order to transmit a signed and sealed map of the
combined topographic data.
LIMITATIONS OF SCOPE
Property Boundaries will be depicted from existing records and field ties to controlling section corner
monuments. PBS may incorporate Franklin County GIS parcel mapping to depict property boundaries of
residential lots.

Proposal for Powerline Road Mapping

• A comprehensive analysis of all records pertaining to rights of way, usually performed with the assistance
of Title Report, will not be performed on this project. Instead we will rely on the information obtained
through the review of existing survey records.
DELIVERABLES
• Signed and Sealed PDF file as indicated in the Scope of Work.
• Provide an AutoCAD base map file in 2018 format. Surface information will be depicted graphically with
elevated 2D polylines. We will also provide surface information in a LandXML format, which can be
imported into most design software formats.
COMPENSATION ESTIMATE
PBS proposes to provide the scope of work on a time and materials basis. The following outlines the estimated
costs associated with the scope services.
Preparation of Mapping Base $11,330
Additional field Mapping Collection (contingency amount) *$5,305
Aerial Photo from Drone Services $2,000
Total Estimated Costs
*includes contingency amount.
*$18,635
This cost estimate includes all labor, materials, transportation, equipment, and other expenses required to
complete the work described.
The pricing and other information contained in this proposal document are proprietary and shall not be
duplicated, used, or disclosed, in whole or in part, to other parties without the permission of PBS.
SCHEDULE
PBS is available to begin work on this project immediately upon receipt of a signed copy of this Agreement. The
scope of work will be completed approximately 4 weeks after authorization to proceed.
JOBSITE SAFETY DURING COVID-19
At PBS, we are committed to keeping our employees, clients, contractors, and communities healthy. We are
following federal, state, and local guidelines and recommendations in response to COVID-19 as we strive to
balance public health concerns and delivery of our projects. For the foreseeable future, these precautions will
include continuing to observe social distancing and other engineering controls to minimize risk. Our staff will be
wearing face coverings and personal protective equipment (PPE) in situations where other controls cannot be
applied.
