A RESOLUTION OF THE CITY OF PASCO, AUTHORIZING THE
CITY MANAGER TO SIGN AND EXECUTE THE EASEMENTS FOR THE
NORTHWEST AREA SEWER LID PROJECT.
WHEREAS, the City of Pasco (City) has undertaken a public works project described as
the Northwest Area Sewer LID, City Project No. 1800076; and
WHEREAS, Ordinance No. 4483 was approved on March 2, 2020 to form Local
Improvement District No. 151 for this Project; and
WHEREAS, the proposed improvements are partially located within private property,
requiring the acquisition of permanent utility easements; and
WHEREAS, the City, through its consultants, has prepared an appraisal and review
appraisal to determine the estimated fair market value of the easements; and
WHEREAS, the City, through its consultants, performed an appraisal for determining the
estimated fair market value of $234,000 for said easements for the preparation of the offer to the
property owner; and
WHEREAS, the property owner provided a counter offer of $304,200.00; and
WHEREAS, the City reviewed the property owner's counter offer and found it to be within
the range of the estimated fair market value; and
WHEREAS, the City Council authorizes the City to proceed with the acquisition of the
designated easements via the execution of said easement documentation.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PASCO, WASHINGTON:
Section 1.That the City Manager, or his designee, is authorized to sign and execute the
easement documents for the Northwest Area Sewer LID project for the total amount of
consideration of $304,200.00, copies of which are attached hereto and incorporated herein by as
Exhibit A; and take all necessary steps required to complete this transaction
