CALL TO ORDER by Vice Chair McSwane Franco - Time 6:03p
ROLL CALL
• Nisha McSwane-Franco, Vice-Chair
• Calumet Kubalek
• Rebecca Merkley-Omeje

• Ana Armijo (joined after roll call)
• Ellie Neff - absent
• Emma Barnes - absent
• Also Present: Angela Pashon, Grace Lieberman, Dave Zabell, Zach Ratkai
APPROVAL OF MEETING MINUTES
• Call for motion by Vice Chair McSwane Franco
• Commissioner Martinez motioned to approve the meeting minutes of September 22nd.
• Commissioner Merkley-Omeje seconded and then motion carried by unanimous roll call
vote.
COMMISSIONER REPORTS
• Commissioner Martinez – brought up an opportunity where highschool students could
compete for scholarships by creating murals around the city. Project in its infancy stage
but has some business and community support. Commissioner Martinez suggests PACC
participation.
o Supporters include Mike Miller at Moon Secrutity, Pasco School District, and
Gustavo Gomez at Downtown Pasco Development Authority
STAFF REPORT
Presentation by Administrative and Community Services Director, Zach Ratkai
• Overview of Peanuts Park and Downtown Farmers Market Restoration
• A Quality of Life Projects
• Reviewed Initial Layout and Landscape Plan
• Two potential areas for art – Bronze statue in tribute to Peanut along with another
opportunity for marquis piece of art (Chicago giant metallic bean as example)
• Also, potential for performing arts stage
• Peanuts North area – similar design, not part of Peanuts Park area
• “Adopt a brick” program – direct contact with ACS department
• Need more information regarding - potential for urban art on walls and roofs
Downtown Master Plan and Sign Code Modifications – Murals - Dave Zabell
• Reviewed some aspects of Council’s Adaptation of New Goals (attached as
addendum) including those that involved PACC

NEW BUSINESS
• Subcommittee Formation (Grace Lieberman)
o Memorial/Tribute to Noburu “Peanuts” Fukuda – Saul Martinez, Ana Armijo, Elllie
Neff
o City gateway and park signage – Emma Barnes and Rebecca Merkley-Omeje
▪ Needs to meet wayfinding plan established by the Tri-Cities, but, there are
options to create some customization for neighborhood identifiers –
currently $400,000 budget for signage
▪ Next step is to select a consultant.
o Kurtzman Park Shelter – Nisha McSwane Franco, Calumet Kubalek, Saul Martinez
o Utility Box Program – Calumet Kubalek, Nisha McSwane Franco, Ana Armijo
o Chair – Emma Barnes
o Vice-Chair – Nisha McSwane-Franco
o Communication – for now, will be managed through Angela & Grace &
designated as part of each sub-committee task list.
o Grace Lieberman to support all committees through business partnerships,
research, etc.
• Sub-Committees To Do List Examples
o Set sub-committee meeting, either virtual or in-person, recommended 2-3 people max
meet outside of normal monthly meetings to avoid public meeting issues.
o Project Kick-Off – set goals, plan of action
o Funds - Confirm budget and/or seek fundraising options – business, foundation,
community etc
o Confirm timeline and deadlines - set deadlines for submission, review and
creation.
o Communication – how to solicit input from community or share ideas
o Artist engagement – what’s the “ask”? Create a call for artists
o Team member assignments - Assign tasks
MISCELLANEOUS DISCUSSION
• Commissioner Responsibilities – Commissioner Martinez expressed concern about not
fully understanding responsibilities and project timelines so as not to overcommit. Dave
said it’s understandable commissioners are still figuring out their roles and we will
continue with honest communication as Dave would rather hear all input/suggestions,
etc than for commissioners to err on the side of caution. We will figure this out together.
• Chair Barners and Vice-Chair McSwane-Franco met with other Tri-City area Arts
Commissions (Kennewick, Richland) to establish a pathway for communication and
share best practices. Vice-Chair McSwane-Franco shared examples of conversation
and expressed an interest in making meetings a regular occurrence and asked if other
commissioners wanted to join.
o Kennewick is separated by districts and even business licenses goes through
commission
o STCU has already done a project with Kennewick so they will share their example
of call to artists.
• PACC Thank you to STCU – Commissioner Martinez suggested a thank you card for STCU
and graciously volunteered to “create” a thank you.

• Angela to send a Doodle poll for November and December meetings as they fall on
the week of Thanksgiving and Christmans respectively.
