The meeting was called to order at 7:00 PM by Saul Martinez, Mayor.
ROLL CALL
Councilmembers present: Ruben Alvarado, Blanche Barajas, Craig
Maloney, Saul Martinez, David Milne, Zahra Roach, and Pete Serrano.
Staff present: Dave Zabell, City Manager; Adam Lincoln, Deputy City
Manager; Colleen Chapin, Human Resources Director; Eric Ferguson,
City Attorney; Bob Gear, Fire Chief; Zach Ratkai, Administrative &
Community Services Director; Ken Roske, Police Chief; Richa Sigdel,
Finance Director; Rick White, Community & Economic Development
Director; Steve Worley, Public Works Director; and Debby Barham, City
Clerk.
The meeting was opened with the Pledge of Allegiance.
VERBAL REPORTS FROM COUNCILMEMBERS
Mr. Alvarado commented on the Benton Franklin Council of Governments
meeting he recently attended.
ITEMS FOR DISCUSSION
Train Safety Presentation - Evan Enright of the WA Utilities &
Transportation Commission (UTC)
Mayor Martinez announced that the Train Safety presentation was
postponed to a future Council Workshop.

2020 Fire Department Performance Report
Fire Chief Gear introduced Deputy Fire Chief Dunbar who provided a
recap of the Pasco Fire Department's performance report from 2020.
Council expressed appreciation to the Pasco Fire Department for the
report and their accomplishments and continued service to the
community. Council asked about how the statistical data was formed, how
the second Pasco Resource Navigator was funded and the recruitment
process. Both Chief Gear and Deputy Fire Chief Dunbar provided
responses to Council.
Ordinance - Completion of the 2018-2038 Pasco Comprehensive
Plan and Development Regulations per RCW 36.70A.130(4)(d)
Mr. White provided an update of the City's 2018-2028 Comprehensive
Plan. He stated that both the Washington State Department of Commerce
and City staff are recommending the adoption of the Comprehensive Plan
by Ordinance in accordance with RCW 36.70A.130 (4)(d), which is
outside of the final action from Franklin County as the County would have
normally approved the Plan by now.
Council expressed support of this proposed action.
American Rescue Plan Act (ARPA)
Mr. Zabell, Ms. Sigdel and Mr. Lincoln briefed Council on the next steps
for the allocation of the ARPA funding, which will include the following
considerations for Council to deliberate on:
1. Public input on allocation plan.
2. Available empirical sources where community need may be
determined.
3. Prioritizing competing needs and ability to spend the allocation of
funding.
4. Coordination of assistance to avoid duplication.
5. Process by which assistance is provided.
6. Metrics, performance, and accountability.
Council and staff discussion ensued and at the conclusion of the
discussion it was determined that another workshop will be scheduled to
continue the discussion of funding options.
Ordinance - PMC Title 25 Amendment Mini -Storage in C-1; CR
Zoning Districts (CA 2021-003)
Mr. White provided a brief report on the proposed amendment to the
Pasco Municipal Code (PMC) related to Mini -Storage within retail C-1
(Retail Business) and CR (Regional Commercial) zoning districts noting

that the Planning Commission is recommending that Mini -Storage uses
within C-1 and CR zoning districts be disallowed.
Council commented on the proposed amendment including the pros and
cons of removing the Special Permit process from the PMC. It was
determined that this item will be brought back at another workshop for
further discussion and understanding giving staff an opportunity to outline
the options in a different format.
Ordinance - Budget Adjustment for Grimmway Wastewater
Connection to Columbia East Lift Station and at PWRF
Mr. Worley explained the budget adjustment needed to move the two
small public works projects forward, which will allow for the diversion of
the Grimmway flows from municipal Wastewater Treatment Plant
(WWTP) to the Columbia East Lift Station and Force Main project to the
Process Water Reuse Facility (PWRF).
Resolution - Professional Services Agreement with Murraysmith for
Design Services for WWTP Improvements Phase 2
Mr. Worley introduced Capital Improvement Program Manager Serra who
provided a scope of work in the proposed professional services
agreement for design services for the second phase of the City's
Wastewater Treatment Plant (WWTP) improvements with Murraysmith.
Resolution - Against Bias Based Hate
Mr. Zabell noted the revisions made to the draft resolution for Council's
statement against bias based hate, noting that the City Attorney's staff
had reviewed it as well.
Council and staff discussed the draft resolution. Most of Council
expressed support of the draft resolution with Mr. Serrano stating that he
cannot support the resolution as written because, while it starts out as
race based issue, it then turns into land -use and zoning practices in his
opinion.
Mayor Martinez wrapped up the discussion noting that no one on the
Council lived in Franklin County during that historical time and stated that
the proposed resolution is written as an expression of Council's desire to
continue to make the City of Pasco a better place to live.
Resolution - Addendum No. 2 to Metro Drug Task Force Interlocal
Agreement
Deputy Police Chief Cook provided a brief overview of the updates within
the proposed Metro Drug Task Force Interlocal Agreement provided
within Addendum No. 2.

Mr. Maloney asked staff to provide Council with a response to how the
new drug laws may affect the Metro Drug Task Force, which may be
provided at a future workshop.
Cox Family Land LLC Annexation and Resolution for Notice of Intent
to Annex
Mr. White updated Council on the status of the proposed annexation of
property into the City requested by the Cox Family, owners of the
property.
MISCELLANEOUS COUNCIL DISCUSSION
Mr. Zabell announced the Veteran's Memorial Wall event scheduled at
11:00 AM on Memorial Day.
Mayor Martinez expressed appreciation to those individuals currently
servicing in the military and the veterans for their past service and wished
everyone a safe Memorial Day weekend.
Mayor Pro Tem Barajas announced the Kiwanis Club "Raising the Flag"
fundraiser currently underway.
Mr. Maloney commented on the Tri -City Herald news article regarding the
City of Kennewick's Fourth of July Fireworks Display and noted that the
article did not mention. the City of Pasco's events scheduled for the Grand
Old Fourth of July.
Mr. Ratkai announced that the City will increase its marketing efforts and
confirmed that the City of Pasco will hold its annual Grand Old Fourth of
July Fireworks display.

There being no further business, the meeting was adjourned at 9:12 PM.
