ADJOURNMENT Page 1 of 2 Pasco Arts and Culture Commission – Meeting Minutes 7/22/2020 MEETING MINUTES PASCO ARTS & CULTURE COMMISSION WEDNESDAY, JULY 22, 2020 REMOTE MEETING I. CALL TO ORDER 5:05 p.m. II. Roll Call Rebecca Merkley-Omeje x Ana Armijo x Calumet Kubalek x Saul Martinez x Nisha McSwane-Franco x Emma Barnes x Ellie Neff x Also Present: Dave Zabell, Angela Pashon, Grace Lieberman III. APPROVAL OF MINUTES N/A IV. INTRODUCTIONS Commissioners and staff introduced themselves. Grace Lieberman was introduced as the commission facilitator. V. ROLE OF COMMISSION • Advisory to City Council for matters relating to public art and culture including: o Code recommendations o Recommend/advise on acquiring, maintaining and displaying public art • Central commission for individuals and groups to bring ideas on arts and culture • Recommend methods of obtaining financial support to promote arts and culture • Establish standards related to arts and culture programs and serve as review panel VI. DETERMINING MEETING SCHEDULE The commission agreed to hold monthly meetings on the 4th Tuesday. A Doodle Poll will be sent to determine time. VII. Review of Initial Work Plan Facilitator Grace Lieberman led the commission through a draft initial work plan. She stated “the work plan was created by all of you”. Commissioners were requested to review the plan to ensure everything was captured. Focus areas for the commission include: beautification of public spaces, celebration of Pasco’s history and diversity in and through art, enrichment of art education opportunities, support services for local artists and art organizations, create of an art space(s), Page 2 of 2 Pasco Arts and Culture Commission – Meeting Minutes 7/22/2020 establishment of business partnerships to bolster creative enterprise, and enhancement of the City’s image. The commission will select a chair and co-chair at the August meeting. Additionally it was recommended to have a commissioner designated to communications. If interested commissioners were to contact Facilitator Grace Lieberman. Staff reviewed initial projects for the commission and will setup sub-committees for each initiative. Initial projects include: • Memorial/Tribute to Noburu “Peanuts” Fukuda • City gateway and park signage • Kurtzman Park Shelter • Utility box program VIII. ACTION ITEMS a. Doodle Poll to be sent for monthly meeting – facilitator b. Chair/Vice-Chair description – staff c. Review draft work plan and provide feedback to facilitator – commissioners d. Identify timelines for initial projects list – staff e. Identify funds available for initial projects list – staff f. ADJOURNMENT There being no other business, the meeting was adjourned at 5:58 p.m. Next meeting Wednesday, August 26, 2020 at 6:00 p.m. Approved 8/26/2020 at virtual meeting Angela Pashon Chair Signature Staff Liaison Signature Pasco Arts & Culture Commission August 26, 2020 Advisory Role •Primary purpose is to provide judicious advice from the citizen perspective •Study issues •Take public input •Research •Review of staff recommendations •The above prepare the advisory board to discuss, analyze, formulate, and forward well- developed, thoughtful recommendations to the legislative body Commission Chair The Chairperson is responsible for making sure that each meeting is planned effectively, conducted according to the charter/work plan and that matters are dealt with in an orderly, efficient manner including: •Ensures commission follows agenda, keeps members on task and, wraps up discussion •Provide a quick review of the meeting prior to adjournment •Introduces guests/presenters •Make sure assignments are clear Timelines & Funding Projects have funding available but, will take time •Kurtzman Park Shelter •Apply for 2022 Community Block Grant Development Funds •Timeframe for application –April 2021 •Commissioners: Nisha, Calumet, Saul, Emma •Memorial/Tribute to Noburu “Peanuts” Fukuda •Fundraising/Donations •Timeframe for construction completion summer 2021 •Commissioner: Saul and Ana •City Entrance Signage •General Fund supported •Coordinated with regional efforts •Timeframe –design est. late 2020/early 2021 •Commissioner: Emma Timelines & Funding •Utility Box Wraps •Funded through STCU •Timeframe –early 2021 (September presentation from City Attorney, research and agreements needed) •Commissioners: Calumet, Nisha, and Ana •Quality of Life Projects & Park Signage •Chapel Hill Park –70% design / construction start est. winter/spring 2021 •A-Street Sporting Complex –30% design / construction start est. 2021 •Sylvester Park –awaiting grant / design & construction TBD •Schlagel Park –design at contract stage / construction start est. 2021 •Commissioner: Emma Upcoming Topics •Goal is to bring meaningful work to the Commission •Also provide presentations on items of interest: •Sign Code, Murals & Public Art Risks by Community & Economic Development Director & City Attorney •Overview of Parks Projects by Administrative & Community Services Director •Utility Box Program by STCU •Others?
