City Council Workshop Meeting
7:00 PM - Monday, June 14, 2021

CALL TO ORDER
The meeting was called to order at 7:00 PM by Saul Martinez, Mayor.
ROLL CALL
Councilmembers present: Ruben Alvarado, Blanche Barajas, Craig
Maloney, Saul Martinez, David Milne, Zahra Roach, and Pete Serrano.
Staff present: Dave Zabell, City Manager; Adam Lincoln, Deputy City
Manager; Colleen Chapin, Human Resources Director; Eric Ferguson,
City Attorney (arrived at 8:15 PM); Zach Ratkai, Administrative &
Community Services Director; Ken Roske, Police Chief; Richa Sigdel,
Finance Director; Rick White, Community & Economic Development
Director; Steve Worley, Public Works Director; and Debby Barham, City
Clerk.
The meeting was opened with the Pledge of Allegiance.
VERBAL REPORTS FROM COUNCILMEMBERS
Mr. Milne announced he attended the Pasco Chamber of Commerce
Meeting earlier in the day where Mayor Martinez was a key speaker.
Mr. Alvarado commented on a Ben Franklin Transit Board meeting he
recently attended.
Mayor Pro Tem Barajas announced that she participated in a pop-up
vaccination site on Sunday, June 13, 2021, where 50 vaccinations were
administered.
Mayor Martinez also commended on the Pasco Chamber of Commerce
meeting where he had an opportunity to speak to its members. He also

expressed appreciation to the Community & Economic Development
Department who received many compliments recently.
ITEMS FOR DISCUSSION
2021 Washington State Legislative Session Update
Mr. Lincoln introduced Briahna Murray, Vice President of Gordon Thomas
Honeywell Governmental Affairs who provided an update of the
Washington State legislative session as it relates to City of Pasco issues,
interests and concerns. She announced that Holly Cocci, Governmental
Affairs Consultant for the City of Pasco was also attending virtually and
may be available to answer questions.
Council and Ms. Murray further discussed various projects and actions in
the process with the legislature.
Resolution - 2022-2027 Six -Year Transportation Improvement Plan
Mr. White introduced City Engineer Dan Ford who provided a report on
the proposed 2022-2027 Six -Year Transportation Improvement Plan
(TIP). Mr. Ford introduced Engineering Technician III Tyler Johnson and
stated that Mr. Johnson was an integral part of preparing the updated TIP.
Mr. Ford reported on the following:
• The five (5) completed TIP projects
• The new TIP projects
• Other critical areas
Council and staff further discussed specific TIP projects.
Ordinance - Budget Adjustment for Chapel Hill Park Construction
Mr. Ratkai provided a brief history of the development and design of the
Chapel Hill Park currently in construction and he explained the need for
additional funding to complete the park's amenities.
Council and staff held a brief discussion on the Park Development fund
and Council expressed support for the additional funding for the park.
Resolution - Second Restated Interlocal Cooperation Agreement for
BiCounty Police Information Network (BI -PIN)
Police Chief Roske explained the purpose of the BI -PIN and how it is
beneficial partnership for the entire greater Tri -Cities area. He also
provided an overview of the updates to the proposed second restated
interlocal cooperation agreement.

Resolution - Professional Services Agreement with MacKay Sposito
for Design Engineering Services for Lewis Street Corridor (2nd to
5th Ave) Improvements Project
Mr. Worley introduced Senior Civil Engineer Jon Padvorac who provided
an overview of the proposed Professional Services Agreement (PSA) for
design engineering services for the Lewis Street Corridor Improvements
project.
Council and staff discussion ensued regarding different aspects of the
proposed project.
Resolution - Professional Service Agreement (PSA) Amendment No.
3 with KPG for Construction Support Services for the Peanuts Park -
Pasco Farmer's Market Project
Mr. Ratkai explained the proposed amendment to the PSA for
construction support services with KPG for the Peanuts Park -Pasco
Farmer's Market project was due to unforeseen design and supply issues
since construction commenced and the need, in some cases, for
substitutions.
The project has seen an increase in design inquiry through what are
known as Requests for Information (RFIs) and in order to continue to
provide support to the construction team, as well as to ensure that the
unique design and vision of Peanuts Park is fulfilled, additional support is
needed.
Resolution - WA State Department of Ecology $1.5M Loan
Agreement - Process Water Reuse Facility (PWRF) Pretreatment,
Phase 1 Design
Mr. Worley updated Council on the $1.5 million loan from the Washington
State Department of Ecology for the Phase 1 design of the Process Water
Reuse Facility (PWRF) for pretreatment processes, which will be used for
the design of upgrades and expansion of the PWRF. Elements of the
design will include new storage pond(s), influent screening upgrades,
solids handling improvements, electrical upgrades, and a potable
waterline extension to the facility, among other site improvements.
MISCELLANEOUS COUNCIL DISCUSSION
Mr. Zabell commented on the very low interest rate on the Department of
Ecology's loan.
Mr. White introduced Mike Gonzalez, the City's new Economic
Development Manager.

Mr. Gonzalez spoke briefly stating that he was pleased to have the
opportunity to work for Pasco.
Mr. Zabell announced the "Juneteenth" event scheduled on Saturday,
June 19th and also announced the "Coffee with a Cop" scheduled on
June 16. Lastly, he stated that he received information from the
Washington State Department of Financial Management and the City of
Pasco's population was currently 79,580.
Ms. Roach also welcomed everyone to attend the Juneteenth celebration
where she will be participating in a kick ball tournament.

There being no further business, the meeting was adjourned at 8:39 PM.
