RESCHEDULED MEETING MINUTES
Call to Order:
Pasco Public Facilities District (PPFD) Board President Morrissette called the meeting to order
at 4:10 PM the in the Council Chambers at Pasco City Hall and through GoToMeeting.

Mr. Dietrich moved, and Dr. Jilek seconded a motion to approve the minutes of the March 2, 2021,
meeting. The motion carried unanimously.
Claims Approval:
Mr. Dietrich moved, and Dr. Jilek seconded a motion to approve the First (1St) Quarter 2021
claims/expenditures in the amount of $113,887.80. The motion carried unanimously.
Financial Report:
Mr. Morrissette briefly reviewed the First (1St) Quarter 2021 Financial Report.

Old Business:
Financial Analysis of Proposed Aquatic Facility
Mr. Ratkai and Mr. Zabell provided a brief overview of the Pasco Public Facilities District
(PPFD) financial status and then introduced Mr. Steve Nolan, the consultant that completed
the current Financial Analysis for the proposed Aquatic Facility.
Mr. Nolen provided a report on the financial analysis he prepared for the PPFD Board, after
which the PPFD Board, the consultant, Council representatives and City staff held a question -
and -answer period. Councilmember Maloney also provided supplemental information
supporting the financial analysis. Discussion also included sales tax projections.
New Business:
• Election Timeline
Mr. Ratkai shared the election timeline for the PPFD to place a ballot issue on November 2021
Election Ballot, noting that the ballot language will need to be submitted to Franklin County
by August 2021. He also stated that for a February 2022 Election, the ballot language would
need to be submitted to Franklin County by November 2021. He will check to see what other
ballot issues are on scheduled to run on the November 2021 Election Ballot and will notify the
PPFD Board.
Executive Session:
To Consider Acquisition of Real Estate Per RCW 42.30.110 (b)
The PPFD Board adjourned to Executive Session at 5:28 PM to consider acquisition of real
estate per RCW 42.30.110 (b) with City Manager Zabell, City Attorney Ferguson and
Administrative & Community Services Director Ratkai in attendance.
Mr. Morrissette called the meeting back to order at 6:08 PM.
Adjournment:
There being no other business, the meeting adjourned at 6:09 PM.
Next meeting is scheduled for May 25, 2021.
