Members of the public wishing to attend City Council meetings in- person will need to follow the Governor's protocol outlined in Proclamation No. 20-28.15. As of 4:00 PM no requests to comment via GoToWebinar were received. CALL TO ORDER The meeting was called to order at 7:00 PM by Saul Martinez, Mayor. ROLL CALL Councilmembers present: Ruben Alvarado, Blanche Barajas, Craig Maloney, Saul Martinez, David Milne, and Zahra Roach. Absent: Pete Serrano. Staff present: Dave Zabell, City Manager; Adam Lincoln, Deputy City Manager; Colleen Chapin, Human Resources Director; Craig Briggs, Acting City Attorney (7:15 PM to 8:06 PM); Jeff Briggs Acting City Attorney (7:00 PM to 7:15 PM) Bob Gear, Fire Chief; Zach Ratkai, Administrative & Community Services Director; Ken Roske, Police Chief; Richa Sigdel, Finance Director; Rick White, Community & Economic Development Director; Steve Worley, Public Works Director; and Debby Barham, City Clerk. The meeting was opened with the Pledge of Allegiance. Page 1 of 6 CONSENT AGENDA Approval of Meeting Minutes To approve the minutes of the Pasco City Council Meeting held on May 3, 2021 and Workshop held on May 10, 2021. Bills and Communications To approve claims in the total amount of $4,491,754.30 ($3,385,629.14 in Check Nos. 241548-241822; $236,029.22 in Electronic Transfer Nos. 831909, 831914, 831974-831976; $9,384.01 in Check Nos. 53584- 53593; $860,711.93 in Electronic Transfer Nos. 30160864-30161376). To approve bad debt write-off for Utility Billing, Ambulance, Cemetery, General Accounts, Miscellaneous Accounts, and Municipal Court (non- criminal, criminal, and parking) accounts receivable in the total amount of $198,235.07 and, of that amount, authorize $0.00 to be turned over for collection. Ordinance - PMC Amendment: Lots without Public Street Frontage (MF# CA2021-005) To adopt Ordinance No. 4536, relating to Lots without Public Street Frontage and amending Section 21.10.060 "Lots without Public Street Frontage" of the Pasco Municipal Code, and further, authorize publication by summary only. Resolution - Professional Service Agreement (PSA) Amendment No. 3 with Murraysmith for Construction Support Services for Wastewater Treatment Plant (WWTP) Phase 1 To approve Resolution No. 4058, authorizing the City Manager to execute Amendment No. 3 for the Professional Services Agreement (PSA) with Murraysmith, for the Construction Support Services for the Wastewater Treatment Plant (WWTP) Improvements - Phase 1 project. Resolution - Modifying the Scope of Work in the Professional Services Agreement with Columbia Safety LLC to Include COVID-19 Vaccination Sites To approve Resolution No. 4059, modifying the Scope of Work in the Professional Services Agreement with Columbia Safety, LLC for the COVID-19 vaccination sites. MOTION: Mayor Pro Tem Barajas moved to approve the Consent Agenda as read. Mr. Alvarado seconded. Motion carried by unanimous Roll Call Vote. Page 2 of 6 PROCLAMATIONS AND ACKNOWLEDGEMENTS Special Recognition - Pasco High Student, Brisa Hernandez, Recipient of AWC Center for Quality Communities Scholarship Mayor Martinez introduced Brisa Hernandez, a Pasco High School student, who recently received the Association of Washington Cities Center for Quality Communities scholarship. Ms. Hernandez expressed appreciation for the nomination, from Mayor Martinez and City Council, for the scholarship. She announced that she will be attending University of California, Berkeley and will be majoring in Political Science and Education. She hopes to return to Pasco one day, working for the Pasco School District. Pasco School District Superintendent Whitney congratulated Ms. Hernandez and also expressed appreciation the many amazing students in the school district. She looks forward to seeing Ms. Hernandez's job application come across her desk in the future. Presentation of Proclamation for Public Works Week After reading the Public Works Week Proclamation, Mayor Martinez presented the proclamation to Dave Deschane, Heavy Equipment Operator who is the City of Pasco's Operating Engineers Employee of the Year for 2020. REPORTS FROM COMMITTEES AND/OR OFFICERS Verbal Reports from Councilmembers Mr. Alvarado commented on the status of Ben Franklin Transit's two federally funded projects benefiting Pasco residents. Mayor Martinez commented on a meeting he attended with RP Development staff and the City of Grandview Mayor to discuss the status of development projects in both communities. ORDINANCES AND RESOLUTIONS NOT RELATING TO HEARINGS Resolution - Segregation of Local Improvement District (LID) Assessment Ms. Sigdel explained the segregation process for local improve districts. MOTION: Mayor Pro Tem Barajas moved to approve Resolution No. 4060, relating to Local Improvement District No. 150; providing for the segregation of assessments for certain parcels consistent with RCW Page 3 of 6 35.44.410; and, ratifying and confirming prior acts. Mr. Maloney seconded. Motion carried unanimously. Resolution - Sole Source Approval - PALL Filters and Associated Equipment for West Pasco Water Treatment Plant (WPWTP) Mr. Worley introduced Capital Improvement Projects Manager Serra who provided a brief overview of the proposed filters and equipment for the West Pasco Water Treatment Plant. MOTION: Mayor Pro Tem Barajas moved to approve Resolution No. 4061, waiving the competitive bidding requirements and approving the purchase of PALL Membrane -Filtration Quad -Racks (PALL Rack) from PALL Water (a division of PALL Corporation) for the West Pasco Municipal Water Treatment Plant. Mr. Milne seconded. Motion carried unanimously. Resolution - Bid Award for WWTP Phase 1 (Rebid) Mr. Worley introduced Ms. Serra who explained the updates to the rebid for the Waste Water Treatment Plant, Phase 1. MOTION: Mayor Pro Tem Barajas moved to approve Resolution No. 4062, awarding Bid No. 19072 for the Wastewater Treatment Plant (WWTP) Improvements Phase 1 project, to Clearwater Construction & Management of Spokane, Washington in the amount of $17,937,787.80, including Washington State Sales Tax and further authorize the City Manager to execute the contract documents and allowing all necessary budget adjustments. Mr. Alvarado seconded. Motion carried unanimously. Resolution - Acceptance of American Rescue Plan Act Ms. Sigdel provided a brief report on the acceptance of the American Rescue Plan Act (ARPA). Mr. Maloney asked when Council will meet with staff to determine how the ARPA funding will be allocated. He expressed concern of delaying distributing funds to needy individuals/families that may be displaced from their homes once the Governor's COVID-19 moratoriums related to evictions are lifted. Mr. Zabell confirmed that the regulations for the ARPA funding were distributed late last week and staff has been reviewing those regulations to understand the funding requirements and parameters; staff is also gathering information on what funding/programs other area cities, counties and other key agencies are providing to assist individuals and businesses so that Council can determine the best use of the funding for Page 4 of 6 the City of Pasco and its residents and businesses. He stated that staff will provide a report on the outreach effort during the next Council Workshop. MOTION: Mayor Pro Tem Barajas moved to approve Resolution No. 4063, accepting City of Pasco's allocation from the American Rescue Plan Act of 2021 funding for Coronavirus Relief funds for local government and authorizing the City Manager, or his designee, authority to legally bind the City of Pasco, Washington for the sole purpose of requesting Federal Reimbursement. Ms. Roach seconded. Motion carried unanimously. MISCELLANEOUS DISCUSSION Mr. Zabell commented on the reduction of COVID-19 cases in Franklin County and provided an update on the COVID-19 vaccinations mobile out -reach program. Lastly, he announced the upcoming Memorial Day event, scheduled for May 31, 2021, at 11:00 AM, at City View Cemetery. Mayor Pro Tem Barajas also commented on a mobile out -reach program for COVID-19 vaccinations noting that 64 vaccines were administered at Lakeview area. Mr. Maloney asked what the hours were available for COVID-19 vaccinations at Columbia Basin College. Deputy Chief Dunbar provided the hours along with the other pop-up vaccination sites available to the community. EXECUTIVE SESSION To Consider Acquisition of Real Estate RCW 42.30.110(1)(c) Council adjourned into Executive Session at 7:50 PM for approximately 15 minutes to consider the acquisition of Real Estate, per RCW 42.30.110(1)(c), with the City Manager, Deputy City Manager, Administrative & Community Services Director and the Acting City Attorney.
