A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PASCO,
WASHINGTON, AWARDING THE ROAD 36 LIFT STATION UPGRADES
PROJECT TO PIPE OF WASHINGTON (P.O.W.) CONTRACTING, INC. OF
PASCO WASHINGTON.
WHEREAS, the City of Pasco has an identified capital improvement public works project
for the improvements to the Road 36 Lift Station; and
WHEREAS, those improvements include all work associated with the removal of the two
(2) existing submersible pumps, and the installation of two (2) new high capacity submersible
pumps and their ancillary systems, and the upsize of the existing force main; and
WHEREAS, the City solicited sealed bids for this capital improvement project, identified
as Bid No. 16006 Road 36 Lift Station Upgrades Project; and
WHEREAS, on November 4, 2020 two (2) bids were received and opened by the City;
and
WHEREAS, the lowest bid was from Pipe of Washington (P.O.W.) Contracting, Inc. in
the amount of $593,684.81. The Engineer's construction estimate was $546,080.98; and
WHEREAS, the bid documentation was reviewed and the lowest bidder was determined
to be responsible and responsive; and
WHEREAS, pursuant to RCW 39.04.040 since the lowest bid is only 8.1% over the
engineer's estimate no supplemental estimate is needed regarding the cost of executing the work.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PASCO, WASHINGTON:
That City staff recommends award of the contract to Pipe of Washington (P.O.W.)
Contracting, Inc. of Pasco, Washington; and
Be It Further Resolved, that this Resolution shall take effect and be in full force
immediately upon passage by the City Council.
