HomeMy WebLinkAbout2020.09.28 Council MinutesREMOTE WORKSHOP MINUTES MEETING PASCO CITY COUNCIL SEPTEMBER 28, 2020 REMOTE WORKSHOP INSTRUCTIONS: The Pasco City Council Workshop was broadcast live on PSC -TV Channel 191 on Charter/Spectrum Cable in Pasco and Richland and streamed at www.pasco- wa.gov/psctvlive and on the City's Facebook page at www.facebook.com/cilyofPasco. Call-in information to GoToWebinar for "listen -only" mode was also made available. CALL TO ORDER: The meeting was called to order at 7:15 PM by Saul Martinez, Mayor. ROLL CALL: Councilmembers present: Ruben Alvarado (virtual), Blanche Barajas (virtual), Craig Maloney (virtual), Saul Martinez (in-person), David Milne (virtual), Zahra Roach (virtual), and Pete Serrano (virtual). Staff present: Dave Zabell, City Manager (in-person); Eric Ferguson, City Attorney (virtual); Bob Gear, Fire Chief (virtual); Zach Ratkai, Administrative & Community Services Director (in-person); Ken Roske, Police Chief (virtual); Richa Sigdel, Finance Director (virtual); Rick White, Community & Economic Development Director (virtual); Steve Worley, Public Works Director (virtual); and Debby Barham, City Clerk (in-person). VERBAL REPORTS FROM COUNCILMEMBERS: Mr. Serrano commented on the Hanford Area Economic Investment Fund Advisory Committee meeting that he attended earlier in the day. Ms. Roach commented on the Community Action Connections and Visit Tri - Cities meetings that she attended recently. Mayor Martinez commented on the local Community Leadership meetings with the focus on reopening Benton and Franklin Counties that he attends on a weekly basis. ITEMS FOR DISCUSSION: Ordinance - Code Amendment Waterfront Development District (MF# CA2019-007) Mr. White introduced Senior Planner Gonzales who provided a brief overview of the proposed Waterfront Development District (WD) located along the Columbia River near the Port of Pasco. Mr. Gonzales then introduced AHBL Planning Project Manager Nicole Stickney who presented more details of the proposed WD and Port of Pasco Executive Director Randy Hayden who provided the concept plan of Osprey Pointe providing mixed-use development within the WD. Discussion ensued regarding the proposed WD. Resolution - Delegating Authority to Staff for Easement/Right-of-Way Acquisition Mr. Worley described the types of easements and/or right-of-way acquisitions that the City Manager would have authority to process easements and/or right - Page 1 of 2 REMOTE WORKSHOP MEETING MINUTES PASCO CITY COUNCIL SEPTEMBER 28, 2020 of -way acquisitions through a proposed resolution. Council and staff discussed the specifics of the proposed resolution. Council asked for additional clarification within the proposed resolution as to the types of easements and right-of-way acquisitions, as well as describing the conditions as to when it would be appropriate for the City Manager to approve such actions. Resolution - Amendment to Interlocal Agreement with Mid Columbia Library Mr. Ratkai provided a brief history of the interlocal agreement (ILA) with the Mid Columbia Library and the request of the Mid Columbia Library to amend the current ILA for one (1) additional year, to end on December 31, 2021, to allow time to negotiate a new ILA with the Mid Columbia Library. Council and staff discussed the proposed ILA one-year extension. Resolution - Interlocal Agreement with Franklin County for Jail Services Mr. Zabell introduced the proposed interlocal agreement (ILA) with Franklin County for jail services and then he turned it over to City Attorney Ferguson. Mr. Ferguson provided details of the most significant updates and negotiations with Franklin County for the jail services ILA. Council and staff briefly discussed the proposed ILA. MISCELLANEOUS COUNCIL DISCUSSION: Mayor Martinez stated that he supports small businesses and recommended a new food truck vender located near the HAPO Center. Ms. Roach asked for an update on the Pasco Municipal Code (PMC) amendment for murals and a status of the Arts & Culture Commission. Mr. White provided an update on the next steps for the PMC Title 17: Sign Code amendments. Council and staff discussion ensued regarding the impending amendments to the Sign Code. Mr. Zabell offered to bring this topic back to the next Council Workshop. Mr. Zabell updated Council on the Arts & Culture Commission and noted the interests of the Commission included murals in downtown Pasco, as well as art in the downtown area.
