ADJOURNMENT Page 2 of 7 MINUTES Parks & Recreation Advisory Board 5:30 PM - Thursday, January 7, 2021 GoToMeeting - Access Code: 243-341-613 CALL TO ORDER The meeting was called to order at 5:35 pm, by Jason Ruud, Chairperson ROLL CALL Boardmembers Present: Nolvia Salinas, Julie Campos, Bradyn Leyde, Jason Ruud, and David Milne (City Council Rep.). Boardmembers Not Present: Tom Davenport, Edgar Delgado, Kate Bonderman City Staff Present: Dan Dotta, Brent Kubalek, Zach Ratkai. APPROVAL OF MINUTES MOTION: Bradyn Leyde moved to approve the minutes from the November 5, 2020 meeting. Seconded by Nolvia Salinas. Motion passed unanimously. STAFF REPORTS Recreation Report attached at end of Minutes Parks & Facilities Report attached at end of Minutes A&CS Director • Dust Devils are Staying in town. New affiliation with Anaheim Angels. Now high A level league and a long season. • Peanuts Park now back out to bid due later this month. Page 1 of 5Page 3 of 7 • Requesting $4 Million ask from Legislature to update the Martin Luther King Center. • Partnered with WSU earlier in the year for use of Police Community Room. This had closed but now reopened to help college students. • Looking to do more decorating in Pasco for Holidays next year. UNFINISHED BUSINESS City Public Meetings Training Completed: Kate, Bradyn, Julie Still Pending: Tom, Edgar, Jason, Nolvia Those that have not finished the training should have received an email with instructions from the City Clerk, but can also find the training at the following link: www.atg.wa.gov/open-government-training A Street Sports Complex Update Some issues were found through the permitting process within the civil drawings. Are now revising those plans and barring further delays should have the project out to bid within the month. Chapel Hill Park Update Bid award has been approved by City Council. Staff is working now to finalize the construction contract. Work should begin on the project, weather permitting, within the next month or so. Schlagel Park Boat Ramp Update Working with the Army Corps to clarify regulations that affect the design. Are at 60% drawings now and should be at 90% drawings in about a month. NEW BUSINESS Park & Recreation Master Plan Working to get the RFQ out for the new Master Plan. Board Appointees/Volunteers for Master Plan Sub Committee: • Julie Campos Volunteered Civic Web Agenda Meeting Portal Reported that agendas packets for the board meetings will now be sent out through CivicWeb. A test of this process was done with the Agenda Packet for this meeting. Page 2 of 5Page 4 of 7 The email received will include links that will take you to the Agenda Packet. (Jason Ruud reported that he had received the email). COUNCIL REP & BOARDMEMBER REPORTS • Council Rep Milne - • Is the area at the 4th Ave on-ramp the City or WA state area of responsibility? (Dan: It is WA State) • Bradyn - • Have the ballfield lights been replaced? (Dan : GESA replaced 2 years ago. Softball Complex updates about 4 years ago.) • We are fortunate to keep the Dust Devils as there were other Cities that lost their teams or moved down in level. • Nolvia - • Have we considered putting in security to help prevent theft and vandalism of City assets? (Zach: In some areas we have security. There is need for more, but this is something that happens and trying to get a bigger push to get local community involved to help watch the parks. The city does have property insurance. Encourage members to download the Ask Pasco app, a knew app for reporting and communication from citizens. (Possible demo of app at next meeting.) MISCELLANEOUS DISCUSSION Next Meeting: Thursday, February 4 @ 5:30pm ADJOURNMENT There being no further business, the meeting was adjourned at 6:35 pm. PASSED AND APPROVED THIS ____ DAY OF ___________, 2021 Page 3 of 5Page 5 of 7 RECREATION HIGHLIGHTS Events: Winterfest - o Cinnamon Ornament Craft and Slim Craft o Drive Thru Santa - 285 cars that received kettle corn, hot coco and a goody bag (approx 600 total people) o Candy Cane Hunt - Avg 132 submittals per day (Prizes Sponsored by Moon Security). Lampson Cable Bridge Run - o 830 total participants (190 Virtual, 528 Saturday, 112 Sunday) o Comment From Participant: "Starting a race in 2020 vs 2019. I recently ran my second “in- person” race during this pandemic. It looked very different but was still fun. As a race director I know all the hard work that goes into putting on a race. Putting on a race (now) with the current guidelines takes race directing/planning to the next level of WORK! As I runner, I greatly appreciate all the planning & thought that went into making this race happen(safely). Cable Bridge Run 2020 •They offered a virtual race option AND in-person •They had 2 days to run the in-person race vs. one day •Only 10 people at the start line in 2 minute waves. Or like me... I was the only person at the start line. •They asked people not to gather around the start/finish. I was impressed everyone did really well at staying in their cars until their start time and leaving after they finished. •Face coverings at the start & finish •Packet pickup was drive thru at a separate location. … Pasco Recreation Services I give a 10/10 for putting on a race during a pandemic! Thank you for all the extra work to let us race safely!!" Programs: There were 300 “Pasco Recreation – NYE Kits” made and registered for, 280 were picked up. They were free and included a hat, noise maker, glow stick, candy with “Midnight Kisses” and a lot of advertising for upcoming programs, social media sites and how to register to get email info and newsflashes. National Dress Up Your Pet Day Program - Partner with Bleyhl Coop as Sponsor. Giving two $25 gift cards which will be given away on Thursday, January 14. DIY Valentine Magnets program. There are 25 kits that include enough to make 4 magnets. There are 18 sold, to go out February 1st. Thinking of expanding to make more kits available.
