PROFESSIONAL SERVICES AGREEMENT

WHEREAS, the City and PACE Engineers, Inc. entered into a Professional Services
Agreement on 5/31/2018 to provide engineering services with respect to the Columbia East Lift
Station and Force Main Project.
NOW, THEREFORE, this agreement is amended to allow PACE Engineers, Inc.to
provide additional engineering services as described on Exhibit A &B.
1. Scope of Work:
See Exhibit A — Additional Design Services
1. Second Project Manual and Technical Specifications
2. Mag/Hydroxide System for Odor Control in Forcemain
3. Additional Submittal and RFI Review Efforts
2. Fee.
The compensation for the work is based on a Time and Materials Basis not to exceed
the amount of $41.849.00 for a total authorization amount of $627,952.00. Refer to
Exhibit B for the breakdown of hours.
3. Time of performance:
The services shall be complete for the project on or before 12/31/2019.

Additional Design -Services

Additional Scope of Services:
The City of Pasco determined the best course of action to expedite the
improvements needed to convey Grimmway flows to the PWRF would be to
construct the Columbia East Pump Station as a stand alone project. The 4.5 miles
of forcemain connecting the new pump station to the PWRF would follow as a
separate project. This course of action requires a second project manual with
technical specifications. The orginal scope of work did not anticipate the
development of a second project manual.
2. During the development of the Capital Facilities Plan and Engineering Report,
odor control at the PWRF was determined to be a priority. Several odor
generators were identified at the PWRF including the end of pipe discharge from
the existing and new forcemains. Due to the length of forcemain and hydraulic
residence times in these forcemains, dissolved oxygen is consumed and the
contents turn septic creating nuisance odors. It was determined that the odor
control at the PWRF would be addressed by retarding the growth of organic acids
in the existing and new forcemains along with operational modifications at the
PWRF. It was determined that the new Columbia East forcemain should be
equipped with a magnesium hydroxide injection system to control pH and prevent
the septicity in the forcemain. Since the forcemain design was currently in
progress the quickest way to integrate this equipment was to include in the
forcemain bid package.
3. Supplement #1 included limited construction management services including the
following:
a. Log and responses for up to 15 RFIs
b. Log and responses for up to 25 Shop drawings and submittals
c. 3 Observation reports
d. Punch list for project substantial completion
To date we have exceeded these estimates as follows:
a. Provided review and responses to 21 RFI's
b. Provided review and responses to 40 submittals and resubmittals
This effort was estimated at 104 man-hours or a budget of $18,700.00. To date,
PACE has expended an estimated 150 man-hours or 50% more time as a result of
the additional reviews. PACE is requesting additional budget of $9,345.00 to cover
the cost for the additional review time.
