The meeting was called to order at 5:31 PM by Saul Martinez, Mayor. ROLL CALL Councilmembers present: Ruben Alvarado, Blanche Barajas, Craig Maloney, Saul Martinez, David Milne, Zahra Roach, and Pete Serrano. Staff present: Dave Zabell, City Manager; Adam Lincoln, Deputy City Manager; Colleen Chapin (virtual), Human Resources Director; Eric Ferguson, City Attorney; Bob Gear, Fire Chief; Zach Ratkai, Administrative & Community Services Director; Ken Roske, Police Chief; Richa Sigdel, Finance Director; Rick White, Community & Economic Development Director; and Steve Worley, Public Works Director. The meeting was opened with the Pledge of Allegiance. ITEMS FOR DISCUSSION Continued Discussion of the American Rescue Plan Act Funding City Manager Zabell introduced Finance Director Sigdel who provided a brief overview of the American Rescue Plan Act. Council and staff continued the discussion of the American Rescue Plan Act (ARPA) Funding, which included how Council would like to see the funds utilized and how staff could facilitate the funding. The proposed allocations will come back to Council for further review at the next regular workshop meeting. Washington State Redistricting Commission - Discussion City Manager Zabell provided a brief overview of the Washington State Redistricting Commission. The Commission is beginning redistricting efforts, though not redistricting yet, and seeking input from various communities. The Commission is hosting a virtual District 4 meeting, including Legislative Districts 16 and 9, on Saturday, June 5, 2021. Staff asked Council if they would like to take the opportunity to provide input as an official voice to the Commission and, if Councilmembers wished to attend the meeting. After Council discussion, Mayor Pro Tem Barajas, Councilmember Maloney and Councilmember Roach offered to attend the meeting on June 5th.
