ADJOURNMENT Page 2 of 7 MINUTES Parks & Recreation Advisory Board 5:30 PM - Thursday, March 4, 2021 GoToMeeting CALL TO ORDER The meeting was called to order at 5:34 pm, by Jason Ruud, Chairperson ROLL CALL Boardmembers Present: Julie Campos, Edgar Delgado, Bradyn Leyde, Jason Ruud, Tom Davenport and David Milne (City Council Rep.). Not Present: Nolvia Salinas, Kate Bonderman City Staff Present: Dan Dotta, Brent Kubalek, Zach Ratkai. APPROVAL OF MINUTES MOTION: Bradyn Leyde moved to approve the minutes from the January 7, 2021 meeting. Edgar Delgado seconded. Motion carried unanimously. COUNCIL REP & BOARD MEMBER REPORTS Jason Ruud - Curbing at Chiawana looks very nice, good job parks crew. Thomas Davenport - Has been watching the batting cage construction and is impressed. Julie Campos - Need to update links on Recreation website for the program guide. STAFF REPORTS Recreation Report attached at end of Minutes Parks & Facilities Report attached at end of Minutes Page 1 of 5Page 3 of 7 A&CS Director • Working on big 4 projects. Looking to supplement budget to complete as planned. • Many of the projects being worked on meet the Quality of Life goals of City Council. • Looking at opening City Hall on a limited basis. • City Council and legislative boards have begun to have limited in -person meetings UNFINISHED BUSINESS Open Public Meetings Training Completed: Kate, Bradyn, Julie, Jason Still Pending: Tom, Edgar, Nolvia Those that have not finished the training should visit the following link: www.atg.wa.gov/open-government-training Chapel Hill Park Update • Project has been awarded and construction has begun • Grading work at the site is about 75% complete • Construction of the block wall on the North side of the property is under way. Park & Recreation Comprehensive Plan & Community Center Feasibility Study Updates • P&R Plan RFP will be advertised on Sunday and due back in April • Finalizing Community Center Feasibility Study RFP - Should be advertised soon • Have placed a Legislative ask for $4million for renovations at MLK Center NEW BUSINESS Peanuts Park & Downtown Pasco Update • Project has been awarded and work should start this next week. Scheduled for completion by end of the year. • Lewis Street overpass project has been awarded and will begin soon. The project will take a couple of years. Sylvester Park Courts Update Page 2 of 5Page 4 of 7 • This original CIP project calling for the installation of outdoor futsal courts at Sylvester park has been transferred to the Police department. They are working on securing grants to offset the costs. Following format of a similar successful project completed by another city police department. PASSED AND APPROVED THIS 8th DAY OF APRIL, 2021 Page 3 of 5Page 5 of 7 RECREATION HIGHLIGHTS  Big Cross Frozen Tundra Run ‐ 82 Participants• Mom & Son's Night ‐ Revised self‐led ‐ Will be on Mar 27• Drive Thru Egg Hunt ‐ April 3• Events: DIY Valentine Magnets – there were originally 25 kits offered but they sold out in 4 days so we added  25 more and sold out weeks early.  ○ Winter Tweets – Bird Seed Ornaments, we sold 18 of the 28 kits.○ Rainbow keychain kit – we sold 20 of 40. The leftovers can be packed away for another time.○ The DIY kits we have offered so far this year are:• Youth XC League ‐ 1st year (47 of 48 spots) practices started Monday• Youth Softball ‐ Taking Registrations ‐ to start in late April• Programs: Footcare Program ‐ Advertising for new footcare Nurse• Indoor Rentals and Programs ‐ finalizing processes look to be able to open later this month.• Softball Competitions at the Softball Complex ‐ No out of state teams. No tournament style.• Iron Man not coming to Tri‐Cities this year or next. Looking at possibly 2023.• Making preparations for opening Memorial Pool with alternate restricted schedule opening• Other: Park Board Meeting Meetings Page 1 Page 4 of 5Page 6 of 7 Parks & Recreation Advisory Council Maintenance Report Dan Dotta 03/04/21 Personnel Activity Attended Monthly Safety Meetings Cartegraph training CPO Training 6 certified Park & Facility Projects New snow removal equipment used Rebuilt Chiawana Horseshoe pits New cameras installed at Shop along with new Wi-Fi New curbing at Chiawana Worked with PD and Fire on vacant land clearing to make a safer place  Cemetery 6 Funerals: 6 burials, 0 cremains $21,000 in business for the month ( Jan: $56k 9:8-1) Continue to work on Veterans Memorial at the Cemetery Special Events Working with Fire Department to open Station 83 and 81 Batting Cages are still moving forward, slowed down due to weather Slide stolen at Tierra Vida Park Update Schlagel Park 100% Drawings, in the permit process Page 5 of 5Page 7 of 7
