WHEREAS, all parties to this agreement agree that this addendum will not modify or change any other terms of the Professional Services Agreement (No. 20-021). NOW, THEREFORE, this agreement is amended to allow RH2 Engineering, Inc. to provide additional design engineering services described within Exhibit A. 1. Scope of Work: See Exhibit A 2. Fee: The compensation for this amendment is based on a Time and Materials Basis is not to exceed the amount of $19,075.00 for a total contract amount of $665,649. 00. Paul Cross, PE — Project Manager Amendment No. 1 to Professional Services Agreement Page 1 RH2 Engineering, Inc. 16008 — West Pasco Water Treatment Plant Improvements EXHIBIT A Scope of Work Amendment No. 1 City of Pasco West Pasco Water Treatment Plant Improvements Transient Analysis December 2020 Background Raw water is pumped to the West Pasco Water Treatment Plant (WPWTP) from the Columbia River raw water intake as a vital part of the City of Pasco's (City) water supply. The raw water intake is sized to handle current and future expansion; however, the intake pump station currently is equipped with pumps for a 6 million gallons per day (MGD) supply. At the WPWTP, the raw water is pre -chlorinated and fed a coagulant prior to passing through two pre -filtration strainers. The pretreated water is then filtered using two parallel membrane module systems, each with a capacity of 3 MGD, for a total capacity of 6 MGD. Filtered water is sent to a clearwell to meet chlorine contact time (CT) requirements and provide storage ahead of the high service pump station to the distribution system. The system pressure that the raw water intake pumps against is variable in nature and is subject to a number of process changes and modulating valves. The original 6 MGD service pumps were designed without a transient analysis to verify the impact of pump startups, valve position changes, or pump shutdowns on system pressures. As the system is expanded from 6 MGD to 12 MGD, and eventually to 18 MGD, transient pressures may become even more significant and may need to be quantified. In addition, control measures may need to be added to the facility to mitigate for the anticipated future pressures. This Scope of Work captures services necessary to support hydraulic transient analysis for the current system and for planned system expansions. A Transient Analysis Report will be developed for the City's use. Upon completion of the report, future tasks or scope changes to the expansion design may be necessary to mitigate for the transient pressures identified. Task 1— Data Collection and Extended Period Simulation Model Setup Objective: Obtain supervisory control and data acquisition (SCADA) data during operations of the raw water pump station on one (1) second intervals for a month prior and including the failure event so that it can be used to verify and calibrate the extended period simulation model necessary for the transient analysis. Approach: 1.1 Write a script as necessary to extract the historical data from the City human machine interface (HMI) computer for pressures and flows from the raw water intake and along the process train to the chlorine contact chamber wherever flow and pressure are logged. 1 City of Pasco West Pasco Water Treatment Plant Expansion Design Transient Analysis Scope of Work Amendment No. 1 1.2 Coordinate with City personnel to run the script on the WPWTP HMI computer and extract the data for analysis purposes. 1.3 Review and compile the extracted SCADA data into a format that can be used to verify the model results identified in Task 2. 1.4 Set up the existing City WaterGEMS hydraulic model for an extended period simulation between the intake facility and the WPWTP. Assumptions: • The City has a backup of the Historian file from the date of failure that is still accessible. • SCADA data polling times are accurate enough to represent transient events (one (1) or two (2) second intervals are preferred). • Only the applicable portions of the City's infrastructure between the intake and the WPWTP will be set up for extended period simulation analysis. Other pipes, demands, and infrastructure downstream of the WPWTP will not be included in the extended period simulation set up or analysis. • It is assumed that the hydraulic model provided by the City is up to date with all system improvements and has been calibrated to industry standards. Provided by City: • One (1) month of historic SCADA data when the raw water intake was operational. RH2 Deliverables: • Script to extract historic data from Wonderware HMI computer. Task 2 — Existing Hydraulic Transient Analysis Objective: Perform a hydraulic transient analysis of the existing infrastructure between the intake and WPWTP. Approach: 2.1 Analyze up to three (3) scenarios of an extended period simulation of the WPWTP and perform a hydraulic transient analysis using HAMMER. 2.2 Compare results of transient analysis with SCADA data and adjust the model to match boundary conditions and SCADA data. 2.3 Re -run the three (3) scenarios, finalize comparison of model results to SCADA data, and perform internal quality assurance and quality control (QA/QC) review. 2.4 Prepare graphs of results and list assumptions for final calibration and virtually meet to discuss with the City. 2 City of Pasco West Pasco Water Treatment Plant Expansion Design Transient Analysis Assumptions: Scope of Work Amendment No. 1 • The results of the hydraulic transient analysis output from HAMMER will be able to capture verifiable pressures identified in the SCADA data. In the event that the analysis does not correlate with SCADA information, a more detailed theoretical analysis may be required. A more detailed analysis is outside this Scope of Work. RH2 can provide the additional services with the support of a subconsultant as an amendment to the agreement if the City feels the additional analysis is merited. • If a detailed theoretical transient analysis is recommended, the report and analysis of 12 MGD and 18 MGD will be put on hold until the City decides what level of effort is merited. Task 3 — Transient Analysis for 12 MGD and 18 MGD Objective: Perform a hydraulic transient analysis of the infrastructure between the intake and WPWTP for future flow conditions at 12 MGD and 18 MGD. Approach: 3.1 Run up to two (2) scenarios of an extended period simulation of the WPWTP for both 12 and 18 MGD (four (4) total scenarios) and perform a hydraulic transient analysis using HAMMER. 3.2 Compare results of transient analysis with previous analysis performed at 6 MGD and adjust the model to match boundary conditions and SCADA data. 3.3 Re -run scenarios, prepare graphs of results, and list assumptions. 3.4 Identify up to three (3) transient mitigation options for transient control measures, including incremental solutions needed for intake supplies of 6 MGD, 12 MGD, and 18 MGD. RH2 Deliverables: • Graphs and results of transient analysis in electronic PDF format included as part of the Task 4 deliverables. Approach: 4.1 Prepare draft summary report of hydraulic transient analysis and mitigation options included in Tasks 2 and 3. 4.2 Summarize the potential impacts to the WPWTP in the operational events surrounding the catastrophic event in the summer of 2020 and perform internal QA/QC review. 4.3 Review draft report with the City, receive feedback, update the report, and finalize.
