Call to order: 5:32 p.m. II. Welcomed new Park Board Member Julie Campos. She shared her excitement to be involved with the board and influence the city for good. III. Approval of Previous Meeting Minutes: Meeting Date: October 8, 2020 Motion: Bradyn Leyde Second: Nolvia Salinas Approval Vote: Unanimous IV. Staff Reports: a. Recreation  Events o HalloWeekend Cinema went well, 118 cars on Friday Night and 28 Cars on Saturday daytime. It was very cold but attendees enjoyed the event. GESA Sponsored the event and gave out popcorn and movie treat boxes o Drive-Thru Trunk or Treat was a success with 18 booths and approximately 600 vehicles. The line was very long but was continually moving forward. The amount of treats made it worth the wait. Vendors said they would be open to participating next year and feedback from participants was good. o Tri-Cities Carpool Cinema – The last movies in this Partnership series with Kennewick and Richland are scheduled for this weekend Nov 6-7 in Richland. These movies were originally scheduled for September but were postponed due to the smoke. o Lampson Cable Bridge Run – Offering a Virtual option and a modified In- Person option under state COVID guidelines governing in-person timed runs. Will be held on 2 days due to state limit on number of runners allowed per day. Alternate route due to inability to obtain closure permit from WSDOT.  Programs o After first interview and offer did not work out, have re-advertised for the Footcare Nurse position o Cornhole Tournament went well o Offering a Turkey Time Canvas Take-and-Make Canvas Craft Kit o Winterfest brainstorm planning meeting tomorrow, thought is that it will be a virtual and at-home event o Meeting with schools to discuss facility use status and options as we try to plan for wintertime activities.  Other o Highland Park Restroom Building Grant – Ranked 25th of 37 applications. (Need Legislative Budget of $9Million to get funded). o Chapel Hill Park – Coming soon sign has been placed at the site. The Building Permit application has been submitted. The bid request is set to go out by Monday with a response deadline of December 3rd. o A Street Sports Complex – Building Permit application has been submitted. The bid documents and plans have been submitted to RCO for approval and we are waiting for their confirmation. b. Parks and Facilities  Personnel o Attended Monthly Safety Meetings o Annual Pesticide Recertification Credits  Parks & Facilities Projects o Rebuilt planter Bed at Volunteer Park o Pruned trees throughout the zones o Winterized irrigation systems and buildings o Changed HVAC filters on all City owned buildings o Fall fertilizer applications started o Pre-emergent applied o Shrub beds pruned  Cementary o 7 Funerals: 4 burials, 3 cremains o $28,616.90 in business for the month for Dec o Day of the Dead observance increased o Clean beds for the winter  Special Events o City Hall remodel fire system upgrading project underway o Re-striped PD parking lot o Veterans Memorial Cemetery project c. ACS Director  No Report V. Other: a. City Council Goals – Reviewed the new City Council goals, specifically those that related in some way to Parks & Recreation. b. City Public Meetings Training – Jason & Edgar need the training resent VI. City Council Rep Report and Suggestions: a. No Report VII. Park Board Member Round Table: a. Edgar Martinez –  Gave the idea to have a Drive-Thru Winterfest  About Day of the Dead – Asked if parks is planning to do a program in the future for Day of the Dead at the Cemetary? Dan said they are discussing and reaching out to others to see what to do in the future. b. Nolvia Salinas –  Gave the idea to add more lights to Winterfest for people to drive-thru to see and maybe to hold it at a different location with more access to power. Also gave the idea to do a house decoration contest with awards for the winners.  Shared that the Coming Soon Sign and Chapel Hill park was going to be on KEPR news tonight.  Asked what changed to allow the city to do more work at Chiawana Park? – Dan Responded that he has been working with the Corps to get a realistic work/maintenance agreement. c. Bradyn –  Asked if any additional information was available regarding the future of the Dust Devils. Brent responded that the City worked with the Dust Devils to put together a great presentation to MLB showing why the Dust Devils organization should stay, but would need to check with Dust Devil Management to see if any word had been received. d. Jason Ruud –  Shared that he thought we should hold the Drive-Thru Trunk or Treat next year regardless of whether COVID is still a factor or not.  Asked why swing benches were removed at times. Dan responded that they periodically bring the benches in for repair and degrease/cleaning. VIII. Meeting Adjourned: 6:43 p.m. IX. Next Meeting: December 3, 2020
