HomeMy WebLinkAbout2020.11.09 Council MinutesREMOTE WORKSHOP MEETING MINUTES PASCO CITY COUNCIL NOVEMBER 9, 2020 REMOTE WORKSHOP INSTRUCTIONS: The Pasco City Council Workshop was broadcast live on PSC -TV Channel 191 on Charter/Spectrum Cable in Pasco and Richland and streamed at www.pasco- wa.gov/psctvlive and on the City's Facebook page at www.facebook.com/cityofPasco. Call-in information to GoToWebinar for "listen -only" mode was also made available. CALL TO ORDER: The meeting was called to order at 7:00 PM by Saul Martinez, Mayor. ROLL CALL: Councilmembers present: Ruben Alvarado, Craig Maloney, Saul Martinez, David Milne, Zahra Roach, and Pete Serrano. Councilmembers absent: Blanche Barajas. Staff present: Dave Zabell, City Manager; Colleen Chapin, Human Resources Director; Eric Ferguson, City Attorney; Bob Gear, Fire Chief; Zach Ratkai, Administrative & Community Services Director; Ken Roske, Police Chief; Richa Sigdel, Finance Director; Rick White, Community & Economic Development Director; Steve Worley, Public Works Director; and Debby Barham, City Clerk. The meeting was opened with the Pledge of Allegiance. VERBAL REPORTS FROM COUNCILMEMBERS: Ms. Roach invited everyone to the virtual Visit Tri Cities Annual Meeting scheduled on Tuesday, November 10, 2020. Mr. Maloney commented on a recent meeting he attended on behalf of Mayor Martinez welcoming X -energy, a nuclear reactor and fuel design engineering company, to the Tri Cities. ITEMS FOR DISCUSSION: Chiawana Park Riparian Shoreline Project Mr. Ratkai provided a brief overview of the proposed Riparian Shoreline Project with Futurewise, Mid -Columbia Fisheries Enhancement Group and the U.S. Army Corps of Engineers (USACE). Mr. Ratkai introduced Merritt Mitchell-Wajeeh, Lower Yakima Project Manager with Mid -Columbia Fisheries Enhancement Group and Alison Cable, Tri Cities Program Manager with Futurewise. Ms. Wajeeh explained the importance of this demonstration project for salmon recovery and their goal it to enhance the habitat for salmonids. Ms. Cable noted that the targeted project will also help control urban stormwater runoff and prevent pollution from reaching the Columbia River through low -impact development practices. Council, staff and Riparian Shoreline Project partners held a brief question and Page 1 of 3 REMOTE WORKSHOP MINUTES MEETING PASCO CITY COUNCIL NOVEMBER 9, 2020 answer period. Council requested that the MOU include language confirming that the City will have no financial responsibilities related to the proposed project. Ordinance - Amend PMC 6.05.010 Definitions - Potentially Dangerous Animal Mr. Ratkai provided a brief history of the Pasco Municipal Code (PMC) related to potentially dangerous animals that includes breed specific language within the definitions portion of the PMC. He stated that staff is seeking direction from Council. Council discussion ensued regarding the removal of the breed specific language in the PMC and potentially amending the PMC to include criminal charges to owners of potentially dangerous or dangerous animals, making the owner responsible for the animal's behavior, as well as measures to ensure the animals adopted from the Animal Shelter are going to responsible owners. Staff was instructed to bring back additional changes to the PMC related to the accountability of animal owner(s). Introduction of Proposed 2021-2022 Biennial Operating Budget Mr. Zabell and the Department Directors provided a comprehensive overview of the proposed 2021-2022 Biennial Operating Budget including an overview of the Departments' 2019-2020 accomplishments and 2021-2022 goals. Council and staff questions and answers were peppered throughout the presentation. Fireworks Display Discussion Mr. Ratkai provided a brief report on the status of the 2020 fireworks display delayed from July 2020. Mr. Ratkai stated that staff is seeking Council consensus whether to hold a fireworks show on December 31, 2020 or to postpone the fireworks display to July 2021. He provided the costs associated with the two options. Council and staff discussed the two options, the costs associated with each option and the ramifications if the fireworks display was held in December 2020 or delayed to July 2021. While some Councilmembers were in support of holding a show in December, other Councilmembers were in favor of postponing the fireworks display to July 2021 and others were open to either option. Staff was tasked to contact key community members and/or area cities to see if they would be interested in partnering in a December 31, 2020 fireworks show and to confirm the date when the fireworks company must know if a show were to occur in December. Introduce Resolution - Second Amendment to Interlocal Agreement for Tourism Promotion Area Mr. Zabell noted the proposed second amendment to the Tourism Promotion Area (TPA) Interlocal Agreement was for the increase to the special assessment to support visitor utilization of hotels and motels within the Tri -Cities. The proposed $1.00 increase would change the current fee of $2.00 per night to $3.00 per night. Mr. Serrano asked if the increase could sunset at a future date after the community returns to pre -coronavirus conditions. Mr. Zabell stated that a future reduction of the special assessment would need to be agreed upon by the three Cities participating in the TPA Interlocal Page 2 of 3 REMOTE WORKSHOP MINUTES MEETING PASCO CITY COUNCIL NOVEMBER 9, 2020 Agreement. Introduce Resolution - WA ST Department of Natural Resources Easement for Columbia East Force Main Mr. Worley introduced CIP Manager Serra who explained that the proposed easement with the Washington State Department of Natural Resources was for the Columbia East Force Main project. Mr. Maloney expressed concern that if, in the future, the State of Washington deems the property for other uses, then the City would be responsible for moving the main line and would incur all of the costs associated with moving that line. Mr. Briggs noted that there is a qualifier before the State could change the use of the property and require the removal of the main line. MISCELLANEOUS COUNCIL DISCUSSION: Mr. Zabell announced that the Peanuts Park Project was reposted the past week and Lewis Street Overpass Project will be posted next week.
