JULY 17, 2018
MEETING MINUTES
Call to Order:
The meeting was called to order at 4:03 p.m., by PPFD President Monissette, in Conference Room No.
1 at Pasco City Hall.
Roll Call:
Board Members Present: Carolyn Bowdish, Leonard Dietrich, Spence Jilek, Marie Gillespie and Mark
Morrissette.
Staff Present: Stan Strebel, Deputy City Manager; Eric Ferguson, obo City Attorney.
Introduction of new Board Member Marie Gillespie.
Approval of Minutes:
It was motioned by Mr. Dietrich, seconded by Ms. Bowdish, and carried to approve the minutes of the
April 24, 2018 Meeting.
Claims Approval:
Mr. Morrissette presented second quarter Claims History. Following discussion, it was motioned by
Mr. Jilek, seconded by Mr. Dietrich, and carried to approve payment of second quarter claims in the
total amount of $133,002.29. The payment register breakdown is for legal services, a pass through to
Kennewick PFD, Professional Services, Advertising, Insurance and Administrative Services.
Financial Report:
Mr. Morrissette presented the second quarter Statement of Revenues, Expenditures and Changes in
Fund Balance reflecting YTD Actual Revenues of $135,472.00 and Actual Expenditures of
$133,002.00. No action required on this item, informational only. The June 30, 2018 Balance Sheet
reported net assets of $22,165.00. Following that discussion, the remainder of the Financial Report
was accepted as presented.
Reports from Committees:
Mr. Morrissette asked if there were any reports from the most recent Kennewick Convention Center
Advisory Board meeting and there was no report.
Mr. Strebel commented on the Regional Public Facilities District Meeting. The last meeting was held
one and a half months ago, no new action. The City of Richland has a vacancy that needs to be filled.
Discussed regional partnering. Next Regional Meeting to be held in October.
Old Business/New Business/Other Business:
Mr. Strebel reviewed the continuing education regarding Open Public Meetings, a sixteen -minute video
is required for members to watch every four years.
